RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, July 10, 2024 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:01 pm. PLEDGE OF ALLEGIANCE — Commissioner Mediana ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, Mediana, and Vanni SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Ayala reported he attended Concerts in the Park on June 27. Commissioner Ayala reported the event was festive with good music and people dancing. Commissioner Ayala highly recommends attending this event and complimented the excellent job the Recreation and Community Services Department is doing. Chairperson Cheung — No Report Commissioner Mediana reported the Public Works Services Department was efficient in resolving a tree issue in a public space. Commissioner Vanni reported the road to Chantry Flats remains closed. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Verlato reported the Arcadia City Council Reorganization will be taking place on Tuesday, July 16, 2024. Mayor Verlato reported her term as Mayor will conclude with Mayor Pro Tern Michael Cao beginning his term as Mayor. Mayor Verlato reported she will have her last Mahjong with the Mayor on Friday, July 12 and her last Coffee with the Mayor on Tuesday, July 16. Mayor Verlato shared an Arcadia Newsletter from Spring 1974 and reported she will be giving a copy to the Arcadia Gilb Museum. Mayor Verlato reported three Arcadia Employee Associations have ratified their contracts and Arcadia City Council has approved them. Mayor Verlato reported three Employee Associations are still pending. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of June 12, 2024. It was moved by Commissioner Ayala, seconded by Commissioner Vanni, and unanimously carried on roll call vote to approve consent calendar 2a with the correction to reflect Commissioner Chu adjourning the meeting not Chairperson Cheung. 3. REGULAR ITEMS a. Report from Public Works Services Department Project Updates Deputy Director Public Works Services (DDPWS) Carmen Masud reported the Newcastle Park Renovation Project has paused while the City waits for more permits. DDPWS Masud reported the Public Works Services Department will be working on a new project, the baseball bleachers with canopies and restroom improvements to meet the American Disabilities Act (ADA) guidelines at Bonita Park and Windsor Field. Monthly Reports Deputy Director Recreation Community Services (DDRCS) Candice Cheung reported on several senior programs in the month of June. DDRCS Cheung reported the billiard room remains popular with 314 seniors playing pool. DDRCS Cheung reported 12 seniors participated in the free blood pressure check sponsored by USC Arcadia Hospital. DDRCS Cheung reported the gift shop had 87 visitors. DDRCS Cheung reported 1,385 seniors used the Senior Meals Program. DDRCS Cheung reported the cost of the meal increased from two dollars to three dollars on July 1, 2024. This is the first increase in many years. DDRCS Cheung reported the new Senior Social Hour activity had 12 seniors participate. DDRCS Cheung reported on several recreation programs and activities in the month of June. DDRCS Cheung the Summer Fun 'N Play program had 1,775 children participate in the month of June. DDRCS Cheung reported 214 children attended Specialty Camps. DDRCS Cheung reported Summer Concerts and Movies in the Park had more than 2,300 people attend. DDRCS Cheung reported Community Center rentals remain consistent with 1,305 people utilizing the Community Center on weekends, bringing in over $6,000 in revenue. DDRCS Cheung concluded by handing out a flyer for the upcoming Health Fair on Saturday, August 10, 2024, co -hosted by the City of Arcadia Health Committee. Financial Statements DDRCS Cheung reported the Fiscal Year 2023/24 May percentage for expenditures is approximately 79%. DRCS Somogyi reported revenue is at approximately 85%. DDRCS Cheung reported the Parks and Recreation Facilities Fund has seen movement now that the Newcastle Park Renovation project has begun. