RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, April 10, 2024 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Vice -Chairperson Vanni called the meeting to order at 6:08pm. PLEDGE OF ALLEGIANCE — Mayor Verlato ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, Chu, Vanni EXCUSED: Mediana A motion was made by Commissioner Chu, seconded by Commissioner Ayala, and unanimously carried on roll call vote to excuse Commissioner Mediana. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Ayala - No Report Chairperson Cheung - No Report Commissioner Chu - No Report Vice -Chairperson Vanni reported the United States Forest Service may be re -opening the road to Chanty Flats in May 2024. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Verlato reported there was no Arcadia City Council meeting on April 2, 2024. The next Arcadia City Council will be held on Tuesday, April 16, where City Clerk, Gene Glasco will be recognized for his many years of service to the City. Mayor Verlato reported there is a closed meeting of the City Council for labor negotiations on April 11. Mayor Verlato reported the Arcadia Volunteer Recognition Dinner will be held on Thursday, May 16 at Le Meridien Hotel in Arcadia. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of March 13, 2024. It was moved by Vice -Chairperson Vanni, seconded by Commissioner Ayala, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report from Public Works Services Department Project Updates Deputy Director Public Works Services (DDPWS) Carmen Masud reported the final stages of design and permits are in process for the Newcastle Park Renovation Project. DDPWS Masud reported signage and fencing for the Newcastle Park Renovation Project will be going up in early May 2024. DDPWS reported the City Roofing Project is underway with roof replacement happening at the Recreation office, Community Center, City Hall, and the Chamber of Commerce. DDPWS Masud reported the hills above Wilderness Park appear to have stopped distributing mud and debris into the Park. The City continues to wait for Los Angeles County to complete work before the City can begin any kind of clean up and restoration in Wilderness Park. b. Report from Recreation and Community Services Department Monthly Reports Deputy Director Recreation Community Services (DDRCS) Candice Cheung reported 53 seniors participated_ in the revised, free Fit & Talk program on Thursday mornings. DDRCS Cheung reported Tech Talk had five participants in attendance. DDRCS Cheung reported the Billiards Tournament took place on March 19 with 16 competitors participating. DDRCS Cheung reported a new program, Senior Social Hour, took place on March 22, with nine participants socializing in a meet and greet atmosphere. DDRCS Cheung reported on several Recreation programs and activities. DDRCS Cheung reported the elementary afterschool program is running strong with over 3,900 children participating in the month of March. DDRCS Cheung reported that despite the rain, the March 30 Eggstravaganza was modified to take place as a drive-thru event at the Community Center. Over 600 participants received goody bags filled with eggs and crafts from the Bunny. DDRCS Cheung reported the co-ed youth volleyball league has started with over 280 youth participating. DDRCS Cheung reported Community Center rentals are consistent with over 1,900 people attending rentals. DDRCS Cheung reported on upcoming events including the City -Wide Health Education Series on April 24 and May 22. Topics are, Treating Developmental Delays and Pediatric Disabilities in April and Adolescent Mental Health in May. DDRCS Cheung reported the Arcadia Parks Foundation will be holding the Community Camp Out Fundraiser Event on April 20-21. DDRCS Cheung reported the Community Bike Ride will take place on May 4. Financial Statements DDRCS Cheung reported the Fiscal Year 2023/24 February percentage for expenditures is approximately 66% with revenue at approximately 61 %. DDRCS Cheung reported that even though revenue appears down a few percent, revenue is more than last year at this time by approximately $100,000. DDRCS Cheung reported the Parks and Recreation Facilities Fund will begin to see movement once the Newcastle Park Renovation project begins. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available the second Tuesday of Check each month, from 10-1lam in the Community Center. Bridge is available on Wednesdays from 10am-1 pm. Card Bridge games help improve memory and cognition, enhance motor skills, and promote socialization. Chess is available every Thursday from 9:30-11:30am. The Chess Club game of chess can help increase creativity, critical thinking skills, improve concentration, and improve reading skills. Exercise plays a vital role in health and contributes to bone Classes density improvement, increased muscle strength, flexibility, and can also reduce stress. Some classes offered are line dance, cardio plus, art, chair yoga, and Zumba. Coffee with the On the third Tuesday of the month, seniors listen and chat with Mayor the Mayor about City issues and topics of personal interest. On Thursdays, Fit & Talk meets for a fun and easy workout. Once Fit & Talk per month, the group enjoys a leisurely walk around different areas of Arcadia! The gift shop provides a venue for senior crafters to sell their Gift Shop creations and allows the community to purchase one -of -a -kind