SUBJECT: APPOINTMENT TO THE RECREATION AND PARKS
COMMISSION
Recommendation: Make Appointment
BACKGROUND
At its meeting on June 19, 2007, the City Council re-appointed Michael
Cook to the Recreation and Parks Commission to serve an additional four
(4) year term which would have expired on June 30, 2011. On August 3,
2009, the City Clerk's office received the attached letter of resignation from
Michael Cook.
DISCUSSION
Due to the resignation of Mr. Cook, the City Council directed staff to
advertise the vacancy on the Recreation and Parks Commission and bring
back to the meeting of September 15, 2009 for appointment.
When the annual board and commission appointments were made in June,
the City Clerk's office advertised only those boards and commissions that
would have vacancies due to the end of appointment terms. Because the
Recreation and Parks Commission had no terms ending, no advertising was
done. As a result of advertising the vacancy on the Recreation and Parks
Commission, only two (2) applications were received.
Also, staff contacted the seven (7) individuals who had resumes on file from
the June 2009 appointments and only six (6) expressed an interest to serve
on the Recreation and Park Commission.
As a reminder, the Arcadia City Charter states that an individual appointed
to fill an unexpired term would be eligible for reappointment and may serve
an additional two full consecutive terms.
FISCAL IMPACT
There is no fiscal impact from the City Council's action on this item.
ENVIRONMENTAL IMPACT
Not applicable.
RECOMMENDATION
That the City Council make one (1) appointment to the Recreation and Parks
Commission from the eight (8) resumes attached to fill the unexpired term of
Michael Cook which expires June 30, 2011.

earning a spot on the varsity team in high school. Since moving to Arcadia, I have
enrolled in several of the adult tennis classes. I am currently playing softball in the
Monterey Park league and basketball in the Alhambra league.

government and municipal operations. I have the experience and desire to interact and
serve the public (constituents).
OBJECTIVES/GOALS OF COMMISSION
• The objective of the commission is to promote and support recreational and leisure
activities in the city of Arcadia.

1. Are you aware that the primary function of Arcadia Beautiful Commissioners is to act as judges
for the Arcadia Beautiful and Holiday Decoration Award programs?
2. Do you have the ability to travel by car during the day and in the evening for the purpose of
judging?
3. The Arcadia Beautiful Commission usually has three "regular" meetings each year with
additional meetings and/or time commitments scheduled for the purpose of conducting judging
for the award programs, participating in a recognition event for the holiday awards that takes
approximately 3-4 evening hours in December, and attending an Arbor Day Celebration.
Additionally, preliminary judging for the Arcadia Beautiful and Holiday Decoration Awards is
done with each Commissioner taking responsibility for a section of the City and driving through
the neighborhoods to select their nominations that will then be judged on a subsequent date by
the entire Commission. Are you able to fulfil this time commitment?
