RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, October 9, 2024 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Vice -Chairperson Mediana called the meeting to order at 6:01 pm. PLEDGE OF ALLEGIANCE — Commissioner Cheung ROLL CALL OF COMMISSIONERS PRESENT: Ayala, Cheung, Golsby, and Mediana EXCUSED: Vanni A motion was made by Commissioner Ayala, seconded by Vice -Chairperson Mediana, and unanimously carried on roll call vote to excuse Chairperson Vanni. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Ayala reported he attended the Moon Festival on September 14. Commissioner Ayala reported he and his family enjoyed the festivities and decorations. Commissioner Ayala reported he observed the surveillance cameras at Bonita Park have been moved closer to the skate park. Commissioner Ayala reported this appears to have made a noticeable difference in the recurring graffiti issues at the facility. Commissioner Cheung complimented the Recreation and Community Services Department and the Public Works Services Department for doing a nice job of maintaining the parks and facilities. Commissioner Goldsby reported he attended the Moon Festival event on September 14 with visitors from outside the country. They were impressed and enjoyed the event. Vice -Chairperson Mediana reported he drove by the Moon Festival event held on September 14. Although he was unable to stop, he noticed the nice turn out. REPORT FROM CITY COUNCIL MEMBER LIAISON No Report 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of September 11, 2024. It was moved by Commissioner Cheung, seconded by Vice Chairperson Mediana, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report from Public Works Services Department Project Updates Street Superintendent Public Works Services (SSPWS) Dave Thompson reported the Newcastle Park Renovation Project will be resuming work and is on schedule to re -open in Summer 2025. SSPWS Thompson reported the Baseball Field Bleacher project is complete at Hugo Reid and Bonita Park baseball fields. SSPWS Thompson reported road rehabilitation will begin soon in the various areas of Arcadia. SSPWS Thompson explained road rehabilitation is different from slurry sealing. Slurry seal is a topcoat over the asphalt, road rehabilitation is removal and replacement of the asphalt. SSPWS Thompson reported the Baldwin Ave Tree Replacement project is underway. This project is to replace the trees lining Baldwin Ave south of Huntington Drive. The trees that have been removed were causing sidewalk and road damage. The new, young trees will give a fresh look to the area and keep the streets and sidewalks safe for the community. b. Report from Recreation and Community Services Department I. Monthly Reports Director Recreation Community Services (DRCS) Sara Somogyi reported on several senior programs in the month of September. DRCS Somogyi reported the billiards room had 299 participants. DRCS Somogyi reported 12 participants had their blood pressure checked by USC Arcadia Hospital. DRCS Somogyi reported class attendance at the various facilities was over 1,600. DRCS Somogyi reported Coffee with the Mayor had 26 seniors in attendance. DRCS Somogyi reported the gift shop had 91 visitors. DRCS reported the Community Craft Fair will be taking place Saturday, October 19. DRCS Somogyi reported the new Karaoke activity held on the fourth Tuesday of the month had 49 seniors participate. DRCS Somogyi reported mahjong had 136 participants. DRCS Somogyi reported 76 seniors attended the seminars held in October: Paramedic Membership, Cooking Tutorial: Curry Soup & Apple Bread, and Estate Planning & Probate. DRCS Somogyi reported, Sing Along with James on Wednesdays had 144 seniors participate. DRCS Somogyi reported 75 seniors played Bingo on September 13. DRCS Somogyi reported 135 seniors attended the Moon Festival Luncheon on September 13. DRCS Somogyi reported on several recreation programs and activities in the month of September. DRCS Somogyi reported the Adult Basketball League had 680 participants. DRCS Somogyi reported the Afterschool Program had 4,785 children attending in the month of September. DRCS Somogyi reported all sites are full and the Department is currently hiring more staff to accommodate more in the program. DRCS Somogyi reported the Volunteen Program is in the process of screening teens for the school year program. DRCS Somogyi reported 49 children attended the Circus, Circus themed Kid's Night Out on September 13. DRCS Somogyi reported the Moon Festival held on Saturday, September 14 had 4,000 people in attendance. DRCS Somogyi reported the Father and Daughter Dance took place on Friday, September 27. 74 fathers and daughters enjoyed a western themed evening of dancing, dining, and activities led by an interactive DJ. DRCS Somogyi reported youth and adult classes had over 2,700 participants. DRCS Somogyi reported Community Center rentals had eight rentals with 1,100 people in attendance in the month of September. II. Financial Statements DRCS Somogyi reported the City is implementing the new financial system with the accounting department transitioning all financial activity from the old system to the new system. DRCS Somogyi reported accuracy may be affected in the current reports. DRCS Somogyi reported the Fiscal Year 2024/25 August percentage for expenditures is approximately 15% with revenue at approximately 32%. DRCS Somogyi reported the Parks and Recreation Facilities Fund will begin to see movement with the Newcastle Park Renovation project resuming. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION Three pool tables are available Monday through Friday from ATTENDANCE Billiard Room 164 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available the second Tuesday of Check each month, from 10-1 lam in the Community Center. 