HomeMy WebLinkAboutItem 2a: Additional $42,000 to Bus Purchase Budget and Purchase Order for Bus PaintingAlueeyeurr9 f 770 DATE: September 1, 2009 TO: Mayor and City Council STAFF REPORT Development Services Department FROM: Jason Kruckeberg, Development Services Director Phil Wray, Deputy Director of Development Services ~NJ By: Linda Hui, Transportation Services Manager SUBJECT: AUTHORIZE ADDITIONAL BUDGET APPROPRIATION IN THE AMOUNT OF $42,000 FROM THE TRANSIT FUND TO THE BUS PURCHASE BUDGET FOR ADDITIONAL INCIDENTAL COSTS RELATED TO BUS PURCHASES, AND AWARD A PURCHASE ORDER FOR BUS PAINTING PURPOSES Recommendation: Approve SUMMARY The City recently purchased eight (8) replacement transit vehicles for Arcadia Transit using a combination of Federal Section 5307, State Proposition 1B and the County Proposition A Local Return funds. An additional budget appropriation from the Transit Fund in the amount of $42,000 is necessary for supplementary items such as painting and communication system installation and connection for these buses in order to be ready for operation. In addition, an award of a purchase order to Decals by Design, Inc. is requested for painting and decal installation purposes. Staff recommends approval of an additional budget appropriation from the Transit Fund in the amount of $42,000 for painting and communication system connection purposes; and the award of a purchase order to Decals by Design, Inc. for painting purposes in the amount not to exceed $32,000. BACKGROUND On August 18, 2009, the City Council reviewed this item with the newly proposed Arcadia Transit logo. Upon review, the Council asked for a continuance to consider modifications to the logo. Staff proposes a modified logo by replacing the scene with the City's peacock logo and adding the words "Arcadia Transit" in large letters. Please see the attached rendering. Staff Report September 1, 2009 Page 2 DISCUSSION With Council concurrence, the updated logo will be applied to the new buses and will replace the old one on the existing buses. With the approval of the Council, the bus decal installation will be done through a contract with Decals by Design, Inc., an affiliate of Creative Bus Sales, with a contract amount not to exceed $32,000. By contracting with an affiliate of Creative Bus Sales through the overall bus purchase, the City will meet the FTA procurement guidelines. The remainder of the appropriation will cover the costs of incidental items including communication system installation and connection and a ten percent (10%) contingency. If the City Council would like to continue exploring more design options, staff would recommend that the Council approve the budget appropriation so that the communication connections can be completed and the old design be incorporated on the new buses. If a new design is ultimately approved, the buses can be repainted or could remain as they are. FISCAL IMPACT The requested appropriation will be funded by the Transit Fund including Federal Section 5307 and Proposition A Local Return. There is no impact to the General Fund. RECOMMENDATION It is recommended that the Council approve an additional budget appropriation from the Transit Fund in the amount of $42,000 for painting and communication system installation and connection; and the award of a purchase order to Decals by Design, Inc. for painting purposes in the amount not to exceed $32,000.
