The Friends of the Library partnered with Vroman’s Bookstore and sold the author’s books at the event. In May, staff spent considerable time outside the building providing engagement with and learning more about the community. Six library staff members attended the Arcadia Firefighters’ Association’s annual Pancake Breakfast and staffed a booth, distributing program flyers, handouts about resources and services, as well as giveaways for kids and adults. Staff met with Pete Siberell, of the Santa Anita Race Track, to learn more about the potential historical artifacts that are on site. Library staff, a Library Trustee, and Friends of the Library members attended Serving with a Purpose “Fundraising and Advocacy: Our Call to Action” conference for public libraries. The dinner for Boards, Commissions, and volunteers with 100 or more service hours was hosted this month. Manager Alba was the representative for the Library and Museum and helped coordinate the evening’s activities. Ms. Morris attended this month’s Arcadia Coordinating Council meeting, and shared about upcoming events at the Library and Museum. She also attended the PTA Awards and Installation luncheon, helping to welcome in the next year’s PTA Council Board. Lastly, the Director attended the Southern California Library Cooperative meeting with Library Directors across Los Angeles and Ventura County, getting an update on California State Library initiatives and budget cuts. Community Memory Lab Workshops began this month with Friends of the Library volunteer, Brandon Hoang, who taught four patrons how to use the Memory Lab equipment. History librarian, Yvonne Ng, hosted this month’s Bookish book group in which members discussed The Storyteller: Tales of Life and Music by Dave Grohl, a collection of stories from Grohl's childhood, youth, young adulthood, and current life as an established and well-known musician. The Smart Squad provided technological support to seven patrons. The International Film Program provided a showing of Un traductor. There were four CraftABLE kits distributed throughout the month and included materials to make a bumble bee craft. This is the first time in more than twenty years that the Library did not host Law Day. It is now being coordinated and hosted at the Community Center. Teen Programing: Teens enjoyed their last month of Teen Zone before the end of the school year with 537 visiting the space throughout the month. The Teen Advisory Group (TAG) held an impromptu meeting in preparation for De-Stress Fest. The Teens discussed gaming, summer reading, and their plans to volunteer/graduate in the upcoming year. De-Stress Fest was a successful event with 148 program attendees. Teens painted on mini canvases, ate ice cream, listened to soothing music, cuddled with a guest golden retriever, and snapped polaroids with friends. The eleven program volunteers helped to make the event a big, relaxing success. The Library celebrated Free Comic Book Day with a special edition of Teen Zone. The 54 participants used pens, colored pencils, and comic book templates to create zany comics. Their work was displayed at the library and teens received free comic books in the spirit of the celebration. Children’s Programming and Class Visits: Children’s Services hosted five storytime programs in celebration of Asian American and Pacific Islander Heritage (AAPI) month with 174 children and their family members in attendance. Each storytime celebrated a specific region of Asia or the Pacific Islands with read alouds, songs, dance, and educational activities. High school student Sabrina Yip provided an informational presentation about the significance of the lotus flower in Asian culture and provided kits (funded by an AUSD You and Me Grant) for 20 teen and tween attendees to make their own lotus flower crafts in celebration of AAPI month. Special book displays were also set up throughout the Children’s Room honoring AAPI month. Children’s staff hosted a three-part mindfulness storytime time program for 71 children and their families which included wellness read alouds and mindfulness activities. Kids also had the opportunity to make a sun catcher crafts and shadow shapes lens at a “Recyclable Art Lab”. California Highway Patrol Officer provided an eBike Safety presentation for families and explained what eBikes are and state legislation relating to them. To promote summer festivities, 643 kits were distributed throughout the month. Each kit contained a summer events brochure, bookworm craft, and butterfly flyer giveaway. Children’s Services staff also visited with Holly Avenue Elementary kindergartner, first and second grade students, Baldwin Stocker Elementary second through fifth graders, and Camino Grove Elementary first graders to share about upcoming summer festivities. Staff provided structured visits for 13 Arcadia unified School District classes and 507 students throughout the month. Collections: With budget cuts looming at the State level, the California State Library has or will eliminate several resources provided to public libraries during the pandemic, including Career Pathways, Coursera (September 2024), Learning Express Library Complete (September 2024), Linkedin Learning (September 2024), VetNow and Brainfuse September 2024, GetSetUp (April 2024) and SkillShare (September 2023). The Library went out to bid for a primary materials vendor and Baker and Taylor was selected. Staff is also trialing an alternate vendor, Ingram, to determine if it might be a viable option as it offers a warehouse on the West coast where materials may be more accessible. Technical Services staff is currently re-cataloging the juvenile manga collection. MARC records from Kanopy, CreativeBug, Press Reader, and LinkedIn were added to and discarded from the Library’s online catalog this month which totaled 59,834 records. Collections spending with Baker and Taylor subsided in May so that items ordered will arrive and be able to be paid within the current Fiscal Year. Vroman’s