SUMMARY
The Police Department desires to lease three mobile surveillance trailers to enhance its
presence in the community through the use of technology and equipment, creating access
to real-time information. It has been determined that the mobile surveillance trailers from
LiveView Technologies, Inc. best meet the City’s needs and can be leased through the
Governor’s Office of Emergency Services’ (“Cal OES”) California 1122 Program,
providing a significant cost savings.
It is recommended that the City Council adopt Resolution No. 7589 amending the Fiscal
Year 2024-25 Equipment Replacement Budget, authorizing a supplemental budget
appropriation in the amount of $14,570, offset by a reduction in the Asset Seizure Fund;
and approve the Master SaaS and Service Level Agreement with LiveView Technologies
Inc., for the lease of three mobile surveillance trailers through the Governor’s Office of
Emergency Services’ California 1122 Program, in an amount not to exceed $106,370.
BACKGROUND
The Police Department aims to leverage technology to enhance public safety and
streamline operations. By integrating advanced tools such as real-time monitoring

systems, officers can respond more efficiently to incidents and allocate resources where
they are needed most.
Equipped with state-of-the-art cameras, motion sensors, and real-time data transmission
capabilities, mobile surveillance trailers can be strategically positioned in various
locations to monitor and deter criminal activity. The presence of these surveillance units
can also act as a deterrent by reducing the likelihood of crimes occurring in the monitored
areas. By integrating these trailers into operations, the Department can improve
situational awareness, ensure quicker response times, and foster a safer environment for
the community.
The Department has recently obtained three mobile surveillance trailers from LiveView
Technologies Inc., for a three-month trial period. During the trial period it was revealed
that the trailers provided exceptional clarity and coverage, significantly enhancing the
Department's ability to monitor large events and high-traffic areas. Officers reported that
the real-time footage allowed for quicker response times and more accurate assessments
of situations as they unfolded. Additionally, the trailers' ease of setup and mobility meant
they could be deployed to various locations as needed, offering a flexible solution to
evolving security needs.
As the trial period came to an end, the Department began evaluating the long-term
benefits and costs of integrating these mobile surveillance trailers into their regular
operations. The insights gained during this trial have paved the way for informed decision-
making, ensuring that any future investments in technology align with the goal of
maintaining a safe and secure community.
DISCUSSION
The Police Department desires to lease three mobile surveillance trailers from LiveView
Technologies, Inc., to enhance security in specific areas and provide real time audio and
video footage of potential criminal activity, problem areas and large events in the City.
These trailers will be strategically positioned to maximize coverage and effectiveness,
ensuring that high-risk zones receive the attention they need. The state-of-the-art
equipment installed in the trailers will allow law enforcement officers to monitor situations
remotely, responding swiftly to incidents as they unfold. This initiative aims not only to
deter criminal activities but also to build a safer community through increased vigilance.
In addition to crime prevention, the surveillance trailers will play a crucial role in managing
large gatherings and public events. By providing real-time updates, the trailers will help
coordinate crowd control measures, ensuring that events proceed smoothly and safely.
The presence of these mobile units will reassure citizens that their safety is a top priority
for the Police Department. Overall, the introduction of these surveillance trailers
represents a significant step forward in modernizing the City's approach to law
enforcement and community safety.

The Department would like to lease three mobile surveillance trailers on an annual basis
through the California 1122 Public Safety Procurement Program (“1122 Program”), which
is led by Cal OES. This program provides the authority for State and local government
entities to purchase and lease equipment from specific Federal sources, resulting in an
estimated 50-85% cost savings. The 1122 Program establishes sources for non-IT
commodities that have been competitively assessed, negotiated, or bid by the Federal
General Services Administration (“GSA”). The advantage of utilizing the 1122 Program is
that it provides the City access to the Federal Government’s large purchasing power,
which generally means bigger discounts than otherwise would be available to the City.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), based on Section 15061(b)(3) of the CEQA Guidelines, as it can
be seen with certainty that it will have no impact on the environment.
FISCAL IMPACT
The adopted Fiscal Year 2024-25 Budget includes $91,800 from the Equipment
Replacement Fund for the leasing costs to obtain three mobile surveillance trailers;
however, a one-time set-up expenditure of approximately $14,570 was not included in the
budget. Therefore, a budget appropriation from the Asset Seizure Fund, in the amount of
$14,570, is requested to cover the remaining cost of the lease totaling $106,370.
RECOMMENDATION
It is recommended that the City Council determine that this action does not constitute a
project under the California Environmental Quality Act (“CEQA”); and adopt Resolution
No. 7589 amending the Fiscal Year 2024-25 Equipment Replacement Budget,
authorizing a supplemental budget appropriation in the amount of $14,570, offset by
a reduction in the Asset Seizure Fund; and approving the Master SAAS and Service
Level Agreement with LiveView Technologies Inc., for the lease of three mobile
surveillance trailers through the Governor’s Office of Emergency Services’ California
1122 Program, in an amount not to exceed $106,370.

WHEREAS, the Arcadia Police Department desires to lease three mobile
surveillance trailers to enhance its presence in the community with technology and
equipment by having access to real-time information; and
WHEREAS, it has been determined that mobile surveillance trailers from
LiveView Technologies, Inc., (“LVT Trailers”) best meets the City’s needs and can be
leased through the Governor’s Office of Emergency Services’ (“Cal OES”) California
1122 Program in an amount not to exceed $106,370; and
WHEREAS, a portion of the amount for the lease of the LVT Trailers was not
planned for in the Police Department’s Fiscal Year 2024-25 Equipment Replacement
Fund; and
WHEREAS, an amendment of the Fiscal Year 2024-25 Equipment Replacement
Fund authorizing a budget appropriation is needed to lease the LVT Trailers in the
amount not to exceed $14,570; and
WHEREAS, the budget appropriation will be offset by a reduction in the Asset
Seizure Fund; and
WHEREAS, $91,800 has been appropriated in the Police Department’s Fiscal
Year 2024-25 Equipment Replacement budget to cover the remaining cost of the LVT
