FOR THE REMOVAL AND REPLACEMENT OF BALDWIN BOOSTER PUMP D IN THE AMOUNT OF $139,790, WITH A 10% CONTINGENCY CEQA: Exempt Recommendation: Approve SUMMARY The Public Works Services Department (“PWSD”) is responsible for the daily operation and maintenance of the City’s water system, which includes wells and booster pumps. The PWSD utilizes 29 booster pumps that pump water through the distribution system. Regular inspection and maintenance of the City’s booster pumps revealed that Baldwin Booster Pump D is at the end of its useful life and in need of replacement. To ensure the City is receiving the most competitive price and quality service for this work, a formal bid was conducted; General Pump Company, Inc. submitted the lowest responsive bid. It is recommended that the City Council approve, authorize, and direct the City Manager to execute a contract with General Pump Company, Inc. for the removal and replacement of Baldwin Booster Pump D in the amount of $139,790, and approve a 10% construction contingency. BACKGROUND The City of Arcadia’s water system annually delivers an average of 13,000 acre-feet of potable drinking water to approximately 14,400 water service connections. The water supply for the system is obtained from 10 active groundwater wells. The water system also utilizes 29 booster pumps that pump water through the distribution system, and 15 reservoirs that hold approximately 45 million gallons of water. The PWSD is responsible for the daily operation and maintenance of the City’s wells and booster pumps. Regular inspections and maintenance of booster pumps is crucial to ensuring that the pumps are operating at their maximum capacity and efficiency. Regular inspection and maintenance of the Baldwin Boosters revealed that Booster Pump D is in need of replacement. The Baldwin Booster Award Removal and Replacement of Baldwin Booster Pump D June 18, 2024 Page 2 of 3 system consists of three booster pumps (B, C, and D). The two 100 horsepower Booster Pumps, B and C, were rehabilitated in 2018. The remaining 60 horsepower Booster Pump D is at the end of its useful life and in need of replacement. Booster Pump D only operates during peak demands and serves as the back-up in case Booster Pumps B and C have mechanical issues. Furthermore, the Baldwin Booster Station boosts water from Zone 3 into Zone 2 because Zone 2 does not have enough water sources to meet system demands. As a result, Zone 2 relies on water boosted from Zone 3. The removal and replacement of the existing 60 horsepower Booster Pump D with a 100 horsepower booster pump, is crucial to ensure the water distribution system is meeting the necessary demands of Zone 2 and will increase system reliability and redundancy. Additionally, the new booster pump will be installed with an energy efficient motor. DISCUSSION A Notice Inviting Bids was published in accordance with City Council Resolution No. 7483, and bid packages were distributed to contractors that perform this type of work. On May 28, 2024, the City Clerk received three sealed bids with the following results: Bidder Location Bid______ General Pump Company, Inc. San Dimas $ 139,790 Cora Constructors, Inc. Palm Desert $ 193,900 Minako America Corporation dba Gardena $ 1,010,900 Minco Construction Bid documents were carefully reviewed for content, and the contractor’s background and recent projects were investigated. It was determined that General Pump Company, Inc. submitted the lowest responsive bid. General Pump Company, Inc. has satisfactorily performed similar work on City wells and pumps in the past and has completed similar projects for the Cities of Ontario, Victorville, and Orange, as well as the Cucamonga Valley Water District. ENVIRONMENTAL ANALYSIS The project involves the replacement and minor alteration of an existing utility system with no expansion of the system, and therefore, qualifies as a Class 2 categorical exemption per Section 15302(2) of the California Environmental Quality Act (“CEQA”). FISCAL IMPACT Funds in the amount of $200,000 have been budgeted in the Fiscal Year 2023-24 Capital Improvement Program for the removal and replacement of Baldwin Booster Pump D. The total cost for the removal and replacement of Baldwin Booster Pump D is $139,790. A 10% construction contingency would bring the