ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, MAY 21, 2024
CALL TO ORDER - Mayor Verlato called the Study Session to order at 5:07 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Cheng, Kwan, Wang, Cao, and Verlato
ABSENT: None
PUBLIC COMMENTS
Mayor Verlato indicated that there would be one public comment made during Study Session
Item b.
STUDY SESSION
a. Report, discussion, and direction regarding the proposed Operating Budget for Fiscal
Years 2024-26 and Proposed Capital Improvement and Equipment Plan for Fiscal
Years 2024-29.
City Manager Lazzaretto noted that Study Session Item a. was being brought back from the last
meeting for follow-up questions or comments about the proposed budget.
No action was taken.
b. Report, discussion, and direction regarding a proposed Traffic and Public Safety
Commission.
Assistant City Manager/Development Services Director Kruckeberg and Deputy City Manager
Bruno provided the PowerPoint Presentation.
Ringo Suen, an Arcadia resident, appeared and expressed his concerns regarding traffic safety
at City schools during drop off and pick up time; and requested the City Council create a Traffic
Safety Commission.
After discussion, it was the consensus of the City Council to leave the existing Traffic Advisory
Committee in place, with an added focus on parent education and outreach, including regular
involvement with a member of the Parent Teacher Association (PTA) for each school in the
district. The City Council decided against forming a separate Traffic and Public Safety
Commission and expressed support for Chief Nakamura’s plan to implement a Police Chief’s
Advisory Group.
The Study Session ended at 6:37 p.m.
CLOSED SESSION
a. Pursuant to Government Code Section 54957.6 to confer with labor negotiators.
City Negotiators: City Manager Dominic Lazzaretto, Assistant City
Manager/Development Services Director Jason Kruckeberg, Interim Administrative
Services Director Henry Chen, and Interim Human Resources Director Anely Williams.

Employee Organizations: Arcadia Public Works Employees Association, Arcadia City
Employees Association, Arcadia Police Civilian Employees Association, Arcadia
Police Officers’ Association, Arcadia Firefighters’ Association, and unrepresented
employees: Department Heads, Division Managers, Supervisors, and part-time
employees.
The City Council recessed to the Regular Meeting at 6:58 p.m. and reconvened to Closed Session
at 8:56 p.m.
No reportable action was taken.
The Closed Session ended at 10:12 p.m.
Regular Meeting
City Council Chambers, 7:00 p.m.
1. CALL TO ORDER – Mayor Verlato called the Regular Meeting to order at 7:05 p.m.

5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Maurer reported that prior to the Regular Meeting the City Council met in a Study
Session to discuss two items; he indicated that the first item pertained to the proposed budget for
Fiscal Year 2024-25 and that no action was taken by the City Council. The second item was
regarding a proposed Traffic and Public Safety Commission; he indicated that it was the
consensus of the City Council not to form a Traffic and Public Safety Commission and support
the Police Chief’s plan to form an Advisory Group.
City Attorney Maurer further reported that the City Council met in Closed Session to confer with
labor negotiators; he stated that the City Council recessed to the Regular Meeting and will
reconvene to Closed Session after the Regular Meeting; and that no reportable action was taken.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto had nothing to report.
7. PRESENTATIONS
a. Presentation of Senior of the Year Plaque to Joanna Liang.
b. Presentation of a $12,000 gift by the Friends of the Museum to the Gilb Museum for
programming, marketing, and archival supplies.

