Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES March 7, 2024 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER –Chairperson Nilo Salazar called the meeting to order at 4:00pm. PLEDGE OF ALLEGIANCE –Chairperson Salazar ROLL CALL OF COMMISSIONERS PRESENT: Robert Bolster, Donna Salter, Nilo Salazar, Steve Sherman, and Joyce Platt, Margaret Swope EXCUSED: Kathryn Penny ABSENT: Charlene Martinez A motion was made by Commissioner Salter seconded by Commissioner Sherman and unanimously carried to excuse Commissioner Penny. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Commissioner Sherman reported the Men’s Club currently has six members. Commissioner Sherman reported the Club’s oldest member, Harold Shellum, will be turning 105 years. The President of the Club, Mel Doerning, is 97 years old. Club members are looking for new people to join and play pinochle on Monday’s at the Community Center. Commissioner Bolster reported he has attended Council Meetings in support of Wilderness Park. Commissioner Bolster would like to see Wilderness Park open to the public as soon as it can. Vice-Chairperson Swope reported the Friendship Club will be celebrating St. Patrick’s Day on March 13, and Easter the first week in April. The Friendship Club meets every Wednesday at 11am. Club members enjoy food on special occasions, guest speakers, Bingo and much more. The Friendship Club is always looking for new members. Commissioner Platt reported the Arcadia Travelers Club visited the Christ Cathedral in Orange County led by a docent then followed by lunch at Saddle Ranch Restaurant on March 7. Commissioner Platt reported on the upcoming day trips: Members of the group are looking forward to the upcoming Cirque de Soleil show in July. Commissioner Platt reported the next fun trip will be at the Bob Baker Marionette Theater in Los Angeles on June 6, where a special show will be performed for the group. After the show everyone will have access to behind the scenes, followed by lunch at the Smoke House. Commissioner Platt reported Peter Siberell will be the guest speaker on March 22, at the Arcadia Travelers general meeting. Chairperson Salazar reported the Golden Senior Club members are doing well and look forward to the St. Patrick’s celebration on March 14. There will be a special 98-year-old guest who will play the accordion for everyone. The Golden Senior Club meets at the Assistance League on Thursdays at 11am. The Club offers Bingo, and chair yoga, a fun exercise time for members to enjoy. Chairperson Salazar reported he attended the free health education series seminar in January and said it was very informational and looking forward to attending future seminars. Commissioner Salter reported on behalf of the Assistance League who are having the next Day of Service on Sunday, March 10. The Assistance Leage is always looking for volunteers to assist. On March 10, if anyone is interested, they may volunteer to organize books from their previous book drive event. REPORT FROM CITY COUNCIL MEMBER LIAISON - None 2. CONSENT CALENDAR a. Regular meeting minutes of February 1, 2024. Recommended Action: Approve It was moved by Commissioner Sherman, seconded by Commissioner Platt, and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. AYES: Bolster, Martinez, Platt, Salter, Salazar, Sherman NOES: None ABSENT: Penny ABSTAIN: Swope 1. REGULAR ITEMS a. Senior of the Year Selection Senior Citizen Commissioners received four community nominations for the 2023 Senior of the Year. After a group discussion and careful consideration, a vote was made. Deputy Director of Recreation and Community Services (DDRCS) Candice Cheung announced the honoree for the 2023 Senior of the year, Joanna Liang. The City Council will present Joanna Liang with a plaque at a City Council meeting on May 21. Chairperson Salazar and Recreation Supervisor (RS) Gina Hernandez will also honor Joanna Liang and her guest to a special lunch. Additionally, Joanna Liang’s name will be added to the Senior of the Year City Plaque located at the Arcadia Community Center. b. Report of Recreation Supervisor Gina Hernandez Recreation Supervisor (RS) Gina Hernandez reported 94 seniors have had their taxes prepared and electronically filed by AARP Tax Aide volunteers. The program is free to seniors with low income. RS Hernandez reported there were 216 participants registered f or the Lunar New Year event which took place at the Community Center on February 16. The event included lunch, entertainment, and the lucky red envelopes. RS Hernandez reported the sold-out March Madness Bingo will be held at the Community Center with 94 registered participants on Friday, March 8. RS Hernandez reported the next Coffee with the Mayor will be held at the Community Center on Tuesday, March 19. RS Hernandez reported spring programs and events are now open for registration including the Spring Fling Disco Party on April 12, Bunco Tea Party on April 19, Cinco de Mayo celebration on May 3, and All-Star Bingo on May 17. c. Report of Recreation and Community Services Director Deputy Director of Recreation and Community Services (DDRCS) Candice Cheung reported the Spring Peacock Buzz post card was mailed to Arcadia residents and classes are available to view online. Summer camps are advertised early in order for parents to plan accordingly for summer. DDRCS Cheung reported spring baskets will be available for purchase this year and can be picked up on Saturday, March 23. DDRCS Cheung reported spring camp and summer camp is also available for parents to plan. DDRCS Cheung provided copies of flyers for the next Citywide Heath Education Series which will be held on Wednesday, March 27, at 6pm at