HomeMy WebLinkAboutItem 12o - Purchase of Police Uniforms DATE: June 18, 2024 TO: Honorable Mayor and City Council FROM: Roy Nakamura, Chief of Police By: Amber Abeyta, Management Analyst SUBJECT: PURCHASE ORDER INCREASE WITH GALLS, LLC FOR THE PURCHASE OF POLICE DEPARTMENT UNIFORMS IN AN AMOUNT NOT TO EXCEED $75,000 ANNUALLY, FOR THE PERIOD OF JULY 1, 2024, TO JUNE 30, 2027 CEQA: Not a Project Recommendation: Approve SUMMARY It is recommended that the City Council approve a purchase order increase with Galls, LLC (“Galls”) for sworn and civilian employee uniforms for the period of July 1, 2024, through June 30, 2027, in an amount not to exceed $75,000 annually. BACKGROUND The City has been purchasing uniforms and related support equipment from Galls (previously known as Quartermaster) since 2012. For over 37 years, Galls has been a leading national, multi-channel specialty distributor of public safety, first responder, and private security products. Its “head to toe” uniform and equipment solutions include duty gear, uniforms, casual duty and tactical apparel, footwear, and accessories. Galls serves approximately 100,000 customers nationally ranging from private security to federal, state, and local law enforcement, and the U.S. Military. The Department has benefited from a broad product selection and a high level of customer service provided by Galls. DISCUSSION At the June 1, 2021, City Council Meeting, a purchase order for sworn and civilian employee uniforms was approved for a three-year period from July 1, 2021, through June 30, 2024, in an amount not to exceed $60,000 per year, with the option to renew for three additional years on an annual basis (refer to attached staff report). The first one-year renewal period will begin on July 1, 2024. Purchase of Police Uniforms from Galls, LLC June 18, 2024 Page 2 of 2 An adjustment in the uniform cost, including the introduction of a Class C uniform for sworn employees, necessitates an increase in the Purchase Order with Galls from $60,000 to $75,000. This increase applies to the three, one-year renewal period from July 1, 2024, to June 30, 2027. Class C uniforms are more comfortable and tactical in appearance than the traditional Class A and B options provided. The Department’s experience with Galls has been positive over the years and its pricing has been competitive. The company is able to provide “one-stop shopping”, remaining efficient and cost effective for the Department and its personnel. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), based on Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT Sufficient funds in the amount of $75,000 for Fiscal Year 2024-25 have been allocated in the Police Department’s General Fund Operating Budget. Future years will be budgeted as appropriate in the Police Department’s General Fund Operating Budget. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve a Purchase Order increase with Galls, LLC for the purchase of Police Department uniforms in an amount not to exceed $75,000 annually, for the period of July 1, 2024, to June 30, 2027. Funds for Fiscal Year 2021-22 have been allocated in the operating budget for uniforms and related support equipment. The most current purchase order contract was established in 2015 and it expires on June 30, 2021. DISCUSSION The Department is interested in executing a new purchase order contract for a three-year period from July 1, 2021, through June 30, 2024, in an amount not to exceed $60,000 per year, with an option to renew for three additional years on a year-by-year basis. Purchase of Police Uniforms from Galls, LLC June 1, 2021 Page 2 of 2 The City’s purchasing rules allow the Department to use other agencies’ contracts to facilitate purchases, also known as piggyback contracts. Oftentimes, the volume of these contracts alone results in cost savings to the City. For this purchase, the Department will piggyback on the City of Santa Ana’s Police Department Uniforms and Equipment Contract with Galls (valued at $363,000 per year). The Department spends considerably less (at most $60,000 per year) and will benefit from the bulk pricing rates made available through Santa Ana’s contract. Staff also examined Santa Ana’s Request for Proposals process and found it to be in line with the City’s purchasing rules; thus, it is considered an efficient and effective practice to utilize this piggyback opportunity. The Department’s experience with Galls has been positive over the years and its pricing has been competitive. The company is able to provide “one-stop shopping” and remains efficient and cost effective for the Department and its personnel. Therefore, it is recommended that the City Council approve Galls, LLC as the Department’s uniform vendor for the period of July 1, 2021, through June 30, 2024. Funds for Fiscal Year 2021-22 have been allocated in the City’s Operating Budget for uniforms and related support equipment. The City is only charged for items it actually orders under the agreement. RECOMMENDATION It is recommended that the City Council determine that this project is exempt under the California Environmental Quality Act (“CEQA”); and approve a purchase order contract with Galls, LLC for the purchase of uniforms for the Police Department for Fiscal Year 2021-22 through Fiscal Year 2023-24, in an amount not exceed $60,000 per year.
