SUMMARY
The Arcadia Community Survey is the City’s first comprehensive effort to gather feedback
from residents about the quality of life in Arcadia. With more than 150 questions designed
to measure resident views and satisfaction levels, this statistically valid survey provides
important insights on the current characteristics, services, and governance of Arcadia.
By sharing their perceptions and priorities in the survey, residents have provided the City
with valuable feedback about their experience living in Arcadia, and an important
mechanism to measure performance over time. The Arcadia Community Survey is a tool
designed to amplify resident voices and obtain valuable feedback on the services,
programs, and offerings in Arcadia. It is recommended that the City Council receive and
file this report on the Arcadia Community Survey.
BACKGROUND
In the Fiscal Year 2023-24 Budget, the City Council authorized the first comprehensive,
community-wide survey for Arcadia residents. To undertake a survey of this nature, the
City partnered with Polco, a national firm that provides a custom platform for polling and
community engagement efforts. Polco administers the National Community Survey on
behalf of hundreds of cities and towns across the country that seek resident input on
public services and quality of life.
The National Community Survey (“NCS”) is a survey instrument that was first created in
2001, in partnership with the International City/County Managers Association. Since its
inception, this survey has been administered in thousands of cities and towns across the
nation. An advantage of using an established and comprehensive survey like the NCS is

that it allows for the benefit of comparison. Understanding how Arcadia compares to other
similar cities provides valuable insights, identifying areas where the City is excelling and
surpassing its peers, as well as potential areas for improvement.
The NCS is designed to obtain statistically valid results on community livability, which is
gathered through questions on the Economy; Mobility; Community Design; Utilities;
Safety; Natural Environment; Parks and Recreation; Health and Wellness; and Education,
Arts, and Culture. The invitation for the survey was mailed to a representative sample of
6,000 Arcadia households, in English, Spanish, and Simplified Chinese, to take as a
paper survey or online. In addition to the standard set of questions included in the survey,
Arcadia opted to add a few custom questions to gauge public communication sources, as
well as perceptions on affordable housing, homelessness, and translation services.
Between March 2024 and May 2024, a total of 529 households completed the survey, for
a response rate of 9%, which falls within the typical response level for these surveys.
Following the official survey period, residents that were not randomly selected to
participate had the opportunity to take the exact same survey through a link provided on
the City’s website. The open-ended survey was available for two-weeks and was
ultimately completed by 77 residents. Since the open-ended survey could be taken
multiple times by the same individual, the results are not considered statistically valid,
and thus, are not included in the results of the attached report. The complete report is
available on the City’s website for viewing.
The survey contained a total of 157 questions that asked respondents to rate various
aspects of their quality of life, quality of City services, government performance, the
importance of particular issues, and their behaviors and preferences. Most survey
questions pertain directly to City services and offerings; however, a handful of questions
relate to services provided by different agencies. For example, the NCS contains
questions on animal control and certain utilities (waste, electric and gas), which are
services not provided by Arcadia directly, but are administered to residents through
managed contracts or are independent of City involvement altogether. To obtain a full
picture of the quality of life in Arcadia, it is important that all relevant questions remain in
the survey, regardless of how the service is provided to the community.
DISCUSSION
Interpreting the Results
Many of the survey responses shown in the report indicate a “percent positive”. This
percentage is reached by combining the two most positive responses to any one question.
Most of the survey questions were structured in a manner that asked respondents to
select among five potential responses, with options ranging from “Excellent”, “Good”,
“Fair”, “Poor”, or “Don’t Know”. For this type of question, responses that included
“Excellent” or “Good” as the answer are then combined and reported as a numeric value,
or the “precent positive”.

