SUBJECT: ACCEPTANCE - ASBESTOS ABATEMENT & DEMOLITION OF THE
BUILDING AT 21 MORLAN PLACE
Recommendation: Accept all work performed by Oak Tree
Environmental as complete and authorize the final payment to be
made in accordance with the contract documents
SUMMARY
In September of 2008, the Redevelopment Agency purchased the property at 21 Morlan
Place from the Church in Arcadia to facilitate the expansion of the Rusnak/Arcadia
Mercedes-Benz dealership. In February 2009, the Church in Arcadia moved out of the
building into temporary facilities while they pursue the construction of their new building
on Live Oak Avenue.
On June 16, 2009, the Redevelopment Agency Board awarded a contract for the
Asbestos Abatement & Demolition of the Building at 21 Morlan Place to Oak Tree
Environmental in the amount of $76,000. The Agency appropriation was for a total of
$115,000 which included a 10% contingency for the contract as well as additional
contract management and inspection funding. There were four change orders in the
amount of $11,795.04 which increased the contract amount to $87,795.04.
The terms and conditions of this project have been completed and the required work
has been performed to staff's satisfaction for a final cost of $87,795.04. Staff
recommends that the City Council accept the project as complete and authorize the final
payment in accordance with the approved contract documents.
BACKGROUND
The Redevelopment Agency has been working with Rusnak/Arcadia to assemble
parcels to facilitate the expansion of its Mercedes-Benz Automobile dealership. The
property at 21 Morlan Place was owned by the Church in Arcadia and is directly east of
the Rusnak property. In September of 2008, the Redevelopment Agency purchased the
property from the Church in Arcadia and as part of the sale, included a site on Live Oak
Avenue for the Church to relocate. In February of 2008, the Church moved out of the

building at 21 Morlan Place into temporary facilities while their new building is being
developed.
In February of 2009, Converse Consultants conducted a survey of the building for
asbestos and lead-based paint materials. They found no exposure to lead-based
paints, but they did find a significant amount of asbestos materials. That information
was incorporated into the demolition project specifications. The specifications were
completed in April 2009 and the project was advertised for bids in May. A pre-bid
conference was held on May 19 and attracted 45 prospective bidders.
Fourteen bids were received on May 27, 2009 with Oak Tree Environmental as the
successful low bidder in the amount of $76,000. On June 16, 2009, the Redevelopment
Agency Board awarded a contract for the Asbestos Abatement & Demolition of the
Building at 21 Morlan Place to Oak Tree Environmental.
DISCUSSION
Four (4) change orders were necessary for this project in the total amount of
$11,795.04. Two change orders were for the installation of a temporary power pole and
the electrical service on site for the duration of the project. An additional change order
was issued for a temporary generator to keep the work going while waiting for Southern
California Edison to install the temporary meter. A final change order was issued for the
cleanup, removal and disposal of debris due to the City's pre-demolition activities
including the Police and Fire Department's training efforts. The clean-up was necessary
to facilitate the Asbestos removal and to remove salvageable material.
FISCAL IMPACT
The Redevelopment Agency Board approved a total project budget appropriation of
$115,000 from available Redevelopment Agency reserves. The total construction cost
was $87,795.04 for Oak Tree Environmental and combined with all other project costs
including hazardous materials reports and observations, bid and construction
administration, inspection and contingency, the total project cost is $107,000. There is
no impact to the General Fund.
RECOMMENDATION
That the Agency Board accept all work performed by Oak Tree Environmental for the
Asbestos Abatement and Demolition of the Building at 21 Morlan Place as complete
and authorize the final payment to be made in accordance with the contract documents.
