ARCADIA PUBLIC LIBRARY
MONTHLY REPORT – October 2024
HIGHLIGHTS
Ed Andersen, President of the Arcadia Historical Society, provided a presentation about Parker
Lyon and his Pony Express Museum which was located at 130 West Huntington Drive. Mr.
Andersen discussed the fascinating relics of the West that lived at the Pony Express Museum as
well as its eccentric curator W. Parker Lyon. There were 41 attendees at the event.
The Friends of the Arcadia Public Library hosted a Paint Night Fundraiser where 28 adults
received guided instruction on how to paint a floral scene. All supplies were provided, and
participants were able to take home their painted works.
October welcomed fun activities for adults, teens, and kids at the Library. Adult patrons tested
their knowledge of Halloween movies, books, history, and traditions at the Haunted Halloween
Trivia program. Teens also enjoyed haunting trivia as the 61 Spookalicious Trivia attendees
answered questions relating to autumn festivities, haunted dolls, analog horror, and more. The
Ghostly Gala event welcomed 292 children and their families to enjoy a ghost -themed
storytime and trick-or-treat throughout the Library, receiving small giveaways distributed
by Assistance League teen volunteers.
Library and Gilb Museum staff also had a little
holiday fun with more than half participating in the
Employee Advisory Committee’s Halloween
Costume and Potluck event.

OTHER PROGRAMMING
The Bookish Book Club members gathered to discuss The Covenant of Water by Abraham
Verghese. International Film Program attendees viewed the 2019 Icelandic film entitled “White,
White Day”.
Teen Zone was very busy throughout the month with 906 student visitors.
The In-N-Out Cover to Cover reading program kicked off with 165 children registered by the end
of the first day and 1,137 kids signed up by the end of October. Participants have read and logged
11,534 books and earned 2,082 burgers.
Children’s Services staff hosted a Star Wars Reads event in which 49 children listened to stories
and completed various challenges with the goal of becoming Jedi Knights. Children and their
family members also attended the Diwali Storycraft and Math Start programs. Middle schoolers
took part in two programs offered throughout the month, including Game Day Unplugged and
Making It in which attendees learned about animator Bill Melendez and crafted their own zoetrope.
Children’s Services partnered with Sustainable Arcadia and Food Ed to host an informational
program about the science of composting. Children and their family members learned how
composting works, took part in activities relating to trash sorting and the life cycle of an apple, as
well as toured the Library’s on-site community compost bin.
COMMUNITY ENGAGEMENT
The Teen Librarian attended Arcadia High School’s monthly PTSA meeting and shared about
upcoming programs for young adults.
Dana Middle School PTA invited Children’s Services staff to judge five student submissions for
the literature category of the annual Reflections program. The full-time Children’s Librarian met
with the Foothills Middle School Librarian to field ideas and insights for forming a middle school
book club at the Arcadia Public Library.
The second graders from Holly Avenue Elementary School visited the Library and the 170
students enjoyed a Kevin Henkes themed visit. Children’s Services staff visited with 59 seventh
and eighth grade students from Holy Angels School and provided information about the types of
materials offered in a public library, how those materials are organized, and where to find them.
As part of the students’ curriculum study, there was also a book talk highlighting historical fiction
reads.
Library and Museum staff took part in the Downtown Arcadia Halloween Haunting event on
October 25 and distributed 500 giveaway bags with inflatable aliens and informational handouts
about children’s programs to event participants.
Library staff partnered with volunteer Ava R. to design and install a festive and inspiring bulletin
in the Jerry Broadwell Children’s Room, featuring popular children’s book characters.
COLLECTIONS
Shelving Aides assisted the Teen Librarian with a collection shifting project that relocated the teen
nonfiction materials to a single shelving location, allowing for a more user-friendly browsing
experience for patrons.
TECHNOLOGY
There were 5,263 visits to the Library’s online catalog, local web documents, and online
databases. There were 5,520 unique public Wi-Fi users and a total of 5.9 terabytes of data were
downloaded and uploaded throughout the month.
STAFFING
New Passport Clerk, Nina T., began October 24. Passport Services is now fully staffed.
Account Services Library Technician I, Lenise A.’s last day of employment was October 18. Linda
D. resigned from her position as part-time Library Technician I and accepted a new job offer. Her
last day was October 5.
TRAINING
Three of the newly hired Shelving Aides are now fully trained in the various shelving locations
throughout the Jerry Broadwell Children’s Room.
Various staff have received some training on Oracle which is the new finance and payroll platform
being used by the City.
Some staff attended the California Library Association
Conference which provided professional development
trainings as well as the opportunity to meet with vendors
and to network. As part of the Conference, the Director
attended the California Public Library Directors Forum.
Library Technician I, Maxine M., completed a six-week
Foundations of Library Services course. The Adult
Services Principal Librarian attended two webinars
pertaining to the LibCal app which manages study room
reservations as well as calendaring programs and
events.
Passport Clerk, Nina T., attended New Agent Certification.
FACILITIES
The Library’s exterior was professionally painted.