How Arcadia Compares
One benefit of using the National Community Survey (“NCS”) is the ability to see how
Arcadia compares to other cities. In the NCS database, survey results from the last five
years from over 500 cities have been included in the “benchmark” column. For most of
the survey questions, the report shows one column that displays the rating Arcadia was
given by its respondents, followed by a second column showing how that rating compares
to the national “benchmark”. This allows for comparison across various quality of life
metrics, with the ability to see if Arcadia’s ratings are lower, similar, higher, or much higher
than the benchmark.
Arcadia Community Survey
Results from the survey help provide more insight into resident satisfaction levels with
City services as well as the overall quality of life. The survey results show Arcadia
performing exceedingly well in the areas of K-12 education and available shopping
opportunities, while simultaneously highlighting potential areas for improvement, like
housing affordability and the availability of walking paths and trails.
Areas of High Performance
Results from the survey confirm that Arcadia is performing better than the national
benchmark in several important areas:
• K-12 Education – Much Higher
• Shopping Opportunities – Much Higher
• Street Repair - Higher
• Ease of Travel by Public Transportation - Higher
• Overall Image or Reputation - Higher
• Overall Opportunities for Education, Culture, and the Arts - Higher
Regarding City services, residents positively reported feeling safe in the community and
gave high ratings to safety services, which include Fire, Ambulance/EMS, and Police
Services. Survey respondents also noted the high quality of Street Repair in Arcadia,
which is evidenced by the level of resources and effort invested into the City’s roadway
network.
The efforts to keep Arcadia an effective and well-managed community have not gone
unnoticed. Residents rated Arcadia’s “overall image and reputation” with a score of 84%,
which is higher than the national benchmark. Recognizing the need for translation
services for non-English speaking residents, Arcadia received positive marks for its work
to translate print (60% positive) and digital materials (55% positive) into other languages.
In summary, it can be reasonably deduced that Arcadia offers a high standard of living to
its residents. As evidenced by the survey data, the quality of life in Arcadia is rated highly
by community members, and there are several key service areas where Arcadia
outperforms the national benchmark.

Areas for Greater Focus
Areas identified for improvement through the survey data include the availability of paths
and walking trails, with a 54% positive rating, and lower rating than the national
benchmark. While parks and recreational opportunities received a 76% positive rating
overall, this response on paths and walking trails may inform an area of focus for the next
update to the Parks Master Plan or other planning and improvement efforts.
Another area for greater focus includes the availability of affordable quality housing. While
a positive rating of 22% is low, this rating is similar to the responses received by other
surveyed communities, confirming that many cities struggle with housing affordability. In
a related question, residents were asked about the decision to encourage higher-density
affordable housing in Arcadia’s downtown. Results show that more residents support the
direction to encourage high-density affordable housing downtown, with 42% agreeing or
strongly agreeing with that direction.
One final area to highlight are the ten facets of community livability measured throughout
the survey. Of these ten facets, half show a gap over 10% between the level of importance
(as indicated by respondents) and the percent positive rating received. As illustrated by
the table in page 8 of the report (see below), residents rated the importance of “Safety”,
“Utilities”, “Community Design”, “Mobility” and “Inclusivity and Engagement” more than
10% higher than the quality of services received in those areas. Understanding why those
gaps exist and potential ways to narrow them may help Arcadia better align its services
with community expectations and importance.

In the evolving landscape of community relations, a City-wide survey that serves to
strengthen resident communication and engagement is critical. The Arcadia Community
Survey signifies an important step in keeping the lines of communication with residents
open, allowing for important feedback from community members that may not otherwise
engage with the City. Results from the Arcadia Community Survey will be used to better
inform City priorities and performance, helping bring a better lens on how Arcadia is doing.
ENVIRONMENTAL ANALYSIS
Undertaking the Arcadia Community Survey and sharing the results does not constitute
a project under the California Environmental Quality Act (“CEQA”), as it can be seen with
certainty that it will have no impact on the environment.
FISCAL IMPACT
The Arcadia Community Survey was budgeted in the FY2023-24 Adopted Budget with a
total cost of $30,000. The project was completed within budget and there is no further
fiscal impact from sharing the survey results. If the City Council seeks to repeat this survey
in the future, an additional appropriation will be needed in whatever year it is undertaken.
RECOMMENDATION
It is recommended that the City Council determine this action does not constitute a project
under the California Environmental Quality Act (“CEQA”); and receive and file the results
of the Arcadia Community Survey.

About The NCS™
The National Community Survey™ (The NCS™) report is about the
“livability” of Arcadia. A livable community is a place that is not simply
habitable, but that is desirable. It is not only where people do live, but
where they want to live. The NCS was developed by the experts from
National Research Center at Polco in partnership with the
International City/County Management Association (ICMA) and has
been administered in hundreds of communities across the United
States.
Great communities are partnerships of the government, private sector,
community-based organizations and residents, all geographically
connected. The NCS focuses on the livability of Arcadia by
categorizing survey questions into the ten main “facets” of community
livability shown below, which have been identified through years of
extensive survey research as those that are most impactful to
residents’ quality of life.

