SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A ONE (1) YEAR
CONTRACT EXTENSION WITH TRAFFIC OPERATIONS, INC. FOR
STREET STRIPING AND PAVEMENT MARKING SERVICES IN THE
AMOUNT OF $73,470
Recommendation: Approve
SUMMARY
On July 1, 2003 the City Council approved a one (1) year citywide street striping and
pavement marking services maintenance contract with Traffic Operations, Inc. with
optional annual extensions. Traffic Operations, Inc. is reaching the end of their fifth
contract extension and has submitted a written offer to extend the existing contract
agreement for an additional year with no increase in pricing. The existing agreement
also includes a seven percent (7%) reduction or $5,500 from its original contract cost as
part of the City's mid-year budget reductions.
To ensure that the City continues to receive the outstanding service provided by the
contractor, staff recommends that the City Council approve a one (1) year contract
extension in the amount of $73,470 to Traffic Operations, Inc. for street striping and
pavement marking services. This will be the last extension for this contract. Formal
bids will be solicited next year for this contract work.
DISCUSSION
Continued painting of traffic markings is important because they provide guidance for
safe traffic flow and increase visibility of reflective safety markings on the roadways.
The existing street striping and pavement marking program includes annual striping on
all major arterial streets. Collector streets are painted once every two (2) years and
residential streets are scheduled once every three (3) years. Additionally, all yellow
school markings will continue to be painted annually in August before school begins.

Miscellaneous striping, service requests, and areas requiring more frequent painting will
be handled on an as-needed basis.
Traffic Operations, Inc. is the current contractor with the City for this work and has
provided excellent and affordable service. During mid-year budget cuts, they were also
amenable to reducing their contract by seven percent (7%) or $5,500 from the initial
contract cost. This will be the last contract extension for this contract. Public Works
Services will go out to bid for citywide street striping and pavement marking services
next year in order to ensure that the City is receiving the lowest cost possible for these
services.
Staff is recommending that the City Council award a one (1) year contract extension for
street striping and pavement marking services to Traffic Operations, Inc.
FISCAL IMPACT
Sufficient funds are budgeted in the 2009-10 operating budget. All work is performed
on a time and material basis and the contractor is only paid for work performed.
RECOMMENDATION
1. Award a one (1) year contract extension with Traffic Operations, Inc. for
street striping and pavement marking services in the amount of $73,470 for
Fiscal Year 2009-2010.
2. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney.