c. Presentation of Mayor’s Trophy to the Development Services Department for the most
participation in the Derby Day 5k event.
d. Presentation of the 2024 Arcadia Beautiful Spring Home Awards.
e. Presentation of Mayor’s Certificates to Arcadia High School sports teams in
recognition of winning league championships.
f. Presentation of Mayor’s Certificate to Dr. John “Doc” Wells for 44 years of service to
the Arcadia Police Department.
8. PUBLIC COMMENTS
David Arvizu, an Arcadia resident, appeared and thanked City staff and the City Council for providing
a letter of support to Caltrans requesting the extension of current soundwall construction along the I-
210 Freeway to include the Second Avenue overpass; he indicated that the residential homes and a
park near the overpass are being negatively impacted by the noise from the freeway; and requested
the City Council send Caltrans reminders to extend the soundwall.
9. REPORTS FROM MAYOR AND CITY COUNCIL (including reports from the City
Council related to meetings attended at City expense [AB 1234]).
Mayor Pro Tem Cao provided a report on the various events that he attended or will be attending
as a representative of the City; he reminded everyone that May is Mental Health Awareness
Month; he announced that May 22 is the next Citywide Health Education Series – Adolescent
Mental Health Seminar; that May 25 is Supervisor Kathryn Barger’s 26th Annual Tribute to
Veterans and Military Families event; that May 27 is Memorial Day; and he explained the
difference between Armed Forces Day and Memorial Day.
Council Member Kwan provided a report on the various events that she attended or will be
attending as a representative of the City.
Council Member Cheng provided a report on the various events that he attended or will be
attending as a representative of the City; he announced that May 25 is Supervisor Kathryn
Barger’s 26th Annual Tribute to Veterans and Military Families event and that former City Clerk
Glasco will be honored, so he encouraged everyone to attend. He further announced that on May
25 the Arcadia Fire Department Foundation is hosting its first community safety event.
Council Member Wang provided a report on the various events that she attended or will be
attending as a representative of the City; and congratulated the Fire Department for achieving
100% survival rate in cardiac lifesaving efforts.
Mayor Verlato provided a report on the various events that she attended or will be attending as a
representative of the City; she announced that June 14 is Mahjong with the Mayor; that on May
23 the Arcadia Police Department is hosting a neighborhood meeting for Area 1; that May 25 is
Supervisor Kathryn Barger’s 26th Annual Tribute to Veterans and Military Families event and that
former City Clerk Glasco will be honored; and that June 13 is the Mayor’s State of the City event.
10. CONSENT CALENDAR
a. Special Meeting Minutes of May 1, 2024, and Regular Meeting Minutes of May 7, 2024.

b. Resolution No. 7565 amending the Fiscal Year 2023-24 Capital Improvement Program
Budget, authorizing a supplemental appropriation for the Baldwin Avenue Streetscape
Improvement Project in the amount of $1,605,000, offset by a reduction in the
Proposition C fund of $755,000, the Measure M fund of $450,000 and the Measure R
fund of $400,000; and approve a contract with Gentry Brothers, Inc. for the Baldwin
Avenue Streetscape Improvement Project in the amount of $3,945,080.28, with a 10%
contingency.

amount not to exceed $117,000.

g. Change Order to increase the Purchase Order with Wittman Enterprises, LLC for
ambulance billing and collection services in the amount of $56,000.

h. Letter of support to Caltrans related to extension of soundwall construction along the
I-210 Freeway over the Second Avenue overpass.

k. Accept all work performed by Gentry Brothers, Inc. for the Miscellaneous Arterial
Rehabilitation of First Avenue and Santa Clara Street and St. Joseph Street, in the
amount of $1,257,862.55.

Mayor Pro Tem Cao requested Consent Calendar Item 11.h be pulled for separate discussion.
It was moved by Mayor Pro Tem Cao, seconded by Council Member Kwan, and carried on a roll
call vote to approve Consent Calendar Items 11.a through 11.g, and 11.i through 11.k.

In response to Mayor Pro Tem Cao’s inquiries, City Manager Lazzaretto clarified that the letter of
support in the agenda packet is the suggested letter that would be sent to Caltrans and Metro
upon City Council approval; he spoke about the approval process of the existing soundwall
construction project; and stated that even if the requested soundwall extension is approved, it
would likely take decades to come to fruition.
A motion was made by Council Member Wang, seconded by Council Member Kwan, and carried
on a roll call vote to approve Consent Calendar Item 11.h.

11. CITY MANAGER
a. Report, discussion, and direction regarding the Homelessness, Drug Addiction, and
Theft Reduction Act.

Recommended Action: Receive and File
Deputy City Manager Bruno presented the Staff Report.
It was the consensus of the City Council to receive and file this report and to support the Act
should it or an similar bill be placed on the ballot.
12. ADJOURNMENT
The City Council recessed to Closed Session at 8:55 p.m.
The City Council adjourned the meeting at 10:12 p.m. to Tuesday, June 4, 2024, at 5:00 p.m. in
the City Council Conference Room.