How the results are reported
For the most part, the percentages presented in this report represent the “percent positive.” Most commonly, the
percent positive is the combination of the top two most positive response options (i.e., excellent/good, very
safe/somewhat safe, etc.). On many of the questions in the survey, respondents may answer “don’t know.” The
proportion of respondents giving a "don't know" response is shown in the full set of responses included in the
“complete data” section; however, these responses have been removed from the analyses presented in the main
body of the report. In other words, the tables and graphs display the responses from respondents who had an
opinion about a specific item.
Comparisons to benchmarks
NRC’s database of comparative resident opinion is comprised of resident perspectives gathered in surveys from
over 500 communities whose residents evaluated the same kinds of topics on The National Community Survey.
The comparison evaluations are from the most recent survey completed in each community in the last five years.
NRC adds the latest results quickly upon survey completion, keeping the benchmark data fresh and relevant. The
communities in the database represent a wide geographic and population range. In each tab, Arcadia's results are
noted as being “higher” than the benchmark, “lower” than the benchmark, or “similar” to the benchmark, meaning
that the average rating given by Arcadia residents is statistically similar to or different (greater or lesser) than the
benchmark. Being rated as “higher” or “lower” than the benchmark means that Arcadia's average rating for a
particular item was more than 10 points different than the benchmark. If a rating was “much higher” or “much
lower,” then Arcadia's average rating was more than 20 points different when compared to the benchmark.
The report provides the opinions of a representative sample of 529 residents of the City of Arcadia collected from
March 20, 2024 to May 8, 2024. The margin of error around any reported percentage is 4% for all respondents and
the response rate for the 2024 survey was 9%. Survey results were weighted so that the demographic profile of
respondents was representative of the demographic profile of adults in Arcadia.

Study Limitations
All public opinion research is subject to unmeasured error. While the methodologies employed for this survey were
designed to minimize this error as much as possible, these other sources of potential error should be
acknowledged.Non-response error arises when those who were selected to participate in the survey did not do
so, and may have different opinions or experiences than those who did respond.Coverage error refers to the
possibility that some respondents that should have been included in the surveyed population were not (e.g., for a
general resident survey, USPS mailing lists may exclude certain types of housing units, such as multi-family
buildings where mail is delivered to a common area rather than to a specific unit (though this is rare), or where mail
is received at a PO box instead of the at household's physical location. Finally,recall bias occurs when
respondents may not perfectly remember their experiences in the past year (such as participation in social or civic
events), and social desirability bias may cause respondents to answer in ways they think cast their responses in
a more favorable light.

Analyzing the data
Responses from mailed surveys were entered into an electronic dataset using a “key and verify” method, where all
responses are entered twice and compared to each other. Any discrepancies were resolved in comparison to the
original survey form. Range checks as well as other forms of quality control were also performed. Responses from
surveys completed on Polco were downloaded and merged with the mailed survey responses.
The demographics of the survey respondents were compared to those found in the 2020 Census and 2022
American Community Survey estimates for adults in the City of Arcadia. The primary objective of weighting survey
data is to make the survey respondents reflective of the larger population of the community. The characteristics
used for weighting were age, sex, race, Hispanic origin, housing type, housing tenure, and area. No adjustments
were made for design effects. Weights were calculated using an iterative, multiplicative raking model known as the
ANES Weighting Algorithm.² The results of the weighting scheme for the probability sample are presented in the
following table.
NRC aligns demographic labels with those used by the U.S. Census for reporting purposes, when possible. Some
categories (e.g., age, race/Hispanic origin, housing type, and length of residency) are combined into smaller
subgroups.