purchases can still be made to fulfill hold requests. The adult graphic novels have outgrown their space and have been relocated the International Lanaguage Collections area. The International DVDs have been relocated to the DVD collection, making it easier to locate them. Additional slanted shelving was purchased, delivered, and installed in Teen Central. Teen manga, teen DVDs, teen graphic novels, teen test prep, teen non- fiction and cliff notes were shifted to accommodate the new shelves. Staff also began reviewing the juvenile Chinese language collection for weeding by assessing existing offerings, usage patterns, and condition of the materials and also continued to weed the juvenile picture book collection. Technology: RFID vendor, FE Tech, replaced the self-checkout table in the Children’s Room due to lining peeling from heavy usage. The Library fulfilled ten 3D print requests throughout the month. There were 5,201 visits to the Library Catalog, local web documents and online databases. There were 2,212 unique visitors and 3,586 visits to the Library home page. There were 4,737 unique public Wi-Fi users, and a total of 5.0TB of data downloaded and uploaded during this month. Staff met with the vendor for MessageBee to begin the setup of this third-party notification system. Currently, some emails can get blocked by the carriers if the last names are common. A third-party vendor will be able to sort this out and increase the number of successful emails sent, saving staff time and increasing accuracy. Facilities: The Library has had major issues with the public restrooms, requiring more than four call-outs to unplug them. The toilet seals have been replaced on three of the four toilets and contractor Arroyo Plumbing has been called out to snake the system several times. The HVAC system replacement is completed with the final piping removal done at the end of the month. New shelving has been received and installed for the Teen graphic novels and manga collections. Staffing: Interviews for the Adult and Teen Services Principal Librarian position were held with a conditional offer made. A third Passport Clerk is working their way through the conditional offer process as well. Recruitments for Aides, Passport Clerks, and a Principal Librarian for Children’s Services will take place in the near future. Part-time Children’s Librarian, Helen Seto, began her new position on May 6 and was introduced to different aspects of the Library and Children’s Room as well as learning to staff the Information Desk. Shelving Aide, Benjamin Geiser, was dismissed from employment on May 21. Volunteers: The 82 teen volunteers readied for their summer responsibilities by attending an orientation which outlined Library expectations, the Summer Reading Program and special events, summer tasks, and scheduling. Prior to the start of the summer program, volunteers will return in June for official training. The City Manager is authorized to execute subsequent renewals within the authority granted under Ordinance No. 2379. Sufficient funds are available in the Library’s Fiscal Year 2024-25 Operating Budget to support this service. BACKGROUND The Arcadia Public Library utilizes a Primary Materials vendor to facilitate and expedite the acquisition of library materials, such as printed books and physical media . Additionally, this approach allows the Library to maximize publisher discounts. Purchasing most materials through a primary vendor simplifies the selection, ordering, and shipping process, and offers the Arcadia Public Library access to higher volume pricing discounts from publishers. DISCUSSION A Notice Inviting Proposals was published on March 26, 2024, in accordance with Resolution No. 7483. Two sealed proposals were received from qualified firms. The proposals were evaluated according to thoroughness and understanding of the scope of work, related experience, references, quality of the proposal, and costs. Baker & Taylor has a combined inventory of over 4.5 million items and a product database of over 9 million items. They are a supplier of materials for Library patrons of all ages, which includes adults, children, and teens. The references Baker & Taylor provided are from libraries that also use the same Integrated Library System (“ILS”) as the Arcadia Public Library. Additionally, Baker & Taylor’s proposal offers a discount of up to 46.2% off the list price depending on the product category. They can provide electronic records, which can be uploaded into the existing Integrated Library System (“ILS”), and they maintain an online portal which simplifies selection, ordering, payments, and delivery. Based on these results and the City’s satisfaction with its prior service with this vendor, it was determined that Baker & Taylor offers the best service to meet the needs of the Arcadia Public Library. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT Sufficient funds for the proposed purchases have been budgeted in the Library’s Fiscal Year 2024-25 Operating Budget. Funding for future years will be requested annually through the Library’s operating budget. