RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, August 14, 2024 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:02pm. PLEDGE OF ALLEGIANCE — Director Recreation Community Services (DRCS) Sara Somogyi ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, and Mediana EXCUSED: Vanni A motion was made by Chairperson Cheung, seconded by Commissioner Ayala, and unanimously carried on roll call vote to excuse Commissioner Vanni. ELECTION OF OFFICERS Commissioner Ayala made a motion to nominate Commissioner Vanni as Chairperson, seconded by Commissioner Mediana and unanimously carried on roll call vote. Commissioner Cheung made a motion to nominate Commissioner Mediana as Vice -Chairperson, seconded by Commissioner Ayala. Commissioner Mediana accepted the nomination, and the motion unanimously carried on roll call vote. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Cheung thanked the Recreation and Community Services Department for a great summer full of family events, activities, programs, and camps. Commissioner Ayala reported he attended Concerts in the Park and commended the Department on the band choices this summer. Commissioner Ayala reported he visited Bonita Park and observed the construction of the new bleachers is underway. Commissioner Ayala reported the Public Works Services Department is doing a good job cleaning up graffiti at Bonita Park Skate Park. Commissioner Ayala reported he visited Bicentennial Park. He inquired how often play equipment is assessed for maintenance and repairs. DRCS Somogyi informed the Commission the City has a Certified Playground Specialist on staff who does monthly assessments of the City playgrounds that include safety assessments of the parks and playground equipment. Commissioner Ayala reported he observed the basketball courts at the Camino Grove location are closed and inquired as to the reason for the closure. DRCS Somogyi informed the Commission the courts are closed for maintenance. Vice -Chairperson Mediana thanked the Recreation and Community Services Department for keeping the parks nice for the community to enjoy. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Verlato reported an interest in having the Highland Oaks Elementary School playground open to the community on the weekends while Wilderness Park is not accessible due to storm damage. Mayor Verlato reported an interest in having an additional dog park in the City of Arcadia. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of July 10, 2024. It was moved by Commissioner Ayala, seconded by Commissioner Cheung, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report from Public Works Services Department Project Updates DRCS Somogyi reported the Newcastle Park Renovation Project is on hold awaiting permits. DRCS Somogyi reported Wilderness Park remains closed. Los Angeles County Public Works is dredging the Santa Anita Dam and will conduct bridge repair before the City can begin any assessment and work. b. Report from Recreation and Community Services Department Monthly Reports DRCS Somogyi welcomed the Commissioners to another year of service. DRCS Somogyi informed the Commissioners that Commissioner Chu resigned, and the Arcadia City Council will appoint a new commissioner at the August 20, 2024, City Council meeting. DRCS Somogyi reported on several senior programs in the month of July. DRCS Somogyi reported classes had over 2,100 participants. DRCS Somogyi reported Coffee with the Mayor had 31 seniors in attendance. DRCS Somogyi reported the Gift Shop had 111 visitors. DRCS Somogyi reported the Monday Dance had 215 participants. DRCS Somogyi reported the Senior Meals Program had 1,099 participants. DRCS Somogyi reported Sing A Long with James has grown with 118 seniors participating. DRCS Somogyi reported You've Got a Friend program connected with three seniors. DRCS Somogyi reported the Patriotic Picinic was held on July 3 with 61 seniors enjoying the patriotic themed lunch and program. DRCS Somogyi reported on several recreation programs and activities in the month of July. DRCS Somogyi reported the Summer Fun "N Play program had over 3,200 children participate. DRCS Somogyi reported over 931 children attended the Summer Sports Camps. DRCS Somogyi reported Specialty Camps had more than 900 participants. DRCS Somogyi reported the Summer Concerts and Movies in the Park had 2,249 in attendance for the concerts and 847 in attendance for the movies. DRCS Somogyi reported the volunteen program had 36 volunteens who volunteered more than 960 hours during the month of July. Financial Statements DRCS Somogyi reported the Fiscal Year 2023/24 June percentage for expenditures is slightly under for the end of the fiscal year at approximately 91 % and revenue slightly under at approximately 89.5%. DRCS Somogyi reported these percentages will change a little as the finance department finishes the 23/24 fiscal year input. DRCS Somogyi reported the Parks and Facilities fund has little movement as the Newcastle Park project is still on hold awaiting permits. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM _ DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 371 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available the second Tuesday of Check each month, from 10-1lam in the Community Center. 11 _ Bridge is available on Wednesdays from 10am-1 pm. Card Bridge games help improve memory and cognition, enhance motor 152 skills, and promote socialization. Chess is available every Thursday from 9:30-11:30am. The Chess Club game of chess can help increase creativity, critical thinking skills, 4 improve concentration, and improve reading skills. Exercise plays a vital role in health and contributes to bone Classes density improvement, increased muscle strength, flexibility, and can also reduce stress. Some classes offered are line dance, 2,211 cardio plus, art, chair yoga, and Zumba. Coffee with the On the third Tuesday of the month, seniors listen and chat with Mayor the Mayor about City issues and topics of personal interest. 35 On Thursdays, Fit & Talk meets for a fun and easy workout. Once 54 Fit & Talk per month, the group enjoys a leisurely walk around different Average/Week areas of Arcadia. 