SUBJECT: APPOINTMENT TO THE SENIOR CITIZENS’ COMMISSION
(ASSISTANCE LEAGUE OF ARCADIA)
CEQA: Not a Project
Recommendation: Make Appointment to Fill Unexpired Term
SUMMARY
At the City Council Meeting on June 18, 2024, the City Council made annual
appointments to fill unexpired terms and openings for all City Boards and Commissions.
During this meeting, the City Council appointed Joyce McGregor to the Senior Citizens’
Commission to serve as the Assistance League of Arcadia member, for a two-year
term, which expires June 30, 2026. On August 19, 2024, the City Clerk’s Office received
the attached letter of resignation from Ms. McGregor. This agenda item will enable the
City Council to take action to fill the vacancy on the Senior Citizens’ Commission
(Assistance League of Arcadia).
DISCUSSION
The Senior Citizens’ Commission meets the first Thursday of each month and is
comprised of three at-large members and five service club members. The City Council
selects the three at-large members during the regular appointment process, while the
service club appointments are made based upon the recommended candidate from the
club itself. The five service clubs with membership on the Senior Citizens’ Commission
include the Assistance League of Arcadia; the Golden Age Club; the Senior Friendship
Club; the Senior Men’s Club; and the Traveler’s Club. All membership on the Senior
Citizens’ Commission, at-large or service club appointment, is for a two-year term.
Due to the resignation of Ms. McGregor, the Assistance League of Arcadia has
submitted the attached letter recommending the City Council appoint Shirley Curley to
fill the unexpired term of Ms. McGregor. Attached is a copy of Ms. Curley’s Citizen
Service Resume. At the end of the term, Ms. Curley would be eligible to serve an
additional two-year term.

ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the
environment.
FISCAL IMPACT
There is no fiscal impact resulting from the City Council appointing a new member to the
Senior Citizens’ Commission.
RECOMMENDATION
It is recommended that the City Council determine this action does not constitute a
project under the California Environmental Quality Act (“CEQA”); and appoint Shirley
Curley to the Senior Citizens’ Commission (Assistance League of Arcadia) to fill the
vacancy, with a term expiring June 30, 2026.