Methods
Selecting survey recipients
All households within the City of Arcadia were eligible to participate in the survey. A list of all households within the
zip codes serving Arcadia was purchased from NRC's mailing vendor, Go-Dog Direct, based on updated listings
from the United States Postal Service. Since some of the zip codes that serve the City of Arcadia households may
also serve addresses that lie outside of the community, the exact geographic location of each housing unit was
compared to community boundaries using the most current municipal boundary file. Addresses located outside of
Arcadia boundaries were removed from the list of potential households to survey. Each address identified as being
within City boundaries was further identified as being within 1 of 5 districts. From that list, addresses were randomly
selected as survey recipients, with multi-family housing units (defined as those with a unit number) sampled at a
rate of 5:3 compared to single family housing units.
An individual within each household was randomly selected using the birthday method. The birthday method
selects a person within the household by asking the “person who most recently had a birthday” to complete the
questionnaire. The underlying assumption in this method is that day of birth has no relationship to the way people
respond to surveys. This instruction was contained in the introduction of the survey.
Conducting the survey
The 6,000 randomly selected households received mailings beginning on March 20, 2024 and data collection for
the survey remained open for 7 weeks. The first mailing was a postcard inviting the household to participate in the
survey. The next mailing contained a cover letter with instructions, the survey questionnaire, and a postage-paid
return envelope. All mailings included a web link to give residents the opportunity to respond to the survey online,
as well as QR codes to further encourage participation. All follow-up mailings asked those who had not completed
the survey to do so, and those who had already done so to refrain from completing the survey again.
The survey was available in English, Spanish, and Simplified Chinese. All mailings contained paragraphs in each
language instructing participants on how to complete the survey in their preferred language.
About 2% of the 6,000 mailed invitations or surveys were returned because the household address was vacant or
the postal service was unable to deliver the survey as addressed. Of the remaining 5,892 households that received
the invitations to participate, 529 completed the survey, providing an overall response rate of 9%. The response
rate was calculated using AAPOR’s response rate #2 for mailed surveys of unnamed persons.¹
It is customary to describe the precision of estimates made from surveys by a “level of confidence” and
accompanying “confidence interval” (or margin of error). A traditional level of confidence, and the one used here, is
95%. The 95% confidence interval can be any size and quantifies the sampling error or imprecision of the survey
results because some residents’ opinions are relied on to estimate all residents’ opinions. The margin of error for
the City of Arcadia survey is no greater than plus or minus four percentage points around any given percent
reported for all respondents (529 completed surveys).
In addition to the randomly selected “probability sample” of households, a link to an online open-participation survey
was publicized by the City of Arcadia. The open-participation survey was identical to the random sample survey,
with two small updates; it asked a question to confirm the respondent was a resident of Arcadia and also a question
about where they heard about the survey. The open-participation survey was open to all city residents and became
available on April 24, 2024. The survey remained open for two weeks. The data presented in the following tabs
exclude the open participation survey data, but a tab at the end provides the complete frequency of responses to
questions by the open-participation respondents.

Analyzing the data
Responses from mailed surveys were entered into an electronic dataset using a “key and verify” method, where all
responses are entered twice and compared to each other. Any discrepancies were resolved in comparison to the
original survey form. Range checks as well as other forms of quality control were also performed. Responses from
surveys completed on Polco were downloaded and merged with the mailed survey responses.
The demographics of the survey respondents were compared to those found in the 2020 Census and 2022
American Community Survey estimates for adults in the City of Arcadia. The primary objective of weighting survey
data is to make the survey respondents reflective of the larger population of the community. The characteristics
used for weighting were age, sex, race, Hispanic origin, housing type, housing tenure, and area. No adjustments
were made for design effects. Weights were calculated using an iterative, multiplicative raking model known as the
ANES Weighting Algorithm.² The results of the weighting scheme for the probability sample are presented in the
following table.
NRC aligns demographic labels with those used by the U.S. Census for reporting purposes, when possible. Some
categories (e.g., age, race/Hispanic origin, housing type, and length of residency) are combined into smaller
subgroups.

MethodsSelecting survey recipientsAll households within the City of Arcadia were eligible to participate in the survey. A list of all households within thezip codes serving Arcadia was purchased from NRC's mailing vendor, Go-Dog Direct, based on updated listingsfrom the United States Postal Service. Since some of the zip codes that serve the City of Arcadia households mayalso serve addresses that lie outside of the community, the exact geographic location of each housing unit wascompared to community boundaries using the most current municipal boundary file. Addresses located outside ofArcadia boundaries were removed from the list of potential households to survey. Each address identified as beingwithin City boundaries was further identified as being within one of 5 districts.From that list, addresses wererandomly selected as survey recipients, with multi-family housing units (defined as those with a unit number)sampled at a rate of 5:3 compared to single family housing units.An individual within each household was randomly selected using the birthday method. The birthday methodselects a person within the household by asking the “person who most recently had a birthday” to complete thequestionnaire. The underlying assumption in this method is that day of birth has no relationship to the way peoplerespond to surveys. This instruction was contained in the introduction of the survey.