CALL TO ORDER: Trustee Chen called the meeting to order at 4:32 p.m. in the Library’s
Conference Room.
PLEDGE OF ALLEGIANCE: Library Services Manager Petra Morris
ROLL CALL: Chair Pro-Tempore Hsiuchen Chen, Trustees Miriam Carter, Pardha Akalamkam,
Barbara Delphey; Director Darlene Bradley; Library Services Manager Petra Morris
ABSENT: Chair Connie Liao, Council Liaison Paul Cheng (due to case mediation), and Library
Services Manager Alba
PUBLIC COMMENTS: None
CLOSED SESSION: To conduct a performance evaluation of the Director of Library and Museum
Services.
REPORTS FROM LIBRARY TRUSTEES / LIAISONS:
Trustee Akalamkam requested that the Friends of the Library provide a presentation to the Library
Board. Director Bradley suggested that Board Members attend a Friends of the Library Board
Meeting to get a better understanding of the Friends group and what they do. Trustee Carter
asked that Friends President, Anne Joseph, attend a Library Board Meeting. Director Bradley
explained that Trustee Delphey is the Friends of the Library Liaison and can report back from the
Friends’ meetings.

Director’s Update: Director Bradley shared that the Friends of the Library recently hosted a Paint
Night Fundraiser event. She attended a Director’s Forum and some staff will attend the California
Library Association Conference being held in Pasadena on Friday.

The self-check count is also high due to having five self-check machines throughout the building.

Financial Report: September 2024: Financial reports are generated through a new system
called Oracle. The number on the far right of the Financial Report reflects the remaining
percentage of funds. Director Bradley commented that future reports will highlight important line
items. Director Bradley explained that there have been problems setting up Oracle but staff is
working through the issues.
Trustee Carter inquired about the line item for Bibliographic Utilities and Director Bradley
explained that the service is paid through the year and is the cataloguing system used to pull
records for cataloguing purposes.
Staff Update: A conditional offer was made for the Children’s Services Principal Librarian
position. The person will likely start in November. A new Passport Clerk will also soon begin. Two
part-time Library Technicians, Lenise A. and Linda D. will be leaving the Library. A recruitment
has begun for the two positions.
Trustee Carter inquired about how volunteers assist in Children’s Services. Library Services
Manager Morris explained that volunteers help in different capacities, including craft preparation,
storytime and special program tasks, pulling books for displays, and other tasks as needed.
During the summer, 80 teen volunteers distributed rewards at the prize table, assisted with
program set up and clean up, oversaw activity stations, and more.
Gilb Museum of Arcadia Heritage: The Museum Curator Stevy Acevedo will return from
maternity leave in the coming week. Military Banners will be installed on November 2 and remain
in place for six weeks.

