SUBJECT: ONE-YEAR EXTENSION IN THE AMOUNT OF $36,000.00 TO
THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE
CITY OF ARCADIA AND JOE A. GONSALVES AND SON FOR
STATE LEGISLATIVE ADVOCACY SERVICES
Recommendation: Approve
SUMMARY
The City of Arcadia has utilized the services of Joe A. Gonsalves and Son since the late
1990's for the purpose of State legislative advocacy on behalf of our community. The
current Professional Services Agreement with Joe A. Gonsalves and Son expires on
September 21, 2009. Based on the City's positive experience with the company and
desire to continue to use their services in the future, staff is recommending that the City
Council approve a one-year extension (Amendment No. 7) to the Professional Services
Agreement between the City of Arcadia and Joe A. Gonsalves and Son.
DISCUSSION
The City of Arcadia uses Joe A. Gonsalves and Son to help stay informed of proposals
in Sacramento that would impact our local services as well as to advocate on the City's
behalf on certain pieces of legislation. Since our first association with the company in
1998, Gonsalves staff has been knowledgeable, accessible and helpful in making
contact with legislators, tracking proposed legislation and alerting the City of changes in
legislation that may be either beneficial or detrimental to local government. In this last
year, Gonsalves provided the City with regular informational bulletins concerning
actions the State Legislature was considering that would affect cities and
redevelopment agencies. Gonsalves also lobbied on the part of Arcadia and its other
clients against the State taking or borrowing money from local government.
While it is impossible to quantify the value of Gonsalves and Son in terms of placing a
dollar amount on the benefit the City has received, staff believes that the information
they have provided over the years has been very helpful, and certainly they are an

active voice in Sacramento for Arcadia and the other cities for which they work. The
"background knowledge" they offer is useful to staff in determining a course of action
when it comes to approaching State Officials about legislation, budgetary actions and
other programs/procedures.
If approved, the requested extension to the Professional Services Agreement will have
a term of October 2009 through September 2010.
FISCAL IMPACT
The annual retainer for Joe A. Gonsalves and Son remains at $36,000.00. Of this
amount, $28,800.00 is charged to the City's General Fund and $7,200.00 to the
Redevelopment Agency. Sufficient funds are available in the FY2009-2010 operating
budget.
RECOMMENDATION
It is recommended that the City Council and the Redevelopment Agency Board
authorize staff to execute a one-year extension in the amount of $36,000.00 to the
Professional Services Agreement between the City of Arcadia and Joe A.
Gonsalves and Son for State legislative advocacy services.