Conducting the surveyThe 6,000 randomly selected households received mailings beginning on March 20, 2024 and data collection forthe survey remained open for 7 weeks. The first mailing was a postcard inviting the household to participate in thesurvey. The next mailing contained a cover letter with instructions, the survey questionnaire, and a postage-paidreturn envelope. All mailings included a web link to give residents the opportunity to respond to the survey online,as well as QR codes to further encourage participation. All follow-up mailings asked those who had not completedthe survey to do so, and those who had already done so to refrain from completing the survey again.The survey was available in English, Spanish, and Simplified Chinese. All mailings contained paragraphs in alllanguages instructing participants on how to complete the survey in their preferred language.About 2% of the 6,000 mailed invitations or surveys were returned because the household address was vacant orthe postal service was unable to deliver the survey as addressed. Of the remaining 5,892 households that receivedthe invitations to participate, 529 completed the survey, providing an overall response rate of 9%. The responserate was calculated using AAPOR’s response rate #2 for mailed surveys of unnamed persons.¹It is customary to describe the precision of estimates made from surveys by a “level of confidence” andaccompanying “confidence interval” (or margin of error). A traditional level of confidence, and the one used here, is95%. The 95% confidence interval can be any size and quantifies the sampling error or imprecision of the surveyresults because some residents’ opinions are relied on to estimate all residents’ opinions. The margin of error forthe City of Arcadia survey is no greater than plus or minus four percentage points around any given percentreported for all respondents (529 completed surveys).In addition to the randomly selected “probability sample” of households, a link to an online open-participation surveywas publicized by the City of Arcadia. The open-participation survey was identical to the random sample survey,with two small updates; it asked a question to confirm the respondent was a resident of Arcadia and also a questionabout where they heard about the survey. The open-participation survey was open to all city residents and becameavailable on April 24, 2024. The survey remained open for two weeks. The data presented in the following tabsexclude the open participation survey data, but a tab at the end provides the complete frequency of responses toquestions by the open-participation respondents.
The survey datasets were analyzed using all or some of a combination of the Statistical Package for the Social
Sciences (SPSS), R, Python, and Tableau. For the most part, the percentages presented in the reports represent
the “percent positive.” The percent positive is the combination of the top two most positive response options (i.e.,
excellent/good, very safe/somewhat safe, essential/very important, etc.), or, in the case of resident
behaviors/participation, the percent positive represents the proportion of respondents indicating “yes” or
participating in an activity at least once a month.
On many of the questions in the survey, respondents may answer “don’t know.” The proportion of respondents
giving this reply is shown in the full set of responses included in the “complete data” section. However, these
responses have been removed from the analyses presented in the reports. In other words, the tables and graphs
display the responses from respondents who had an opinion about a specific item.

Study Limitations
All public opinion research is subject to unmeasured error. While the methodologies employed for this survey were
designed to minimize this error as much as possible, these other sources of potential error should be
acknowledged. Non-response error arises when those who were selected to participate in the survey did not do
so, and may have different opinions or experiences than those who did respond. Coverage error refers to the
possibility that some respondents that should have been included in the surveyed population were not (e.g., for a
general resident survey, USPS mailing lists may exclude certain types of housing units, such as multi-family
buildings where mail is delivered to a common area rather than to a specific unit (though this is rare), or where mail
is received at a PO box instead of the at household's physical location. Finally, recall bias occurs when
respondents may not perfectly remember their experiences in the past year (such as participation in social or civic
events), and social desirability bias may cause respondents to answer in ways they think cast their responses in
a more favorable light.

Key Findings
Highest-performing areas:
- The overall opportunities for education, culture, and arts in Arcadia scored above the national benchmark, and
ratings for K-12 education came in much higher than comparison communities.
- A large majority of residents reported feeling safe in their neighborhoods during the day and gave high marks to
many safety services throughout the city (including fire services, ambulance/EMS, and police/sheriff services).
- Over 8 in 10 residents positively rated the overall image or reputation of Arcadia, a number that exceeded
national benchmarks.
- Usage rates for public transportation were higher in Arcadia than in other communities across the country, as
were evaluations for the ease of travel by public transportation.
Lowest-performing areas:
- Residents identified affordability issues within the City, with fewer than 3 in 10 positively evaluating the cost of
living and the availability of affordable quality housing in Arcadia.
- Fewer than half of respondents favorably reviewed the city’s employment opportunities and the vibrancy of its
downtown/commercial area, though both scored in line with national averages.
- The availability of walking paths and trails throughout the city ranked below benchmark comparisons.
Comparisons to National Benchmarks:
Of the 121 evaluative questions which were compared to national averages, 114 were statistically similar to
comparison communities. Much higher ratings were seen in 2 items, while 4 items were higher than the
benchmarks and 1 item was lower. Being rated as “higher” or “lower” than the benchmark means that Arcadia’s
average rating for a particular item was more than 10 points different than the benchmark. If a rating was “much
higher” or “much lower,” then Arcadia’s average rating was more than 20 points different when compared to the
benchmark.

randomly selected to participate in the 2024 Arcadia
Community Survey. It's Arcadia’s first-ever Citywide
survey, and your voice matters! Your feedback will directly
influence decisions that shape our community. The survey