13 The gift shop provides a venue for senior crafters to sell their Gift Shop p creations and allows the community to purchase one -of -a -kind 66 Visitors items at a great price. Arcadia logo merchandise is now available Monthly Revenue for purchase during gift shop hours. $380 Information & The I&R program assists seniors and their families with issues Referral Intakes that affect their quality of life by providing information and referral 21 that address their daily living concerns. Lions Sight Legal Assistance Mahjong Monday Dance Monthly Bus Pass Notary Services I Senior Meals Program Senior Seminars The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors free vision care. Prospective clients are screened to make the necessary arrangements for the free service. The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight. Mahjong is a game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. American Mahjong is held on Tuesdays, at 1 pm and Traditional Chinese Mahjong,on Fridays at 12:30pm. The Monday Dance is held the first, third, and fifth Monday of each month. This program provides live music entertainment for everyone to dance to and enjoy. Dial A Ride bus passes are sold at the Community Center and i can also be mailed to seniors. Bus passes are $5 per month. Free notary services are offered by appointment on the second and fourth Tuesday of the month. Services are limited to three 6 signatures or thirty minutes per appointment. A nutritious meal is provided Monday -Friday. For many seniors 1,233 this is the only hot meal they have daily. Average/Day 62 Free seminars on diverse topics are available each month. The following topics were presented in August: Wish of a Lifetime, 75 Managing Your Medications, and Insurance Fraud. 3 4 218 20 Sing along with James meets Wednesdays from 1-3pm. James Sing Along with is one of our volunteers who plays his guitar and sings with a James group of seniors for fun and socialization. Table Tennis Taste the Town Weekly Movie You've Got a Friend Table Tennis is available Monday -Friday, from 8am-4pm. Equipment is available at the front desk for seniors to play and meet new friends. Each month, participants meet at different restaurants to have lunch and socialize. In August, participants had lunch at the Olive Garden restaurant in Arcadia. New movie releases or classic movies are shown size screen every Wednesday for free. 142 201 10 on a theater � 60 This program provides a weekly phone call to individuals who live alone, feel lonely, or need someone to check on them. New friends are made, and great conversations are enjoyed. On Friday, August 9, there were 28 seniors who signed up for Wild Bunco the popular Bunco program. The theme was Wild Bunco and included a light lunch, refreshments, and dessert. Senior Beach Trip On August 15, seniors took a trip to Doheny State Beach in Dana Point. It was an all -day excursion with beautiful weather. The trip included transportation, morning snacks, coffee, lunch, afternoon snacks, fruit, refreshments, time on their own to walk the beach, board games, and music. There was also a game of Loteria for a chance to win fun prizes. 3 28 108 1 On Friday, August 16, three cities collaborated for a special event geared towards the senior population, 50 and older. Cool at the Pool Participants met at the Arcadia Community Center at 11:30am 9 and were transported to the City of Duarte pool where everyone enjoyed pool time, a BBQ lunch, and music by a live DJ. Support services include registering members for trips, signing Meeting: 53 Arcadia up new members, and managing the club's correspondence. A Passes Sold: 79 Travelers Club monthly club meeting is held to discuss future trips and provide Passengers: 63 a social gathering. Total: 195 Cumulative total for senior services 5,348 Connection Total number of monthly newsletters distributed this month. 1,300 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM Adult Basketball Afterschool Program DESCRIPTION _ ATTENDANCE The Adult basketball league has 28 teams participating in the summer league. The league takes place at the Dana Gym on Sundays from 8am 799 to 10pm. The summer league runs from July 14 through September 22. i The After School Playground Program is a free drop -in program for youth in grades K-5. The program operates Monday through Friday from school dismissal to 4:30pm. The program began on August 19, 2024, and will go on through May 30, 2025. Six elementary school playgrounds provide a variety of activities including board games, crafts, and outdoor games to keep participants safely engaged and entertained. The Summer Fun `N Play Program provides children from ages 5-12 Summer with weekly recreational activities in a group environment. The program Fun 'N Play runs for nine weeks from June 10 through August 9. The children enjoy a variety of games, crafts, and a weekly demonstration from outside organizations. Summer Sports Camp Summer Concerts & Movies in the Park Pageant of the Masters BS 472 CG 465 HA 454 HO 647 HR 465 LW 269 Total 2,772 CG 475 LW 310 Total 785 Sports Camp is offered in the summer for four consecutive weeks, July 15 through August 9. Children ages 5-12 participate in a variety of sport August activities including basketball, soccer, volleyball, and more. Campers SC WK 3 435 go swimming two days during the week and a weekly field trip. The final SC WK 4 472 two weeks campers had fun at Wild Rivers Water Park and Seaside Total 907 Lagoon Water Park. The Summer Concerts and Movies in the Park series continue Thursdays in August with bands Cold Duck and the Latin Soul Band The movies shown were Super Mario Bros. Movie and Wish. The City also celebrated its 121st birthday and First Responder's Night with free cupcakes. �T On Friday, August 9, the Pageant of the Masters excursion to Laguna Beach took place with 53 participants in attendance. The outing included transportation, a light snack, and an evening of fine art. Everyone enjoyed the live artwork accompanied by a professional orchestra while sitting under the stars. Concerts/Movies 1, 790/668 53 On Saturday, August 10, the City of Arcadia Health Fair took place at the Arcadia Community Center from 9am-12pm. This free, inaugural event began with Keynote Speaker Lieutenant General Mary K City -Wide Izaguirre, the 46th Surgeon General of the U.S. Army, and the Health Fair Commanding General, U.S. Army Medical Command, addressing the g00 community. Doctor consultations, health lectures, health screenings, and various medical information booths were available to the 800 individuals in attendance. City -Wide Health On Wednesday, August 28, 58 people attended the City -Wide Health Education Education Series seminar on Diabetes & Our Eyes: All You Need to 58 Series Know + Al in Diabetes Screening. The Volunteen Program provides teens with valuable volunteer Volunteen experiences to help prepare them for college and future jobs. During 14 Volunteens Program the month of August, a total of 225.5 hours were completed by 14 225.5 hours volunteens.
