SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH
PALM SPRINGS PUMP AND DRILLING FOR THE DESTRUCTION OF
LONGLEY WELL NO. 2 AND CAMINO REAL WELL NO. 1 WELL IN
THE AMOUNT OF $28,500
Recommendation: Approve
SUMMARY
The 2008-2009 Capital Improvement Program provided for the construction of two (2)
new wells at the Longley and Camino Real water facilities. Prior to construction of the
new wells the two existing wells on the sites must be properly abandoned. Staff
recommends that the City Council award a contract in the amount of $28,500 to Palm
Springs Pump and Drilling for the destruction of Longley Well No. 2 and Camino Real
Well No. 1 and issue a purchase order for the contract amount plus 10% contingency,
totaling $31,350.
BACKGROUND
Longley Well No. 2 was constructed in March of 1949 and production of the well was
stopped in 1977 due to nitrate contamination. Camino Real Well No. 1 was constructed
in December of 1949. In the later years of its production the well developed sanding
problems and collapsed in 1993. Both wells will be abandoned per California
Department of Public Health requirements to limit contamination of ground water basins.
Both wells are also in the process of being replaced with the construction of Longley
Well No. 3 and Camino Well No. 3.
DISCUSSION
Notices inviting bids were published in the adjudicated paper and trade newspaper.
The City Clerk publicly opened four (4) sealed bids on August 4, 2009. The following
bid results are listed for the City Council's review and consideration:

Staff has reviewed the bid documents for content and investigated the contractors'
background and recent projects for competency. Based on the review of the bids it is
recommended to award the destruction of the wells to the lowest responsible bidder
Palm Springs Pump & Drilling.
Staff recommends that the City Council award a contract to Palm Springs Pump &
Drilling for the destruction of Longley Well No. 2 and Camino Real Well No. 1 in the
amount of $28,500 and issue a purchase order for the contract amount plus 10%
contingency, totaling $31,350.
ENVIRONMENTAL IMPACT:
On November 18, 2008 the City Council adopted Mitigated Negative Declaration for the
project and met CEQA requirements.
FISCAL IMPACT
Water Funds in the amount of $3,400,000 are budgeted in the 2008-2009 Capital
Improvement Program for the Longley and Camino Well Construction Project.
RECOMMENDATIONS
1. Award a Contract to Palm Springs Pump & Drilling for the Longley Well No.
2 and Camino Real Well No. 1 Well Destruction Project in the amount of
$28,500 and issue a purchase order for the contract amount plus 10%
contingency, totaling $31,350.
2. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney.
3. Waive any informality in the bid or bidding process.