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve, authorize, and direct the City Manager to execute a Professional Services Agreement with Baker & Taylor for Primary Library Materials Services in an amount not to exceed $229,000, with the option to extend for five (5) additional one (1) year terms; and authorize the City Manager to execute annual extensions under the authority granted through Ordinance No. 2379, without having to return to the City Council for further approvals. Bookish Summer at Arcadia Public Library2024 FEATURED HISTORICAL PHOTO 1984 OLYMPIC GAMES Los Angeles has hosted the Olympic Games twice, first in 1932 and again in 1984. Forty years ago this summer, the equestrian events of the XXIII Olympiad were held at Santa Anita Park. Arcadia was buzzing with excitement! The racetrack started preparations a year in advance, the Olympic torch relay runners passed through Arcadia on July 22, and Arcadia Methodist Hospital (now known as USC Arcadia Hospital) served as the official hospital of the 1984 Olympic Games. Los Angeles will once again host the Olympic Games in 2028. Will the equestrian events take place in Arcadia again? PLEDGE OF ALLEGIANCE: Acting Library Services Manager Morris ROLL CALL: Chair Elizabeth Renfrew; Trustees Miriam Carter, Connie Liao; Library Services Manager Samantha Alba, Acting Library Services Manager Petra Morris ABSENT: Trustee Pardha Akalamkam; City Council Liaison Michael Cao; Director Darlene Bradley The motion to excuse Trustee Akalamkam from the May 16, 2024 meeting was moved by Trustee Liao, seconded by Trustee Carter, and carried on a unanimous voice vote. AYES: Chair Renfrew, Trustees Carter and Liao NOES: None ABSENT: Trustee Akalamkam PUBLIC COMMENTS: None REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Chair Renfrew shared that at the next Friends of the Library meeting she plans to ask the members to participate in the Library’s Summer Kick-Off event taking place on Saturday, June 15. She is also seeking other summer events where the Friends can be involved such as the “North American Wildlife” event on July 27. REPORTS FROM THE DIRECTOR Announcements / Statements / Future Agenda Items Director’s Update: Director Bradley is currently on vacation. Library Services Manager Alba facilitated the meeting in Director Bradley’s absence. Library Services Manager Alba announced that in an effort to keep the meeting brief, due to the City’s Volunteer Dinner taking place after the Board meeting, there would not be a summer presentation. Library Services Manager Alba shared about the Library’s Summer Kick-Off taking place on June 15 and invited Board Members to attend. She also encouraged Members to attend the Author Talk with Katie Gee Salisbury taking place on May 24. Monthly Statistical Report: April 2024: The gate count, juvenile circulation, and digital collection circulation are all increasing as well as Library Card registrations and holds. There is an increase in discards due to Technical Services Supervisor, Margaret Lindstrom, weeding the adult DVD and CD collections. Work is also being done with the Nolo Press and For Dummies series as well as the test preparation guides to replace older volumes with updated editions. Web site statistics have been impacted by Google Analytics, decreasing the number of visits reflected. Information Systems Supervisor, Peter Mercado, is looking into why the numbers have changed. Chair Renfrew questioned why the number of volunteer hours was significantly lower. Library Services Manager Alba indicated that she would look into this. Passport Services staffing is currently down, but the service is continuing to bring in revenue. Monthly Report Narrative: April 2024: Chair Renfrew acknowledged that 91 people attended the Classical Concert and was pleased with the Teen Book Talk and Ten to Try Spring Reading Program for kids. The Arcadia Goes Green event was a success and the Repair Café had a sizable turnout. Chair Renfrew questioned whether the Arcadia Chinese Association raised $2700 for the Arcadia Firefighters Foundation or something different. Trustee Liao corrected that $20,000 was raised. Financial Report: April 2024: The end of the Fiscal Year is ending and 83% of the budget should be spent. The supply budget for Information Systems reflects a negative balance due to an equipment purchase being applied to an incorrect account. A journal change will be applied to reconcile the error. Trustee Liao inquired about negative balance for water and questioned whether there was a water leak. Library Services Manager acknowledged that there was a running sprinkler issue but would not have impacted water expenses. Staff Update: An offer was made to fill the Adult and Teen Services Principal Librarian position, but the candidate declined. Two additional candidates will be interviewed on Friday. A new Children’s Services part-time librarian, Helen Seto, began on May 6. On May 7 Lauren Porras began her new position as the Museum Education Coordinator. A new Passport Clerk is going through the hiring process. Gilb Museum of Arcadia Heritage: The sixth annual Summer Enrichment Program will begin in July. There will be a preservation workshop on June 1. Winners were selected for the 14th annual Photography Contest and will be on display through July 20. Restoration of the Peacock on the Peacock Fountain at the Arcadia County Park has been completed. Calendar of Activities for Adult and Teen Services: June 2024: Adult Services will be bringing back its Walking Book Club. There will be one additional English Conversation Class taking place on June 10. The program will resume on September 10. Flyers/Articles/Posters/Attachments: Online registration for the Library’s Summer Reading Program will begin Monday, June 3. Kids read and log their reading minutes to earn virtual badges, redeemable for prizes. There will also be an assortment of programs for kids throughout June and July. The next International Film program will take place on June 19. The next Bookish program will be May 28. Chair Renfrew shared that her children attended school with author Katie Gee Salisbury and requested that a digital flyer be sent to Trustee Liao to help promote the program. Chair Renfrew announced that there were three patrons signed up for the Community Memory Lab Workshop on Saturday. The program will be led by a volunteer, Brandon, who will help guide patrons through the digitization process. Announcements: Chair Renfrew announced that this would be her last meeting as she will not be able to attend next month’s meeting and stated that it will need to be determined who will lead the meeting. Trustee Liao announced that the Arcadia Chinese Association approved a donation of $2300 for the Library - $1500 for two shelving units in Children’s Services, $300 for children’s summer programming, and $500 for the English Conversation Class program.
