Huntington Drive, Arcadia Pursuant to the Americans with Disabilities Act, persons with a disability who require a disability related modification or accommodation in order to participate in a meeting, including auxiliary aids or services, may request such modification or accommodation from the Recreation and Community Services at 626.574.5113. Notification 48 hours prior to the meeting will enable the City to make reasonable arrangements to assure accessibility to the meeting. CALL TO ORDER ROLL CALL: Burton Brink, Chairperson Ethel Laczko, Vice Chairperson Gary Brewer, Commission Member Sheryl Hunter, Commission Member Barbara Lyle, Commission Member Bob Miller, Commission Member Vivien Watts, Commission Member SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS PUBLIC COMMENTS (5 minute time limit per person) Any individual wishing to speak before the Arcadia Beautiful Commission is limited to five (5) minutes per person, unless waived by the Arcadia Beautiful Commission. Under the Brown Act, the Arcadia Beautiful Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. Approve the Meeting Minutes of February 8, 2024 Recommended Action: Approve 3. REPORT FROM COMMISSIONERS 4. REGULAR ITEMS a. Conduct Final Judging for the 2024 Spring Awards. A'L ck"-74 Date: 71 Z02 Ethel Laczk a Chairperson ARCADIA BEAUTIFUL COMMISSION REGULAR MEETING MINUTES FEBRUARY 8, 2024, at 6:00 p.m. CALL TO ORDER — Chairperson Brink called the meeting to order at 6:01 p.m. in the Council Chambers Conference Room. ROLL CALL OF COMMISSIONERS PRESENT: Burton Brink, Gary Brewer, Sheryl Hunter, Robert Miller, Vivien Watts ABSENT: Ethel Laczko, Barbara Lyle It was the consensus of the Commission that Vice Chairperson Laczko be excused from this meeting due to the advanced notice of her absence. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None 1. PUBLIC COMMENTS — None 2. CONSENT CALENDAR a. Approve the Meeting minutes of December 18, 2023. It was moved by Commissioner Brewer, seconded by Commissioner Miller, and carried on a roll call vote to approve the minutes. AYES: Brink, Brewer, Hunter, Miller, Watts NOES: None ABSENT: Laczko, Lyle 3. 2024 MEETING CALENDAR Staff liaison Bruno reviewed the draft calendar with the Commissioners, highlighting the tentative dates and planned events for the duration of 2024. After some discussion, the Commissioners modified some of the proposed dates and times and offered some feedback on the desired formatting of the calendar. Staff liaison Bruno informed the Commission she would make the requested changes and send the final version via email. 4. DEBRIEF OF 2023 HOLIDAY DECORATION AWARDS a. Discussion on any recommended changes/improvements for 2024. Chair Brink indicated that he believes the Commission can lessen the amount of time spent at each winning property but is not interested in eliminating the multi- family or business category to save time. Commissioner Miller agreed with this sentiment and suggested sharing instructions with winners that they do not need to prepare anything for the Commission, as that creates an obligation to stay longer at each property. He further suggested that the Commission enforce time keeping at each property to help the process advance more quickly. Commissioner Brewer agreed that the process has become lengthy, but he also does not want to reduce the total number of winning properties. It was the consensus of the Commission that the Santa Squad deliveries begin earlier in the evening, and that instructions are shared with the winners to not prepare any food or beverages for the Commission. 5. DISCUSSION OF 2024 ARBOR DAY CELEBRATION a. Arbor Day Proclamation at City Council Meeting (Date: March 5, 2024). Staff liaison Bruno noted the process for recognizing Arbor Day at the upcoming City Council meeting and encouraged the commissioners to be present to receive the proclamation. Chair Brink noted he would be unable to attend the City Council meeting on March 5, and requested Vice Chair Laczko assist in his absence. 6. DISCUSSION OF 2024 SPRING HOME AWARDS a. Assignment of individual judging zones. Staff liaison Bruno noted that the zones would be assigned randomly, not to repeat what was assigned most recently, and would be sent via email. b. Start of individual iudging (date TBDf. The Commissioners agreed that individual judging would begin after the public submission deadline of April 25, 2024, and conclude no later than May 1, 2024. Commissioners are to send their nominations to Staff liaison Bruno by May 1, 2024. C. Group iudging begins (date TBDj. The Commissioners agreed that group judging would take place on Thursday, May 6, beginning at 3:30 p.m. d. Spring Home Awards Presentation at City Council Meeting (Date: May 21 2024) 7. REPORT FROM CITY COUNCIL MEMBER LIAISON — None 8. REPORT FROM COMMISSONERS Commissioner Miller mentioned the upcoming Water Fest on May 11, 2024, to be held in Arcadia County Park by the Upper District and Los Angeles County Department of Parks and Recreation. Staff liaison Bruno noted that none of the other City Boards and Commissions receive meals as part of their meeting schedule. Staff liaison Bruno noted that moving forward, if the Commissioner's meetings begin before the dinner hour (before 5:00 p.m.) and extend beyond 7:30 p.m., meals would be provided. Otherwise, meals will not be provided to conduct regular business moving forward.