items at a great price. Information & The I&R program assists seniors and their families with issues Referral Intakes that affect their quality of life by providing information and referral that address their daily living concerns. The program offers low-income seniors free vision care. Prospective clients are screened to make the necessary arrangements for the free service. The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight. Mahjong is 'a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets on Tuesdays from 1-4pm for American Mahjong and Fridays at 12:30pm for traditional Chinese Mahjong. Every second Friday of the month, the Mayor plays Mahiong with the seniors. Monday The Monday Dance is held the first, third, and fifth Monday of Dance each month. This program provides live music entertainment for everyone to dance to and enjoy. Monthly Bus Pass Notary Services Senior Meals Program Senior Seminars Senior Tax Program Sing Along with James Table Tennis Taste the Town Tech Talk Weekly Movie Dial A Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. Notary services are limited to three signatures or thirty minutes per appointment. Available the second and fourth Tuesday of the month. 4 4 108 378 20 4 7 A nutritious meal is provided Monday -Friday. For many seniors 1,284 this is the only hot meal they have daily. Average/Day 67 Free seminars on diverse topics are available each month. The following topics were presented in April: Medicare, Hernia, Hearing Screening, AARP Smart Driver Tek, Estate Planning & 145 Probate Clinic, and Breathing Training. �- On Thursdays and Fridays, AARP Tax Aide volunteers assist seniors with income tax filing assistance. This program is free for 84 anyone 50 years and older with low to moderate income. Sing along with James meets Wednesdays from 1-3pm. James plays his guitar and sings with a group of seniors for fun and 63 socialization. Table Tennis is available Monday -Friday, from 8am-4pm. Equipment is available at the front desk for seniors to play and 201 meet new friends. _ Each month participants meet at a different restaurant to have lunch and socialize. In April, participants had lunch at Cabrera's 23 Mexican Cuisine in Arcadia _ Tech Talk is provided for seniors who need assistance with their electronic devices. Volunteens are available the third Friday of 5 the month from 4-5pm to assist with their questions and devices. New movie releases or classic movies are shown on a theater size screen every Wednesday for free. 93 You've Got a This program provides a weekly phone call to individuals who Friend live alone, feel lonely, or need someone to check in on them. New friends are made, and great conversations are enjoyed. Bunco was held on Friday, April 12 with 40 participants who Bunco Tea Party enjoyed three sets of six games of bunco. A light lunch and tea were provided. The next Bunco will be on Friday, June 14. 3 40 The Spring Fling Disco Party event took place on April 12. The Spring Fling disco themed party included lunch, dessert, and live music. 123 Disco Party Everyone was on the floor dancing to Motown disco from the 60's and 70's. Total: 232 Cumulative total for senior services 5,895 Connection Total number of monthly newsletters distributed this month. 1,300 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION The Adult basketball league has 28 teams participating in the ATTENDANCE Adult Basketball spring league. The league will take place at the Dana Gym on 822 Sundays from 8am to 10pm. Starting on April 7 and continuing _ through March 17, 2024. _ The After School Playground Program is a free drop -in program for BS 793 youth in grades K-5. The program operates Monday through Friday CG 390 Afterschool from school dismissal to 4:30pm. The program began on August HA 443 Program 21, 2023, and will go through May 31, 2024. Six elementary school HO 727 playgrounds provide a variety of activities including board games, HR 548 crafts, and outdoor games to keep participants safely engaged and LW 277 Total 3,178 entertained. Kids' Night Out took place on April 12, at the Arcadia Community Kids' Night Out Center. Participants took part in a "Wild West" themed evening. 22 Parents enjoyed a night out while their kids had dinner, did crafts, played games, and watched a movie. Spring Camp took place April 1-5 at the Dana Gym. Spring camp Spring Camp is held during the spring school break for elementary age children 295 5-11 years old. The children enjoyed organized activities, crafts, and a walking field trip to a local Arcadia merchant. On Wednesday, April 24, 10 people attended the City -Wide Health City -Wide Health Education Education Series seminar on Treating Developmental Delays & 10 Series Pediatric Disabilities. The Youth Co -Ed Volleyball League began on March 25 with 282 Youth Co -Ed boys and girls participating. Players were divided into two divisions. Volleyball Div A 767 VbaDivision A for 7/8 grade with five teams and Division B for 5/6 grade oilwith eight teams. Beginning in April, these divisions will play games Div B 1,014 Leaguewith other teams in the San Gabriel Valley and conclude with an Total 1,781 All -Star tournament. The Volunteen Program provides teens with valuable volunteer Volunteen experiences to help prepare them for college and future jobs. 24 Volunteens Program During the month of April, a total of 129 hours were completed by 129 hours 24 volunteens.
