SUBJECT: REJECT THE LOW BID SUBMITTED BY ENVIRONMENTAL
CONSTRUCTION, INC. AND AUTHORIZE THE CITY MANAGER TO
EXECUTE A CONTRACT WITH PACIFIC HYDROTECH
CORPORATION FOR THE CONSTRUCTION OF LONGLEY WELL NO.
3 AND CAMINO REAL WELL NO. 3 WELL AND WELL HEADS IN THE
AMOUNT OF $2,881,539
Recommendation: Approve
SUMMARY
The 2008 Water Master Plan Update recommends the construction of several new
domestic water wells in the Main San Gabriel Basin to augment the supply of ground
water lost in the Raymond Basin during periods of drought, and to provide high- capacity
wells that will improve the overall system reliability during periods where older wells
undergo maintenance. The 2008 -2009 Capital Improvement Program provided for the
construction of the Longley Well No. 3 and Camino Real Well No. 3 Well and Wellhead
Construction project. The Longley Well is located at the Longley Water Facility on the
southwest corner of Palm Ave. and El Monte Ave. The Camino Real Well is located at
the Camino Real Water Facility, on Camino Real Ave., between First Ave. and Second
Ave.
Staff received four (4) bids for this project, however staff is recommending that the City
Council reject the low bid submitted by Environmental Construction, Inc. for non -
responsiveness and authorize the City Manager to execute a contract with Pacific
Hydrotech Corporation for the construction of Longley Well No. 3 and Camino Real Well
No. 3 Well and Well Heads in the amount of $2,881,539.
BACKGROUND
The average age of the thirteen wells in service within the Arcadia water system is 45
years old. The wells range in age from 7 years to 88 years old. Even with regular
maintenance, the discharge capacity of these wells decrease with age due to

deterioration of the well structure, or changes in the hydrogeology of the well. The City
of Arcadia pumps water from two primary groundwater basins; the Raymond Basin and
the Main San Gabriel Basin. The current drought, along with challenges in
replenishment of groundwater to both basins, is of concern to the City water production
staff responsible for maintaining a reliable supply of water to the community. The
current emphasis addressing water supply is for replacement wells to be constructed
within the Main San Gabriel Basin where the underground water supply is more reliable.
The age of wells also affects reliability. Within the last 5 years, there have been multiple
occasions where the City has needed to purchase water from Metropolitan Water
District in order to meet the daily demand because our wells were unable to meet
system demands during high peak periods. On these occasions wells were out of
service for unscheduled maintenance and due to water quality issues. Construction of
the replacement wells at Longley and Camino Real facilities will provide an alternate
source of supply under these conditions. This provides for water system reliability, thus
enhancing public health and safety.
DISCUSSION
The construction of the Longley Well No. 3 and Camino Real Well No. 3 will address the
following system needs:
1. Provide for continued water system reliability in the event that production in the
Raymond Basin decreases due to current and future climate conditions.
2. Provide for continued water system reliability during the scheduled and
unscheduled maintenance of existing, high - producing wells.
On November 18, 2008 the City Council adopted Mitigated Negative Declaration for the
project and met CEQA requirements. The US EPA has reviewed the CEQA
documents, completed the Environmental Assessment (EA) and on August 7, 2009 in
accordance with NEPA documentation adopted a Finding of No Significant Impact
(FONSI) for the project. This cleared the project for award processing.
Notices inviting bids were published in the adjudicated paper and trade newspaper.
The City Clerk publicly opened four (4) sealed bids on June 16, 2009. The following bid
results are listed for the City Council's review and consideration:

Staff has reviewed the bid documents for content and investigated the contractors'
background and recent projects for competency. During the evaluation of the bid
submitted by Environmental Construction Inc. (ECI), staff felt that certain omissions in
the bid prevented staff from properly completing that evaluation. After reviewing the bid
with the City Attorney's office, staff felt it was in the best interest of the City to
recommend that the bid submitted by ECI be rejected. Therefore, the lowest responsive
bid received is from Pacific Hydrotech Corporation.
Staff recommends that the City Council authorize the City Manager to execute a
contract to Pacific Hydrotech Corporation for the construction of Longley Well No. 3 and
Camino Real Well No. 3 Well and well heads in the amount of $2,881,539.
ENVIRONMENTAL IMPACT:

FISCAL IMPACT
Water Funds in the amount of $3,400,000 are budgeted in the 2008 -2009 Capital
Improvement Program for the Longley and Camino Well Construction. This work is
partially funded by the EPA and there is a $1,577,500 EPA match available for the
project.
RECOMMENDATIONS
1. Reject the bid submitted by Environmental Construction, Inc. as non-
responsive.
2. Waive any informality in the bid or bidding process
3. Award a Contract to Pacific Hydrotech Corporation for Longley Well No. 3
and Camino Real Well No. 3 Well and Well Head Construction Project in the
amount of $2,881,539.
4. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney.
