SUBJECT: Accept the Historical Commission's recommendation to authorize
the City Manager to use $2,800 from the Historical Museum's Gilb
Memorial Fund for the payment of one-half of the architectural fees
for the proposed Museum Education Center.
Recommendation: Approve.
SI IMMAPY
In order for the Arcadia Historical Society's Major Gift Committee to launch a fundraising
campaign for the proposed Museum Education Center, it was necessary to engage an
architect and related professionals for preliminary site plan, floor plan, and elevations.
To date, the Arcadia Historical Society has paid for these architectural fees using
proceeds from the Museum's Fifth Anniversary dinner. A final payment of $5,600 is due
and the Historical Museum Commission voted at its September 2, 2009 meeting to
recommend to the City Council that this payment be split, with half of the payment
coming from the Arcadia Historical Society and half coming from the Ruth and Charles
Gilb Arcadia Historical Museum's Gilb Memorial Fund, which is in a City trust fund.
DISCUSSION
Architect Robert Daggett has worked with the Major Gift Committee of the Arcadia
Historical Society to develop preliminary site plans and elevations for the proposed
Museum Education Center. These conceptual plans, which the Council approved and
supported at its August 18, 2009 Study Session, were used to establish a fundraising
goal of $500,000. In addition, an elevation is being prepared which will be used for
brochures and other fundraising materials.
At the September 2, 2009 Historical Museum Commission meeting, the Commission
voted to make the recommendation to the City Council that half of these final
architectural planning costs be split evenly between the Arcadia Historical Society and
the City, using funds that the Museum received in memory of Charles Gilb. This fund
currently has a balance in it of $23,345.27. This cost sharing was suggested by City

Manager Don Penman at an August 19, 2009 meeting of the Arcadia Historical Society
Board at which the proposed Museum Education Center and the roles of the Society
and the City in the building's design, bidding and construction were discussed in detail.
FISCAL IMPACT
The Arcadia Historical Museum's Gilb Memorial Fund will be reduced by $2,800. This
fund currently has a balance in it of $23,345.27 and this expenditure will leave a
balance of $20,545.27.
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to use $2,800 from
the Historical Museum's Gilb Memorial Fund for the payment of one-half of the
architectural fees for the proposed Museum Education Center.
