RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, April 10, 2024 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Vice -Chairperson Vanni called the meeting to order at 6:08pm. PLEDGE OF ALLEGIANCE — Mayor Verlato ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, Chu, Vanni EXCUSED: Mediana A motion was made by Commissioner Chu, seconded by Commissioner Ayala, and unanimously carried on roll call vote to excuse Commissioner Mediana. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Ayala - No Report Chairperson Cheung - No Report Commissioner Chu - No Report Vice -Chairperson Vanni reported the United States Forest Service may be re -opening the road to Chanty Flats in May 2024. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Verlato reported there was no Arcadia City Council meeting on April 2, 2024. The next Arcadia City Council will be held on Tuesday, April 16, where City Clerk, Gene Glasco will be recognized for his many years of service to the City. Mayor Verlato reported there is a closed meeting of the City Council for labor negotiations on April 11. Mayor Verlato reported the Arcadia Volunteer Recognition Dinner will be held on Thursday, May 16 at Le Meridien Hotel in Arcadia. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of March 13, 2024. It was moved by Vice -Chairperson Vanni, seconded by Commissioner Ayala, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report from Public Works Services Department Project Updates Deputy Director Public Works Services (DDPWS) Carmen Masud reported the final stages of design and permits are in process for the Newcastle Park Renovation Project. DDPWS Masud reported signage and fencing for the Newcastle Park Renovation Project will be going up in early May 2024. DDPWS reported the City Roofing Project is underway with roof replacement happening at the Recreation office, Community Center, City Hall, and the Chamber of Commerce. DDPWS Masud reported the hills above Wilderness Park appear to have stopped distributing mud and debris into the Park. The City continues to wait for Los Angeles County to complete work before the City can begin any kind of clean up and restoration in Wilderness Park. b. Report from Recreation and Community Services Department Monthly Reports Deputy Director Recreation Community Services (DDRCS) Candice Cheung reported 53 seniors participated in the revised, free Fit & Talk program on Thursday mornings. DDRCS Cheung reported Tech Talk had five participants in attendance. DDRCS Cheung reported the Billiards Tournament took place on March 19 with 16 competitors participating. DDRCS Cheung reported a new program, Senior Social Hour, took place on March 22, with nine participants socializing in a meet and greet atmosphere. DDRCS Cheung reported on several Recreation programs and activities. DDRCS Cheung reported the elementary afterschool program is running strong with over 3,900 children participating in the month of March. DDRCS Cheung reported that despite the rain, the March 30 Eggstravaganza was modified to take place as a drive-thru event at the Community Center. Over 600 participants received goody bags filled with eggs and crafts from the Bunny. DDRCS Cheung reported the co-ed youth volleyball league has started with over 280 youth participating. DDRCS Cheung reported Community Center rentals are consistent with over 1,900 people attending rentals. DDRCS Cheung reported on upcoming events including the City -Wide Health Education Series on April 24 and May 22. Topics are, Treating Developmental Delays and Pediatric Disabilities in April and Adolescent Mental Health in May. DDRCS Cheung reported the Arcadia Parks Foundation will be holding the Community Camp Out Fundraiser Event on April. 20-21. DDRCS Cheung reported the Community Bike Ride will take place on May 4. Financial Statements DDRCS Cheung reported the Fiscal Year 2023/24 February percentage for expenditures is approximately 66% with revenue at approximately 61 %. DDRCS Cheung reported that even though revenue appears down a few percent, revenue is more than last year at this time by approximately $100,000. DDRCS Cheung reported the Parks and Recreation Facilities Fund will begin to see movement once the Newcastle Park Renovation project begins. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION 1 ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 328 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available the second Tuesday of Check each month, from 10-1lam in the Community Center. 12 Bridge is available on Wednesdays from 10am-1 pm. Card Bridge games help improve memory and cognition, enhance motor 162 skills, and promote socialization. Chess is available every Thursday from 9:30-11:30am. The Chess Club game of chess can help increase creativity, critical thinking skills, 6 improve concentration, and improve reading skills. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION The Adult basketball league has 28 teams participating in the ATTENDANCE Adult Basketball spring league. The league will take place at the Dana Gym on 408 Sundays from 8am to 10pm, which started on April 7 and continuing through June 30, 2024. The After School Playground Program is a free drop -in program for BS 1,465 youth in grades K-5. The program operates Monday through Friday CG 678 Afterschool from school dismissal to 4:30pm. The program began on August HA 769 Program 21, 2023, and will go through May 31, 2024. Six elementary school HO 1,436 playgrounds provide a variety of activities including board games, HR 932 crafts, and outdoor games to keep participants safely engaged and LW 523 entertained. Total 5,803 Kids' Night Out took place on May 10, at the Arcadia Community Kids' Night Out Center. Participants took part in a "Fiesta" themed evening. 25 Parents enjoyed a night out while their kids had dinner, did crafts, played games, and watched a movie. Youth Co -Ed The Youth Co -Ed Volleyball League ran from March 25 through Volleyball May 18. Division A for 7/8 grade with five teams and Division B for' League 5/6 grade with eight teams. Games were played with teams in the San Gabriel Valley and concluded with an All -Star tournament. The Volunteen Program provides teens with valuable volunteer Volunteen experiences to help prepare them for college and future jobs. Program During the month of May, a total of 166.5 hours were completed by 25 volunteens. On Saturday, May 4, approximately 300 people participated in the annual Community Bike Ride. To celebrate Star Wars Day, Community Bike participants dressed up in their best May the Fourth be With You Ride gear while riding through 7.4 miles of beautiful Arcadia. Riders received bananas, water, and granola bars at the Camino Grove Elementary School for a break and were welcomed at the finish area b the Arcadia High School band. On Saturday, May 4, 102 athletes from the Arcadia City Track Meet advanced and participated in the Southern California Municipal Spring SCMAF Athletic Federation (SCMAF) San Gabriel Valley Track Meet in San Track Meet Dimas. The 32 participants who placed first or second in the San Dimas Track Meet will go on to compete in the SCMAF Track and Field Championships in Downey on June 2, 2024.
