On May 5, 2009, the City Council approved a one year extension of the Agreement. Included in this Agreement are the shared maintenance responsibilities of both AUSD and City of Arcadia facilities that are used by both parties. Particularly, the City uses the Arcadia High School pool for its Summer Swim Program for ten (10) weeks during the summer months. The Arcadia High School pool pump equipment was in need of complete renovation. In September 2008, AUSD hired a contractor to renovate the pool's pumps, filtration system and related piping. The total cost of the renovation was $63,867. According to the Joint Use Agreement, the City is responsible for one-third of the cost for all major pool renovation work. Therefore, staff recommends that the City Council appropriate $21,289 from the' Capital Outlay Fund for the City's cost share of the renovation of the Arcadia High School Pool. DISCUSSION In order to provide a variety of recreational programs for the community, the City collaborates with AUSD to locate appropriate facilities where children and adults can participate in the extracurricular activities offered by the City. The Joint Use Agreement between the City and the Arcadia Unified School District allows for designated school facilities, such as playgrounds, gymnasiums, fields, and swimming pools to be open to Page 1 of 2 Mayor and City Council August 18, 2009 activities. In turn, the City shares the cost of maintenance in order to prolong the life of the facilities for continued future use. The City uses the Arcadia High School swimming pool for 10 weeks during the summer for its Summer Swim Program. Over the years, the City and AUSD have been sharing responsibilities for maintenance of the pool such as cleaning and minor repairs to the pumps and replacing filters. Recently, it was necessary for the pool to undergo a major renovation of the pump equipment and filtration system. In September 2008, AUSD hired a contractor to perform the work on the pool. The work was completed in February 2009, however the City was not informed of this expenditure until recently, so funds were not included in the budget. The total cost of the renovation was $63,867. This work was necessary to avoid shutting down the pool during the peak season of use as a result of a failure in the circulation and filtration system. It is important to have a fully functional circulation and filtration system for the pool during the peak season to keep the pool water clean and sanitary for public use. Renovation of the pool included the following work: • Removal and replacement of the pool filters, backwash system, PVC plumbing for pool equipment and chemical tanks; • Replacement of all pool flow meters; • Replacement of all plumbing valves; • Re-tubing of all chemical feed systems for the pool; and • Full cleaning of the pool. The new equipment installed during this renovation will be reused when AUSD demolishes the two existing pools and rebuilds a one new larger pool. According to the Joint Use Agreement, the City is responsible for one-third (1/3) of the cost of all major swimming pool renovation work. Therefore, staff recommends that the City Council appropriate $21,289 from the Capital Outlay Fund for the City's cost share of the renovation of the Arcadia High School Pool. FISCAL IMPACT Funds were not budgeted for this renovation for 2009-10, therefore staff is recommending an appropriation from the Capital Outlay Fund to pay for this facility improvement. RECOMMENDATION Authorize the appropriation of $21,289 from the Capital Outlay Fund for the City's cost share of the renovation of the Arcadia High School Pool.
