RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:03pm.
PLEDGE OF ALLEGIANCE — Director Recreation Community Services (DRCS) Sara Somogyi
ROLL CALL OF COMMISSIONERS
PRESENT: Ayala, Cheung, Vanni
EXCUSED: Mediana
UNEXCUSED: Chu
A motion was made by Vice -Chairperson Vanni, seconded by Commissioner Ayala, and
unanimously carried on roll call vote to excuse Commissioner Mediana.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
1. PUBLIC COMMENTS
REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Ayala reported he attended the Arcadia Pony Lague's Opening Day Ceremony at
Longden Field on February 24. Commissioner Ayala reported observing graffiti at Bonita Skate
Park and inquired about the process of removal. Deputy Director of Public Works (DDPWS)
Carmen Masud informed the Commissioner there is a graffiti hotline to report graffiti as well as a
link through the city Website. Graffiti reports are followed up within 24 hours for removal.
Chairperson Cheung reported she attended Arcadia American Little League's Opening Day
Ceremony at Windsor Field on February 24.
Vice -Chairperson Vanni reported he attended Santa Anita Little League's Opening Day Ceremony
at Lojeski Field on February 24. Vice -Chairperson Vanni reported the ceremony was very
impressive with over 500 girls and boys participating. The ceremony was complete with a Search
and Rescue helicopter fly -over in honor of opening day.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Mayor Verlato reported attending the three Little League Opening Day Ceremonies on February
24. Mayor Verlato reported City Clerk Gene Glasco will be retiring and April 16, 2024, will be his
last City Council meeting. Mayor Verlato reported the Arcadia Fire Depatment Basic Life Support
(BLS) ambulance is now being dispatched to handle the less critical in coming emergency calls.
Mayor Verlato reported the Homelessness Symposium took place on February 29. Mayor Verlato
reported the successful Symposium was an informative, broad topic presentation that covered
many aspects and challenges in solving homelessness issues in the Southern California area.
2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of January 10, 2024.
It was moved by Vice -Chairperson Vanni, seconded by Commissioner Ayala, and
unanimously carried on roll call vote to approve consent calendar 2a.
3. REGULAR ITEMS
a. Report from Public Works Services Department
Project Updates
DDPWS Masud reported the Roofing Replacement Project will begin on March 25, Several City
facilities will have roof replacement including the Community Center, City Hall, and the Chamber
of Commerce. The project is expected to conclude in late May. Business will continue as usual,
and public informational signs will be posted at each facility. DDPWS Masud reported the
Newcastle Park renovation project will begin early May 2024. DDPWS Masud reported the Hugo
Reid Fencing Project has been cleared and will be scheduled for future installment. DDPWS
Masud reported the Baseball Bleacher Replacement project will start after spring baseball season
is over. DDPWS Masud reported the Public Works Services Department is implementing the
organics recycling at all City facilities.
b. Report from Recreation and Community Services Department
Monthly Reports
DRCS Somogyi thanked the Commissioners for coming out to the Little League Opening Day
Ceremonies. Opening Day is a good way to support the community's youth, City staff, and the
City Departments that work so diligently to organize and maintain field space for these activities.
DRCS Somogyi reported budget season has arrived along with the implementation of a new
financial system. The new financial system brings new challenges such as GL Code rollover, but
the new system will help track finances more efficiently.
DRCS Somogyi reported the Arcadia Parks Foundation is hosting a "Buy a Brick" fundraiser to
support the Newcastle Park Renovation Project. DRCS Somogyi passed out a pamphlet with
information on how to order a brick, other opportunities to support the foundation, and other
services the foundations provide. DRCS Somogyi reported on several other upcoming community
activities. DRCS Somogyi passed out a flyer for the Arcadia Parks Foundation, Arcadia
Community Campout April 20-21, 2024. DRCS Somogyi also handed out information for the Teen
Egg Hunt on Friday, March 29 and the youth Eggstravaganza on Saturday, March 30.
II. Financial Statements
DRCS Somogyi reported the Fiscal Year 2023/24 January percentage for expenditures is
approximately 49% with revenue at approximately 56%. DRCS Somogyi reported the Parks and
Recreation Facilities Fund will begin to see movement once the Newcastle Park Renovation
project begins.
ADJOURNMENT
Chairperson Cheung adjourned the meeting at 7:02pm to April 10, 2024, at 6:OOpm in the
Recreation and Community Services Conference Room, 375 Campus Drive, Arcadia.