the Arcadia Public Library. The guest speaker will be Dr. Kenneth Wogensen from USC Arcadia Hospital. Dr. Wogensen will present on headaches and migraines. DDRCS Cheung reported the Arcadia Hot Sheet was mailed to residents with information on a community survey from the City. DDRCS Cheung reported the Arcadia Parks Foundation is a non-profit organization that supplements funding for the renovation of Arcadia parks. Newcastle Park will be under renovation soon and the Arcadia Parks Foundation is supporting the renovation by hosting a fundraiser for engraved bricks. A brick can be purchased through the Arcadia Parks website at www.arcadiaparks.org/donate. The bricks will be permanently placed into the renovated park. DDRCS Cheung reported that the City held a regional Homelessness Symposium on February 29, to discuss the challenges of addressing homelessness. Panelists throughout Southern California attended the symposium which took place at the Arcadia Community Center, from 8am to 4pm with 180 guests in attendance. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. 364 Blood Pressure Check Free blood pressure check is available the second Tuesday of each month from 10-11am in the Community Center. 14 Bridge Bridge is available Wednesdays from 10am-1pm. Card games can help improve memory and cognition, it also enhances motor skills and promotes socialization. 118 Chess Club Chess is available every Thursday from 9:30-11:30am. The game of chess can help increase creativity and problem-solving skills and improve concentration and reading skills. 12 Classes Exercise plays a vital role in health and contributes to bone density improvement, increased muscle strength, flexibility, and can reduce stress. Some of the classes offered are line dance, cardio plus, and Zumba. 2,107 Coffee with the Mayor On the third Tuesday of the month, seniors listen and chat with the Mayor about City issues and topics of personal interest. 27 Fit & Talk On Thursdays, Fit & Talk meets for a fun and easy workout and once per month for a leisurely walk around different areas of Arcadia. 53 Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 168 Visitors Monthly Revenue $430 Information & Referral Intakes The I&R program assists seniors and their families with issues that affect their quality of life by providing information and referral that address their concerns. 17 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors free vision care. Prospective clients are screened to make the necessary arrangements for their free service. 1 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight. 3 Mahjong Mahjong is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets on Fridays at 1pm. Every second Friday of the month, the Mayor plays Mahjong with the seniors. 96 Monday Dance Monday Dance is held the first, third, and fifth Monday of each month. This program provides a good element for participants and has a good ratio of male and female dancers. 124 Monthly Bus Pass Dial-A-Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. 22 Notary Services Notary services are limited to three signatures or thirty minutes per appointment. Available the second and fourth Tuesday of each month. 1 Senior Meals Program A nutritious meal is provided Monday-Friday. For many seniors, this is the only hot meal they have daily. 1,315 Average/Day 70 Table Tennis Table Tennis is available Monday-Friday, from 8am-4pm. Equipment is available at the front desk for seniors to play and meet new friends. 211 Taste the Town Each month participants meet at a different restaurant to have lunch and socialize. In March, participants had lunch at Monja Taiker restaurant in Arcadia. 28 Senior Tax Program On Thursdays and Fridays, AARP Tax Aide volunteers assist seniors with Income Tax filing assistance. This program is free for individuals who are 50 years and older with low to moderate income. 184 Tech Talk Tech Talk is provided for seniors who need assistance with their electronic devices. Volunteens are available every month from 4-5pm to assist with their devices. 5 Weekly Movie New movie releases or classic movies are shown on a theater size screen every Wednesday for free. 91 Sing Along with James Sing along with James meets every Wednesday from 1-3pm. James plays his guitar and sings with a group of seniors for fun and socialization. 68 Senior Seminars Free seminars on various topics are available each month. The following topics were presented in March: Fall Prevention and Urological Ailments. 80 “You’ve Got a Friend” This program provides a weekly phone call to individuals who live alone, feel lonely, or need someone to check on them. New friends are made, and great conversations are enjoyed. 1 Afternoon of Music in Paris The Afternoon of Music in Paris event was held on March 1, from 12 to 2:30pm. The event included lunch, a live jazz band, a dessert bar with pastries, a photo, and dancing. 64 March Madness Bingo On March 8, 94 people filled the lobby area waiting for the doors to open for March Madness Bingo! This program includes eight games of bingo, a light lunch, dessert, and fun raffle prizes. 94 Billiard Tournament On March 19, the annual Senior Billiards Tournament was held. The event had 16 participants. The first-place winner took home a trophy and bragging rights for the year. The second and third place winners received gift cards. 16 Senior Social Hour On March 22, the first Senior Social Hour was held with nine participants. Everyone had the opportunity to meet and talk, while enjoying their snacks and refreshments provided. 9 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held each month to discuss future trips and provide a social gathering.