9 Bridge is available on Wednesdays from 10am-1 pm. Card Bridge games help improve memory and cognition, enhance motor 136 skills, and promote socialization. Exercise plays a vital role in health and contributes to bone Classes density improvement, increased muscle strength, flexibility, and 2,123 can also reduce stress. Some classes offered are line dance, cardio plus, art, chair yoga, and Zumba. Arcadia logo merchandise is now available $848 for purchase during gift shop hours. _ Information & The I&R program assists seniors and their families with issues 14 Referral Intakes that affect their quality of life by providing information and referral that address their daily living concerns. On the fourth Tuesday of the month, seniors can participate in Karaoke karaoke. Seniors sing along to their favorite tunes in a multitude 52 of languages. Starting in November, karaoke will be on the first and third Thursday of the month. The Lions Sight program is offered in conjunction with the Lions Arcadia Lions Club. The program offers low-income seniors free Sight vision care. Prospective clients are screened to make the 3 necessary arrangements for the free service. Legal The Neighborhood Legal Services of Los Angeles Organization Assistance is available once a month at the Community Center to provide 4 seniors with legal insight. Mahjong is a game of Chinese origin played by four people with Mahjong 144 tiles that are drawn and discarded until a player secures a 104 winning hand. American Mahjong meets on Tuesdays, at 1 pm and Traditional Chinese Mahiong on Fridays at 12:30 m. _ Monday The Monday Dance is held the first, third, and fifth Monday of 10/7 99 Dance each month. This program provides live music entertainment for 10/21 100 everyone to dance to and enjoy. Total 199 Monthly Dial A Ride bus passes are sold at the Community Center and 17 Bus Pass can also be mailed to seniors. Bus passes are $5 per month. Pinochle meets every Monday from 9am-2pm. Pinochle is a trick Pinochle taking ace ten card game of German origin usually played by two 24 J to four people with a 48-card deck. Senior Meals A nutritious meal is provided Monday -Friday. For many seniors 888 Program this is the only hot meal they have daily. Average/Day 47 Senior Free seminars on diverse topics are available each month. The Seminars following topics were presented in October: Social Security 101, 56 Financial Literacy, and Managing Chronic Conditions. Sing Along with Sing along with James meets Wednesdays from 1-3pm. James James is one of our volunteers who plays his guitar and sings with a 144 group of seniors for fun and socialization. Table Table Tennis is available Monday -Friday, from 8am-4pm. Tennis Equipment is available at the front desk for seniors to play and 184 meet new friends. Each month, participants meet at different restaurants to have Taste the Town lunch and socialize. In October, participants had lunch at The 25 Cheesecake Factory in Arcadia. Weekly New movie releases or classic movies are shown on a theater Movie size screen every Wednesday for free. 28 You've Got a This program provides a weekly phone call to individuals who Friend live alone, feel lonely, or need someone to check on them. New 3 friends are made, and great conversations are enjoyed. On Friday, October 11, the annual Western Hoedown was held Western in the Community Center Ballroom. 148 Participants enjoyed a Hoedown 148 BBQ lunch, dressing up in western attire, winning raffle prizes, _ and line dancing with instructor Bill Be" and DJ Pam Wagoner. On Friday, October 18, 26 participants arrived in costume for a Wicked Bunco Halloween themed Bunco. Three rounds of Bunco were played 26 and a light lunch of pinwheel sandwiches, broccoli salad, chips, iced tea, and dessert. Winners received gift cards. On Thursday October 24, participants enjoyed a day exploring Cultural Day Little Tokyo and learning about the Japanese Culture. 52 Camp participants shopped at the Japanese Village Plaza, visited the Japanese National American Museum, and finished the day with lunch at Orochon Ramen Boo Bash Arcadia Travelers Club 52 On Thursday, October 31, 85 seniors attended Boo Bash. Seniors dressed up in costumes, participated in a costume contest, played Halloween themed games, and enjoyed a 85 luncheon. The costume contest categories were Most Original, Funniest, Scariest, and Best Duo. The winners took home spooky skeleton trophies and a gift card. Support services include registering members for trips, signing Meeting: 60 up new members, and managing the club's correspondence. Total: 210 Cumulative total for senior services 5,339 Connection Total number of monthly newsletters distributed this month. 1,200 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION The Adult basketball league has 28 teams participating in the Fall Adult league. The league takes place at the Dana Gym on Sundays from 8am Basketball to 10pm. The summer league runs from September 29 through December 8. The After School Playground Program is a free drop -in program for youth in grades K-5. The program operates Monday through Friday Afterschool from school dismissal to 4:30pm. The program began on August 19, Program 2024, and will go on through May 30, 2025. Six elementary school playgrounds provide a variety of activities including board games, crafts, and outdoor games to keep participants safely engaged and entertained. Girls Youth Volleyball is offered each fall through the after -school Girls Youth program. There are three divisions, Division A is for 7th and 81h grade, Volleyball Division B is for 5th and 6th grade, and Division C is for 3rd and 4th grade. Practices are twice a week with games played on weekends. Kids' Night Out took place on Friday, October 11, at the Arcadia Kids' Night Community Center. Participants took part in a "Ghouls Night Out" Out evening. Parents enjoyed a night out while their kids had dinner, made a fun Halloween themed craft, played games, and watched a movie. Series 1 Halloween Haunting Community Center Classes Dana Gym Classes MEC Classes Off -Site & Virtual Classes Community Center Rentals On Friday, October 25, 6000 people came out to the Downtown Arcadia Halloween Haunting in downtown Arcadia. The Recreation and Community Services Department hosted 10 games, crafts, and candy to hand out to participants. Examples of classes offered at this location include exercise classes, karate, cooking, chess, table tennis, yoga, lip reading, painting, and line dancing. Examples of classes offered at this location include exercise classes, youth basketball classes, volleyball, and badminton. Examples of classes offered at this location include guzheng, karate, tai chi, and line dancing. Examples of classes offered off -site or virtually include tennis, art, exercise, music, and more. The facility is available for rent to Arcadia civic and non-profit organizations for activities and programs.
