HomeMy WebLinkAboutItem 13a - Signage in the Santa Anita Oaks HOA DATE: August 20, 2024 TO: Honorable Mayor and City Council FROM: Jason Kruckeberg, Assistant City Manager/Development Services Director Prepared By: Kevin Merrill, City Engineer SUBJECT: REQUEST TO INSTALL SIGNAGE IDENTIFYING THE SANTA ANITA OAKS HOMEOWNERS' ASSOCIATION AREA CEQA: Not a Project Recommendation: Approve SUMMARY The Santa Anita Oaks Homeowners Association (“SAOHOA”, the Oaks) has proposed the placement of neighborhood identification signage at various locations around the Oaks neighborhood. The request is for a total of 10 signs to be placed over a period of three years, with four signs planned for this year. It is proposed that the City of Arcadia install the entry signs, with the SAOHOA assuming responsibility for insurance, liability coverage, and any maintenance and repair over time. It is recommended that the City Council approve the request with the specific condition that the costs of installation and ongoing maintenance be the responsibility of the HOA. BACKGROUND Representatives of the SAOHOA approached the City recently with a request to place signage around their neighborhood. According to the HOA members, the signs will act as “entry signage” at high traffic areas and entrance points into the neighborhood, and will serve the following purposes: • Create a neighborhood feeling/atmosphere within SAOHOA boundaries. • Serve to deter crime within a well-defined and connected neighborhood. • Add to the beauty of the neighborhood with professional looking signage. The City has five (5) defined and identified HOA areas. Of these, only the Highlands’ HOA currently has neighborhood identification signage, with a large monument sign in the median of Santa Anita Avenue. Since the City does not have established protocols for the placement of signage of this sort in the City’s right-of-way, the matter is being placed on the City Council agenda for discussion and direction. Signage in the Santa Anita Oaks HOA August 20, 2024 Page 2 of 3 DISCUSSION The proposal from the SAOHOA and images of the proposed signage are included as Attachment No. 1. The intent of the group is to purchase the entry signs from Arcadia Sign Company. The signs are 24” x 30” x 0.50” and consist of an aluminum waterjet cut dimensional graphic with enamel painted finish. Anti-graffiti coating will be applied to the signs. The poles that the signs are to be mounted on will be approximately 9’ above grade and are made of 2.5” square tube aluminum with an enamel painted finish. The current plan is to purchase 10 signs over the next three years, with four signs planned for 2024 and three additional signs installed in both 2025 and 2026. Specific and exact locations will be determined by the HOA members along with the City’s Engineering Division. The HOA will work with adjacent homeowners on sign placement and gain permission and/or concurrence as needed. The proposed locations for the first four signs are as follows: - East corner of San Carlos and Foothill - South corner of Hampton and Baldwin - West corner of Rodeo and Orange Grove - North corner of Hacienda and Santa Anita The HOA is requesting that the City be responsible for installation of the signs. Installing signs in the right-of-way for traffic control signs, public safety signs, and/or directional signs is a common occurrence, and the City’s Public Works Services Department has crews to do this work. The dimensions of the signs have been reviewed and there are no anticipated issues with the installation of the signs. If the City Council prefers that the PWSD not install the signs, it could be done privately with the approval of the Department. However, since the signs are to be installed in the City’s right-of-way, it is appropriate that the City complete the installation. The timing of the installation of the signs will be up to the availability of crews and as the work program of the PWSD dictates. It is recommended that the costs for installation as well as ongoing maintenance or repair costs, and insurance/liability coverage for the signs be the responsibility of the HOA. Another question the City Council should consider is precedent and/or a process for future requests. If other HOAs or neighborhoods would like to approach the City with signage or identification requests, should the City have a protocol to review such requests? Should the signs be standardized, or could each area have a unique aesthetic? Currently, there are no other requests for such signage placement, but, should additional requests be received, it may be helpful to have a process or standard of quality or appearance for such signs. In working with the HOA members on this request, the proposed signage was considered to be attractive, effective, and will be a compliment to the neighborhood. The signs are not overly obtrusive or garish, nor will they act as a distraction or create sign clutter in these areas. As such, the current proposal is viewed as a good model, and it is recommended that any future neighborhood identification signage proposed in the City Signage in the Santa Anita Oaks HOA August 20, 2024 Page 3 of 3 be similar in nature to create a level of consistency across the neighborhoods. In terms of process, it is recommended that any future requests for such signage be reviewed by staff in the Development Services Department and subsequently presented to the City Council for final approval. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT Under the proposal, the Public Works Services Department would be responsible for the placement and installation of the signage. The Engineering Division of the Development Services Department would assist with right-of-way review and siting. While this work can be completed within the typical work programs of both Departments, there are associated staffing costs for time and materials. It is estimated that if the labor and installation costs were to be billed to the SAOHOA, the cost of installation would be approximately $500 per sign (labor, installation and Encroachment Permit costs), for a total cost of $5,000 for the 10 envisioned signs. It is recommended that the costs of installation be the responsibility of the SAOHOA, as well as the cost of insurance for the signs as well as ongoing maintenance and repair. RECOMMENDATION It is recommended that the City Council determine this action is not a project under the California Environmental Quality Act (“CEQA”); and approve the request from the Santa Anita Oaks Homeowners’ Association to install signage identifying the Santa Anita Oaks Homeowners’ Association area, with the condition that the costs of installation and ongoing maintenance be the responsibility of the HOA.
