CALL TO ORDER: Trustee Chen called the meeting to order at 4:32 p.m. in the Library's
Conference Room.
PLEDGE OF ALLEGIANCE: Library Services Manager Petra Morris
ROLL CALL: Chair Pro-Tempore Hsiuchen Chen, Trustees Miriam Carter, Pardha Akalamkam,
Barbara Delphey; Director Darlene Bradley; Library Services Manager Petra Morris
ABSENT: Chair Connie Liao, Council Liaison Paul Cheng (due to case mediation), and Library
Services Manager Alba
PUBLIC COMMENTS: None
CLOSED SESSION: To conduct a performance evaluation of the Director of Library and Museum
Services.
REPORTS FROM LIBRARY TRUSTEES / LIAISONS:
Trustee Akalamkam requested that the Friends of the Library provide a presentation to the Library
Board. Director Bradley suggested that Board Members attend a Friends of the Library Board
Meeting to get a better understanding of the Friends group and what they do. Trustee Carter
asked that Friends President, Anne Joseph, attend a Library Board Meeting. Director Bradley
explained that Trustee Delphey is the Friends of the Library Liaison and can report back from the
Friends' meetings.
REPORTS FROM THE DIRECTOR
Announcements / Statements / Future Agenda Items
Director's Update: Director Bradley shared that the Friends of the Library recently hosted a Paint
Night Fundraiser event. She attended a Director's Forum and some staff will attend the California
Library Association Conference being held in Pasadena on Friday.
Monthly Statistical Report: September 2024: The gate count and circulation counts are higher.
The self -check count is also high due to having five self -check machines throughout the building.
Monthly Report Narrative: September 2024: No comments.
Financial Report: September 2024: Financial reports are generated through a new system
called Oracle. The number on the far right of the Financial Report reflects the remaining
percentage of funds. Director Bradley commented that future reports will highlight important line
items. Director Bradley explained that there have been problems setting up Oracle but staff is
working through the issues.
Trustee Carter inquired about the line item for Bibliographic Utilities and Director Bradley
explained that the service is paid through the year and is the cataloguing system used to pull
records for cataloguing purposes.
Staff Update: A conditional offer was made for the Children's Services Principal Librarian
position. The person will likely start in November. A new Passport Clerk will also soon begin. Two
part-time Library Technicians, Lenise A. and Linda D. will be leaving the Library. A recruitment
has begun for the two positions.
Trustee Carter inquired about how volunteers assist in Children's Services. Library Services
Manager Morris explained that volunteers help in different capacities, including craft preparation,
storytime and special program tasks, pulling books for displays, and other tasks as needed.
During the summer, 80 teen volunteers distributed rewards at the prize table, assisted with
program set up and clean up, oversaw activity stations, and more.
Glib Museum of Arcadia Heritage: The Museum Curator Stevy Acevedo will return from
maternity leave in the coming week. Military Banners will be installed on November 2 and remain
in place for six weeks.
Calendar of Activities for Children's Services: November 2024: No comments.
Calendar of Activities for Adult and Teen Services: November: Director Bradley announced
that the Library will serve as a four -day Voting Center from November 2 through November 5.
Equipment will arrive at the end of October and the Auditorium will be unavailable for three weeks.
There is an impact to Library staff who assist in staffing the building so that the Voting Center can
operate.
Trustee Delphey inquired if security will be available at the Library during the election. Director
Bradley commented that the Library has security during regular Library operational hours but not
aware of additional presence provided by the County Clerk.
Flyers/Articles/Posters/Attachments:
Director Bradley highlighted the Identity Theft program that will happen on November 16 as well
as the Bookish Book Club in which she will lead a discussion about The Covenant of Water by
Abraham Verghese. There will also be a teen book talk in November.
Trustee Akalamkam inquired why the website visits reflected in the Fact Sheet were so low.
Directory Bradley and Library Services Manager Morris explained that there have been issues
with website analytics.

CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of September 19, 2024
Chair Pro Tempore Chen requested that the spelling of her first name be amended in the
September Report and reflected as Hsiuchen Chen.
In the Monthly Statistical Report section of the September Report, Chair Pro Tempore Chen noted
that the wording should be amended to reflect "Trustee Chen noted that the total circulation
numbers were not accurate on both reports. Totals do not include the digital collection numbers."
In the September Report's "Library Board By -Laws" section, Chair Pro Tempore Chen noted that
her name should be removed. Trustee Delphey stated that her name should be inserted instead.
The motion to approve the Minutes of September 19, 2024, as amended, was moved by Chair
Pro Tempore Chen, seconded by Trustee Delphey, and carried on a unanimous voice vote.

Recommended action:
Due to a lack of a quorum from the previous meetings, the approval of Minutes for June and
July will be deferred until the November Board Meeting.
Chair Pro Tempore Chen adjourned the meeting at 5:40 p.m. to November 21, 2024, at 4:30 p.m.