total cost to $153,769, which is within the adopted budget. Award Removal and Replacement of Baldwin Booster Pump D June 18, 2024 Page 3 of 3 RECOMMENDATION It is recommended that the City Council determine that this project is exempt per Section 15302(2) of the California Environmental Quality Act (“CEQA”); and approve, authorize, and direct the City Manager to execute a Contract with General Pump Company, Inc. for the removal and replacement of Baldwin Booster Pump D in the amount of $139,790, with a 10% construction contingency. CITY OF ARCADIA REMOVAL AND REPLACEMENT OF BALDWIN BOOSTER PUMP D PROJECT PROJECT NO. 72863024 BETWEEN CITY OF ARCADIA AND GENERAL PUMP COMPANY, INC. CONTRACT Contract - 1 CONTRACT FOR THE CITY OF ARCADIA This CONTRACT, No. ________ is made and entered into this ____ day of _______, ______, by and between City of Arcadia, sometimes hereinafter called “City,” and General Pump Company, Inc., sometimes hereinafter called “Contractor.” WITNESSETH: That the parties hereto have mutually covenanted and agreed, and by these presents do covenant and agree with each other as follows: A. SCOPE OF WORK. The Contractor shall perform all Work within the time stipulated in the Contract, and shall provide all labor, materials, equipment, tools, utility services, and transportation to complete all of the Work required in strict compliance with the Contract Documents as specified in Article 5, below, for the following Project: Removal and Replacement of Baldwin Booster Pump D Project / Project No. 72863024 The Contractor and its surety shall be liable to the City for any damages arising as a result of the Contractor’s failure to comply with this obligation. B. TIME FOR COMPLETION. Time is of the essence in the performance of the Work. The Work shall be commenced on the date stated in the City’s Notice to Proceed. The Contractor shall complete all Work required by the Contract Documents within ONE HUNDRED-FIFTY (150) CALENDAR DAYS calendar days from the commencement date stated in the Notice to Proceed. By its signature hereunder, Contractor agrees the time for completion set forth above is adequate and reasonable to complete the Work. C. CONTRACT PRICE. The City shall pay to the Contractor as full compensation for the performance of the Contract, subject to any additions or deductions as provided in the Contract Documents, and including all applicable taxes and costs, the sum of ONE HUNDRED THIRTY- NINE THOUSAND, SEVEN HUNDRED NINETY DOLLARS AND NO CENTS ($139,790.00). Payment shall be made as set forth in the General Conditions. D. LIQUIDATED DAMAGES. In accordance with Government Code section 53069.85, it is agreed that the Contractor will pay the City the sum set forth in Special Conditions, Article 1.11 for each and every calendar day of delay beyond the time prescribed in the Contract Documents for finishing the Work, as Liquidated Damages and not as a penalty or forfeiture. In the event this is not paid, the Contractor agrees the City may deduct that amount from any money due or that may become due the Contractor under the Contract. This Article does not exclude recovery of other damages specified in the Contract Documents. E. COMPONENT PARTS OF THE CONTRACT. All of the Contract Documents are intended to be complementary. Work required by one of the Contract Documents and not by others shall be done as if required by all. This Contract shall supersede any prior agreement of the parties. F. PROVISIONS REQUIRED BY LAW AND CONTRACTOR COMPLIANCE. Each and every provision of law required to be included in these Contract Documents shall be deemed to be included in these Contract Documents. The Contractor shall comply with all requirements of applicable federal, state and local laws, rules and regulations, including, but not limited to, the provisions of the California Labor Code and California Public Contract Code which are applicable to this Work. G. INDEMNIFICATION. Contractor shall provide indemnification and defense as set forth in the General Conditions. H. PREVAILING WAGES. Contractor shall be required to pay the prevailing rate of wages in accordance with the Labor Code which such rates shall be made available at the City’s Administrative Office or may be obtained online at dir.ca.gov and which must be posted at the job site.