Calendar of Activities for Adult and Teen Services: November: Director Bradley announced
that the Library will serve as a four-day Voting Center from November 2 through November 5.
Equipment will arrive at the end of October and the Auditorium will be unavailable for three weeks.
There is an impact to Library staff who assist in staffing the building so that the Voting Center can
operate.
Trustee Delphey inquired if security will be available at the Library during the election. Director
Bradley commented that the Library has security during regular Library operational hours but not
aware of additional presence provided by the County Clerk.
Flyers/Articles/Posters/Attachments:
Director Bradley highlighted the Identity Theft program that will happen on November 16 as well
as the Bookish Book Club in which she will lead a discussion about The Covenant of Water by
Abraham Verghese. There will also be a teen book talk in November.
Trustee Akalamkam inquired why the website visits reflected in the Fact Sheet were so low.
Directory Bradley and Library Services Manager Morris explained that there have been issues
with website analytics.

Chair Pro Tempore Chen requested that the spelling of her first name be amended in the

In the Monthly Statistical Report section of the September Report, Chair Pro Tempore Chen noted
that the wording should be amended to reflect “Trustee Chen noted that the total circulation
numbers were not accurate on both reports. Totals do not include the digital collection numbers.”
In the September Report’s “Library Board By-Laws” section, Chair Pro Tempore Chen noted that
her name should be removed. Trustee Delphey stated that her name should be inserted instead.

THURSDAY, JULY 18, 2024
CALL TO ORDER – Trustee Connie Liao called the meeting to order at 4:35 p.m. in the Library’s
Conference Room.

PUBLIC COMMENTS – Co-President of the Arcadia Chinese Association (ACA), Susan Guo was
in attendance. She mentioned that the Arcadia Chinese Association has been in Arcadia for over
41 years. ACA donated $2300 to the Library to be used towards the English Conversation Class,
Children’s programs, and collections. Additionally, Susan stated that the Library is a hub for
connections, friendships, and fostering learning. Checks were presented to Director Bradley. The
Director thanked ACA, Susan, and Trustee Liao for their donation.

REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Chair Liao reported that Susan Guo and
Sho Tay will serve a second term as co-presidents for the Arcadia Chinese Association. She
attended the City Council reorganization on Tuesday, July 16. Additionally, ACA continues to
work with the City of Arcadia and Chamber of Commerce on the Moon festival.