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM Billiard Room Blood Pressure Check Bridge DESCRIPTION Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. Free blood pressure check is available the second Tuesday of each month, from 10-1lam in the Community Center. Bridge is available on Wednesdays from 10am-1 pm. Card games help improve memory and cognition, enhance motor skills, and promote socialization. ATTENDANCE 3.14 10 167 Chess is available every Thursday from 9:30-11:30am. The Chess Club game of chess can help increase creativity, critical thinking skills, 4 improve concentration, and improve reading skills. Exercise plays a vital role in health and contributes to bone Classes density improvement, increased muscle strength, flexibility, and 2,132 can also reduce stress. Some classes offered are line dance, cardio plus, art, chair yoga, and Zumba. Information & The I&R program assists seniors and their families with issues 22 Referral Intakes that affect their quality of life by providing information and referral that address their daily living concerns. The Lions Sight program is offered in conjunction with the Lions Arcadia Lions Club. The program offers low-income seniors free Sight vision care. Prospective clients are screened to make the necessary arrangements for the free service. Legal Assistance Mahjong The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight. Mahjong is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. American Mahjong is held on Tuesdays, at 1 pm and Traditional Chinese Mahionq on Fridays at 12:30pm. Monday The Monday Dance is held the first, third, and fifth Monday of Dance each month. This program provides live music entertainment for everyone to dance to and enjoy. Monthly Dial A Ride bus passes are sold at the Community Center and Bus Pass can also be mailed to seniors. Bus passes are $5 per month. Free notary services are offered by appointment on the second Notary Services and fourth Tuesday of the month. Services are limited to three signatures or thirty minutes per appointment. A nutritious meal is provided Monday -Friday. For many seniors Senior Meals Program this is the only hot meal they have daily. Senior Free seminars on diverse topics are available each month. The Seminars following topics were presented in July: Emotional Wellbeing, Real Estate & Proposition 19, and Cookies & Compost. Sing Along with Sing along with James meets Wednesdays from 1-3pm. James James is one of our volunteers who plays his guitar and sings with a group of seniors for fun and socialization. Table Table Tennis is available Monday -Friday, from 8am-4pm. Tennis Equipment is available at the front desk for seniors to play and meet new friends. Each month, participants meet at different restaurants to have Taste the Town lunch and socialize. In July, participants had lunch at the Shrimp House restaurant in Arcadia. Weekly New movie releases or classic movies are shown on a theater Movie size screen every Wednesday for free. You've Got a This program provides a weekly phone call to individuals who Friend live alone, feel lonely, or need someone to check on them. New friends are made, and great conversations are enjoyed. On Wednesday, July 3, the Patriotic Picnic for seniors was held. Patriotic Picnic Seniors enjoyed games, raffle prizes, hot dogs, and shaved ice for dessert. Bingo Musical Moments On Friday, July 12, the Senior Olympics theme bingo was held with 80 participants. Participants played eight games of bingo, enjoyed a light lunch, and a raffle. On Friday, July 26, 30 participants were able to enjoy the tropical sound of the ukulele, all while learning the story behind the instrument which was presented by Harry Faustino. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM Adult Basketball DESCRIPTION ATTENDANCE The Adult basketball league has 28 teams participating in the summer league. The league takes place at the Dana Gym on 606 Sundays from 8am to 10pm. The summer league runs from July 14 throuh September 22. _ The Summer Fun `N Play Program provides children from ages 5- Summer Fun 'N 12 with weekly recreational activities in a group environment. The CG 1,757 Play program runs for nine weeks from June 10 through August 9. The LW 1,447 children enjoy a variety of games, crafts, and a weekly Total 3,204 Summer Sports Camp Specialty Camps Idemonstration from outside organizations. Sports Camp is offered in the summer for four consecutive weeks, July 15 through August 9. Children ages 5-12 participate in a variety of sport activities including basketball, soccer, volleyball, and more. Campers go swimming two days during the week and a weekly field trip. Campers enjoyed an LA Sparks game the first week and an outing to Bonelli Regional Park the second week. Weekly Specialty Camps are offered in the Summer from June 10 through August 2 at various facilities in the City. July Specialty Camps offered a total of 12 camps. Seven camps of tennis, soccer, and art with five camps in Science, Technology, Engineering, and Mathematics (STEM) that took place at the Dana Gvm.
