HomeMy WebLinkAboutItem 12r - Purchase of Stake Bed TruckPurchase Order for Three Heavy Duty Pickup Trucks August 20, 2024 Page 1 of 2 DATE: August 20, 2024 TO: Honorable Mayor and City Council FROM: Paul Cranmer, Public Works Services Director By: John Corona, Utilities Superintendent SUBJECT: PURCHASE ORDER WITH MOUNTAIN VIEW CHEVROLET FOR THE PURCHASE OF THREE 2024 CHEVROLET SILVERADO 2500 UTILITY SERVICE BODY PICKUP TRUCKS IN THE AMOUNT OF $183,972.66 CEQA: Not a Project Recommendation: Approve SUMMARY The Fiscal Year 2024-25 Equipment Acquisition Budget provides for the replacement of three Heavy Duty 3/4-ton pickup trucks for the Public Works Services Department (“PWSD”). There are three current 3/4-ton pickup trucks that meet the criteria for replacement in the Vehicle Replacement Program. To ensure that the City is receiving the most competitive price for three 2024 Chevrolet Silverado 2500 Utility Service Body pickup trucks, a formal bid process was conducted. Mountain View Chevrolet submitted the lowest responsive bid. It is recommended that the City Council approve a Purchase Order with Mountain View Chevrolet for the purchase of three 2024 Chevrolet Silverado 2500 Utility Service Body pickup trucks in the amount of $183,972.66. BACKGROUND The Fiscal Year 2024-25 Equipment Acquisition Budget provides for the replacement of three Heavy Duty 3/4-ton utility service body pickup trucks in the PWSD. All three vehicles meet the mileage and age criteria of the City’s Vehicle Replacement Program. The following vehicles will be replaced: • 2011 Ford F-250 with 105,823 miles - Utilities Section. • 2003 Chevrolet 2500 with 146,939 miles - Streets Section. • 2006 Ford F-250 with 102,943 miles - Streets Section. These heavy-duty pickup trucks are used by field crews for repair and maintenance of water services and for street maintenance. The heavy-duty chassis is required to accommodate equipment and parts necessary to maintain the City’s water distribution Purchase Order for Three Heavy Duty Pickup Trucks August 20, 2024 Page 2 of 2 system and street maintenance repair. The existing units will go to auction once replaced and auction proceeds will return to the fund of origin. DISCUSSION A Notice Inviting Bids was published in accordance with City Council Resolution No. 7483, and bid packages were distributed to local vendors who provide this type of vehicle. On July 30, 2024, the City Clerk received three bids with the following results: Bidder Location Bid Amount Mountain View Chevrolet Upland, CA $183,972.66 Courtesy Chevrolet Center San Diego, CA $196,131.44 Penske Buick GMC Cerritos, CA $211,067.91 All bid documents were reviewed for content and the vendor’s background was investigated. Based on this review, it has been determined that Mountain View Chevrolet is the lowest responsive bidder that met the City’s required vehicle specifications. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT The total purchase cost for the three 2024 Chevrolet Silverado 2500 Utility Service Body pickup trucks is $183,972.66, for an average price of $61,324.22 per vehicle. Sufficient funds have been budgeted in the Fiscal Year 2024-25 Equipment Replacement Budget for the purchase of these vehicles. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve a Purchase Order with Mountain View Chevrolet for the purchase of three 2024 Chevrolet Silverado 2500 Utility Service Body pickup trucks in the amount of $183,972.66.