Director’s Update: The Director mentioned that the budget was passed and the Library
received an additional $40,000 for materials.
Monthly Statistical Report: June 2024: Director Bradley noted that this is also the Library’s end
of year report. The gate count and digital collection numbers continue to increase. Self-checkout
machines are being heavily used. The number of hold requests increased. There were 2,134
holds processed in the month of June. Chair Liao inquired about the number for online programs.
The Director mentioned that the Library no longer offers online programs, in an effort to encourage
patrons to return to the Library. Director Bradley added that we want people to physically come
back into the Library. Chair Liao also inquired about offering online workshops. The Director
explained that we are here to serve the community of Arcadia and to connect with them. Manager
Morris added that in Children’s services they were not getting enough attendees via online
programming and that was the main reason to bring back in-person programs. Trustee Delphey
asked if the English Conversation Class (ECC) will return in the fall. ECC will return Monday,
September 9.
Monthly Narrative Report: June 2024: Over 26,000 people visited the Library in the month of
June. Staff attended a live webinar on “Professionalism in the Workplace.” Trustee Chen
mentioned that the summer kickoff was a hit in Children’s. She also reminded the Board that the
Library offers Bilingual storytime. Director Bradley mentioned that the issue in the basement has
been resolved and we are currently waiting for Public Works to start the renovation. Chair Liao
asked if the Library is busy during the summer. Director Bradley replied yes, we are busy and
explained that it is a different type of busy during the summer. It is more consistent, and Children
are here all day or throughout the day. Manager Morris shared that as of the June report there
were 1,190 registered patrons for the summer reading program. A conversation regarding the
importance of storytime followed.
Financial Report: June 2024: Director Bradley informed Board members that the financial report
is not the final one for the year, since it was printed two weeks before the end of the fiscal year.
We will be moving to a different financial system in October, which will hopefully reflect more
accurate numbers. Trustee Delphey inquired about the vacancy rate. Director Bradley said that
the Library still has a few vacancies. Our budget is on target. Chair Liao inquired where the
donation from the Arcadia Chinese Association will be placed. Director Bradley responded that it
will be reflected under gifts and grants.
Staff Reports: Three purchase orders were approved by City Council. Anything over $30,000
must be approved by Council. Reports that were approved are OCLC for bibliographic services,
Overdrive for digital collections, and Tsai Fong for international language materials. The Library
is able to obtain popular books directly from China using the vendor Tsai Fong. Trustee Delphey
asked how we knew where to purchase books in Chinese. Director Bradley mentioned that
previous Library Boards requested that the Library purchase more books in Chinese and the
Library inquired with other Libraries on where they purchased their Chinese materials.
Staff Update: Library Aide interviews were held today. This recruitment will fill the five vacant
positions. The Library Clerk recruitment closed on July 14 and interviews will take place soon.
The recruitment for Principal Librarian for Children’s Services is currently open. Next Monday
Andres Garza will start as the Principal Librarian for Adult and Teen Services.
Gilb Museum of Arcadia Heritage: Director Bradley reported that Museum Curator Stevy
Acevedo had her baby and is currently out on leave. The Summer Enrichment Programs are held
on Saturdays in July. Dino Day will take place on August 24. The Director will be spending a little
more time with Museum staff to assist them during the interim of Stevy’s leave. Chair Liao asked
how many staff were in the Museum. There are only two City staff members, and currently two
Getty interns. Volunteers also assist in the Museum. Chair Liao asked if the Museum only
concentrates on Arcadia history. Director Bradley explained, yes it focuses on Arcadia history,
but it also ties into regional and national history. The Museum had a display on the Arcadia
Chinese Association and the impact that the association has made in Arcadia. It ties into local
cultural history. Chair Liao mentioned that she moved here in 1998 and has seen the population
and restaurants change over time. The Museum is a place to reflect and collect.
Policy Manual: There will be no meeting in August. Director Bradley encourages Board members
to review the policy manual as staff will bring forward any changes or updates in August to be
included in the September meeting. This is a working policy manual that helps guide staff.
Calendar of Activities for Adult and Teen Services: August 2024: Teens will have an ice
cream social on Wednesday, August 14, which is the first day of school. A Scrapbooking program
will take place on Thursday, August 15. The Memory Lab workshops are held on Saturdays from
10 a.m. to 2 p.m. The International Film Program attendance is growing. The film for the August
showing is The Man in the Hat. Bookish will meet tonight at 7 p.m. to discuss L.A. Weather. The
Library will have a booth at the Moon festival on Saturday, September 14.

CALL TO ORDER: Trustee Carter called the meeting to order at 4:33 p.m. in the Library’s

REPORTS FROM LIBRARY TRUSTEES / LIAISONS:
Trustee Akalamkam shared that he attends meetings relating to project management and invited
other Trustees to attend. Trustee Liao announced that the Arcadia Chinese Association approved
a donation to the Library of $1,500 for shelving, $500 for the English Conversation Class program,
and $300 for children’s books. The Board members and Library staff thanked the Arcadia Chinese
Association for the donation. Trustee Liao also announced that the Arcadia Chinese Association
donated $5,000 to the Arcadia Unified School District for an electric score board. The Arcadia
Chinese Association will also be working with the City of Arcadia and Chamber of Commerce to
provide a Moon Festival event on September 14, 2024 from 5:00 p.m. to 8:00 p.m. Trustee Carter
attended the Serving with a Purpose event and was impressed by the presenters and the
information provided.
City Council Liaison Cao apologized for missing the May Library Board meeting due to being
notified that the meeting had been cancelled. Council Liaison Cao announced that there will be
a Health Seminar about prostatic hyperplasia with Dr. Mark Feng on June 26, 2024. On August
10, 2024 from 9:00 a.m. to noon there will be a Community Health Fair with screenings and
consultations as well as information booths. U.S. Army Surgeon General and Commanding
General, Lieutenant General Mary K. Izaguirre, will be the event’s Keynote Speaker. City Council
Liaison Cao will not be able to attend the July 18 Board Meeting as there will be a special City
Council meeting on that day.

