SUBJECT: ACCEPTANCE - TRAFFIC SIGNAL MODIFICATION PROJECT AT
HUNTINGTON DRIVE AND FIRST AVENUE AND SANTA ANITA
AVENUE AND SANTA CLARA STREET
Recommendation: Accept all work performed by Christopher
Morales, Inc., as complete and authorize the final payment to be
made in accordance with contract documents
SUMMARY
The City Council awarded a contract to Christopher Morales, Inc. in the amount of
$99,900 on May 5, 2009 to modify the traffic signals at the intersections of Huntington
Drive and First Avenue and at Santa Anita Avenue and Santa Clara Street. There was
one change order in the amount of $9,727.41 which increased the contract amount to
$109,624.41.
The terms and conditions of this project have been completed and the required work
has been performed to staff's satisfaction for a final cost of $109,624.41. Staff is
recommending that the City Council accept the project as complete and authorize the
final payment in accordance with the approved contract documents.
BACKGROUND
The project is part of an ongoing program to upgrade and improve City traffic signals to
improve traffic safety, reduce maintenance cost and improve aesthetics.
Following the guidance of the City Council, staff undertook a study of intersections in
need of traffic safety improvements. A list of candidate intersections capable of
sustaining protected/permissive left turns (PPLT) was prepared and investigated as to
whether PPLT traffic signal warrants could be met.

A warrant investigation conducted by the Development Services Department/
Engineering Division determined that these two intersections were ideally suited to
receive PPLT installations. At the intersection of Santa Anita Avenue and Santa Clara
Street, the installation of north/south PPLT phasing and the installation of a video
detection system was warranted. At the intersection of Huntington Drive and First
Avenue, the installation of east/west PPLT phasing was also warranted.
The installation of PPLT phasing improves traffic safety, traffic signal operations, and
enhances public convenience. PPLT's are installed at intersections with no left turn
signals and where there are an insufficient number of gaps in the opposing traffic lanes
to accommodate left turns. PPLT's reduce driver annoyance, congestion and improve
intersection capacity by improving traffic flows. Various factors such as turning
movement, collision history, volumes, speed, surrounding land use, and intersection
geometrics were used to make the determination that those improvements were
warranted.
Video detection systems offer a broad range of traffic management applications. The
vehicle detection loops on the video screen replace the in-pavement loops as the
detection mechanism to communicate with the traffic controllers, and the video feed can
be transmitted to remote locations for other uses. Video detection systems are superior
to in-ground traffic loops because they are not impacted by pavement conditions or
whether factors. The City's goal is to eventually replace all in-ground traffic loops with
video detection systems as funding is available.
DISCUSSION
The installation of a PPLT at both intersections consisted of the installation of new mast
arm traffic signal poles, three and five section vehicle signal light heads, pedestrian
signals, new wiring, load switches, and detector amplifiers in the controller cabinet.
Modifications to the traffic signal programming were made to accommodate the
additional left turn phases. The installation of the video detection system included mast
arm mounted video cameras, wiring and video amplifiers. Necessary signage for the left
turns was installed as well as ADA compliant pedestrian pushbuttons.
One change order in the amount of $9,727.71 (9.7% of the contract bid) was necessary
when an abandoned traffic signal pole foundation was discovered at the location for one
of the new traffic signal mast arm poles at the southwest corner of Santa Anita Avenue
and Santa Clara Street. The change order included the cost of erecting a temporary
traffic signal pole and the removal of the abandoned foundation.

FISCAL IMPACT
A total of $110,000 in Redevelopment funds was budgeted in the 2008-2009 Capital
Improvement Program for these projects. No other expenses were incurred on this
project.
RECOMMENDATION
That the City Council accept all work performed by Christopher Morales, Inc., for
the Traffic Signal Modification Project at Huntington Drive and First Avenue and
Santa Anita Avenue and Santa Clara Street as complete and authorize the final
payment to be made in accordance with contract documents.
