Phil Wray, Deputy Director of Development Services By: Linda Hui, Transportation Services Manager SUMMARY BACKGROUND STAFF REPORT Development Services Department SUBJECT: AUTHORIZE ADDITIONAL BUDGET APPROPRIATION IN THE AMOUNT OF $42,000 FROM THE TRANSIT FUND TO THE BUS PURCHASE BUDGET FOR ADDITIONAL INCIDENTAL COSTS RELATED TO BUS PURCHASES, AND AWARD A PURCHASE ORDER FOR BUS PAINTING PURPOSES Recommendation: Approve The City recently purchased eight (8) replacement transit vehicles for Arcadia Transit using a combination of Federal Section 5307, State Proposition 1B and the County Proposition A Local Return funds. An additional budget appropriation from the Transit Fund in the amount of $42,000 is necessary for supplementary items such as painting and communication system installation and connection for these buses in order to be ready for operation. In addition, an award of a purchase order to Decals by Design, Inc. is requested for painting and decal installation purposes. Staff recommends approval of an additional budget appropriation from the Transit Fund in the amount of $42,000 for painting and communication system connection purposes; and the award of a purchase order to Decals by Design, Inc. for painting purposes in the amount not to exceed $32,000. The U.S. Department of Transportation /Federal Transit Administration (FTA) Guidelines allow paratransit vehicles to be replaced after a period of five (5) years of service and upon reaching 100,000 miles. Eight (8) 2000 -model year Arcadia Transit vehicles have been replaced with similar new models under these guidelines. At a cost of $504,261, the purchase of these new vehicles was completed in FY 2008 -09 using a combination of Federal 5307, State Proposition 1 B, and the County Proposition A Local Return funds. The vehicles were purchased from Creative Bus Sales, Inc. of Chino, CA through a cooperative purchase agreement based on the contract between the vendor Staff Report August 18, 2009 Page 2 and San Mateo County Transit District (SamTrans). FTA allows transit agencies to "piggyback" other contracts that meet FTA procurement provisions. DISCUSSION The new vehicles come with manufacturer's standard white paint and require graphic designs to customize them. This created an opportunity to modernize the Arcadia Transit image by updating the transit logo. The updated logo (attached) will be applied to the new buses and will replace the old one on the existing buses. With the approval of the Council, the bus decal installation will be done through a contract with Decals by Design, Inc., an affiliate of Creative Bus Sales, with a contract amount not to exceed $32,000. By contracting with an affiliate of Creative Bus Sales through the overall bus purchase, the City will meet the FTA procurement guidelines. The remainder of the appropriation will cover the costs of incidental items including communication system installation and connection and a ten percent (10 %) contingency. Each existing transit vehicle is equipped with a communication system including a two -way radio and an Automatic Vehicle Locator (AVL) — geographical information system (GIS), antennae, and ignition and door sensors. The communication system on the existing buses is in fair condition, and will be removed from the vehicles that are being replaced and installed on the new buses with some minor modifications. With an updated logo, the Arcadia Transit fleet would have a new look. Public outreach efforts are planned with the bus roll out. Staff plans to acquaint the pubic with the new look by attending different community functions, displaying the new logo at public places and the City's website, and possibly sending out postcards to subscription riders in the early party of September. FISCAL IMPACT The requested appropriation will be funded by the Transit Fund including Federal Section 5307 and Proposition A Local Return. There is no impact to the General Fund. RECOMMENDATION It is recommended that the Council approve an additional budget appropriation from the Transit Fund in the amount of $42,000 for painting and communication system installation and connection; and the award of a purchase order to Decals by Design, Inc. for painting purposes in the amount not to exceed $32,000.