Director’s Update: Director Bradley shared that on Friday, June 14, 2024 there was an issue
with sewer water and waste flooding the Library’s basement, the Friends’ storage space, and the
staff lounge. On Saturday, June 15, 2024 there was a plumbing issue with the Library’s restrooms
so the building closed at 5:30 p.m. On Monday, June 18, 2024, Public Works assessed the matter
and building plans. They also snaked the plumbing line with a camera. It was determined that the
cleanout had not been cleared for more than 30 years and the line had been clogged with grease
and flushable wipes. The line would be cleared and flushed with a stream of high-powered water.
Monthly Statistical Report: May 2024: There was an increase in the number of materials
catalogued as ordering with the Library’s primary vendor, Baker and Taylor, ended in May.
Trustee Akalamkam questioned the decrease in overdue fees. Director Bradley explained that
several notifications are sent to patrons in the hopes that materials will be returned on time. This
then contributes to lower overdue fines.
Monthly Report Narrative: May 2024: Trustee Carter inquired about the primary materials
vendor selection. Director Bradley explained that the staff considered Ingram as well as Baker
and Taylor. There was concern about Ingram’s invoicing process but will still use Ingram for
smaller orders as the service can provide materials with a quicker delivery time. Trustee
Akalamkam added that Ingram is a big company and is more responsive. Director Bradley shared
that the Library’s HVAC system has been replaced. Trustee Akalamkam asked if there had been
a walkthrough to see the 3D printer and Trustee Carter confirmed there had been a walkthrough
at a prior meeting.
Financial Report: May 2024: Director Bradley explained that there is an increase in eBook usage
and requested additional eBook and eResource funding from City Council which was approved.
$10,000 will be used for adult eBooks and $9,000 will be used for children’s eBooks. Pricing for
eBooks and eAudio has increased. Director Bradley had to submit the funding increase for these
materials as a new program and thanked Council for the approval.
Staff Update: A conditional employment offer was extended for the part-time Adult and Teen
Services Principal Librarian position. Part-time Librarian, Helen Seto, began in May and Gilb
Museum Education Coordinator, Lauren Porras, was also hired in the same month. Focus will
now be given to filling the vacant Library Aide positions. Trustee Akalamkam inquired about
Security and Director Bradley acknowledged that the new Security team has been in place for a
year. The Guard is stationed at the Library entrance and sets the tone. The Security company is
supportive and responsive and makes Library staff feel safe.
Gilb Museum of Arcadia Heritage: Winners of the 14th Annual Photography Contest are on
display at the Museum. Staff applied for and received two Getty interns for the summer. Gilb
Museum staff is readying for the Summer Enrichment program series. And Dino Day will take
place in August. Curator Acevedo is expecting and will go on maternity leave in July. Curator
Acevedo is working with Director Bradley on a Military Banner project which will soon launch as
a new program. The team is seeking a vendor for the project and surveying what other cities do.
The plan is to accept up to 125 applications. The new Museum Educator Coordinator, Lauren
Porras, has provided 32 class visits highlighting Arcadia history.
Calendar of Activities for Adult and Teen Services: July 2024: The Walking Book Club meets
every other Saturday. The International Film program continues to come together monthly. The
July Bookish program will be a One Book, One County book group and will discuss L.A. Weather
written by Maria Amparo Escandon.
Flyers/Articles/Posters/Attachments: Director Bradley mentioned that The Covenant of Water
by Abraham Verghese will be the Bookish selection discussed in September 2024 and is a
fascinating read.
Announcements: Director Bradley highlighted the Library’s summer reading program and
encouraged Board members to participate. Library Services Manager Morris shared about
outreach efforts at the Recreation Department’s Summer Concerts and Movies in the Park as well
as the recruitment and assistance of summer teen volunteers. Library Services Manager Alba
discussed her recent work with City contracts and upcoming team building training for staff. There
was discussion about City Council Liaison Cao being misinformed that last month’s Board
Meeting would not take place as there was not a quorum. Trustee Carter acknowledged that City
Council Liaison Cao may not continue attending meetings as he will become the Mayor. Council
Liaison Cao expressed that he has not yet determined if he will continue attending the Board
meetings.
