Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES NOVEMBER 7, 2024 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Bolster called the meeting to order at 4:00pm. PLEDGE OF ALLEGIANCE – Chairperson Bolster ROLL CALL OF COMMISSIONERS PRESENT: Cris Arzate, Robert Bolster, Shirley Curley, Ethel Laczko, Joyce Platt, Cynthia Salazar, and Steve Sherman ABSENT: Margaret Swope SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Commissioner Cynthia Salazar reported the Golden Senior Club had a fun time celebrating Halloween on October 31. The Golden Senior Club will be celebrating the holidays in November and December as well. Commissioner Salazar reported that she looks forward to the Connection Newsletter each month and makes it a point to inform the Club members to attend the free seminars provided each week at the Arcadia Community Center. The Golden Senior Club meets on Thursdays at the Assistance League building. Club members enjoy fun activities each week including singing, music, bingo, exercise, Mahjong, and special guest speakers. Commissioner Steve Sherman reported the Men’s Club members enjoy playing pinochle, which is not an easy game, however, it is great for the brain. Members of the Men’s Club meet every Monday from 9am to 2:30pm at the Arcadia Community Center. Commissioner Ethel Laczko reported she is taking free music appreciation classes at the Oaks Retirement Center. Commissioner Laczko reported there are many free classes offered that seniors would enjoy. Commissioner Laczko suggested it would be nice to have the Arcadia Community Center offer field trips to some of the beautiful attractions in the City, such as Santa Anita Park and the Los Angeles County Arboretum & Botanic Garden. Chairperson Robert Bolster handed everyone a copy of a letter he received from the Director of Public Works Services Department, Paul Cranmer. The letter gave Chairperson Bolster an update on the Wilderness Park project. Commissioner Cris Arzate asked about the Senior of the Year process. Director of Recreation and Community Services Sara Somogyi (RCSD) responded by explaining the process. The program is advertised by flyers, in the Connection Newsletter, on the City’s website, through a news release, and through social media starting in January of each year. The nomination applications must be submitted by the end of February each year to the Arcadia Community Center front desk. At the Senior Citizens Commission meeting in the month of March, the agenda packet will include copies of every nominee. Commissioners will discuss and select the nominee at the meeting in March. Next, the Recreation Supervisor will contact and invite the nominee to accept a plaque at a City Council Meeting in the month of May. The nominee, a guest, and the Chairperson of the Senior Citizens Commission will attend a special lunch held by the County of Los Angeles, Department of Aging and Disabilities, where every Senior of the Year is recognized. A small name plaque with the name of the nominee will be placed at the Arcadia Community Center. Commissioner Shirley Curley reported the Bargain Box will be open from Wednesday through Saturday during the week of November 4, 2024. The Bargain Box will also be open from 5 to 8pm one evening per week. Drop-offs are accepted the week of November 11, from 10am to 12:30pm. They do not accept large appliances. Commissioner Curley reported the Bargain Box has a website where more information is available, and individuals can sign up for the Bargain Box newsletter on weekly updates and sales. Vice-Chairperson Joyce Platt reported the general meeting in November will be held on Friday, November 15, with guest speaker Yee-Horn who is an adventurer and photographer. Vice- Chairperson Platt was happy to report that the Travelers office will have gift cards available for purchase, for special occasions starting from $15 to $95. Commissioner Platt reported on the following trips: On January 1, 2025, participants will enjoy new year’s day with a trip to the Hilton Orange County for a concert starring William Florian, a former singer with the New Christy Minstrels. On January 15, 2025, participants will visit the Gibbons Conservation Center for a visit with guide dogs. Participants will learn how these special dogs are raised and trained. On January 29, 2025, there will be a trip to Palm Springs to see over 50 celebrity homes and historic sites. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Michael Cao reported that on Saturday, November 2, there was a Community Cleanup Day at Hugo Reid Park. Each year individuals come together to clean the City in honor of an Arcadia resident. This year, Bill Barton, who was an Arcadia Community Center regular attendee. Mr. Barton passed away in his Arcadia home of 66 years. Mayor Cao also thanked Commissioner Laczko for attending the cleanup. Mayor Cao reported the Military Banner Program will be presented at the Arcadia Community Center on Friday, November 8, at 11am. There are over sixty banners on display on Huntington Drive. Mayor Cao reported that the Veterans Day Lunch will also be held on Friday, November 8, at the Arcadia Community Center. Mayor Cao reported the Citywide Newsletter will no longer be mailed to residents. The City Newsletter will now be available online and individuals can sign up for an electronic copy. 2. CONSENT CALENDAR a. Regular meeting minutes of October 3, 2024 Recommended Action: Approve It was moved by Chairperson Bolster, seconded by Commissioner Sherman, and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. with the following revision: Commissioner Laczko inquired about having more diverse and inclusive programs. AYES: Arzate, Bolster, Curley, Laczko, Platt, Salazar, Sherman NOES: None ABSENT: Swope ABSTAIN: None 3. REGULAR ITEMS a. Report of Recreation Supervisor Annie Sumioka (RS) Recreation Supervisor, Annie Sumioka (RS) reported on programs and events during the month of October. On Saturday, October 19, the Arcadia Community Center held its Annual Craft Fair from 9am to 2pm with 32 vendors selling handmade original items. Over 350 people attended the event. On October 24, 52 individuals signed up for the Cultural Day Camp. Participants had the opportunity to enjoy a day in Little Tokyo to learn about the culture and history. They also had a tour of the Japanese American National Museum and cultural presentation followed by lunch at a ramen noodle restaurant. On October 31, seniors enjoyed the Boo Bash event where everyone came dressed in costume for a chance to win prizes. RS Sumioka reported on upcoming events. The Veterans Lunch will be held on Friday, November 8, at the Community Center and will include lunch, entertainment, and presentations in conjunction with the unveiling of the Military Banner Program. The last event of the month will be Thanksgiving lunch on November 27, at 11:30am. The program includes a traditional turkey meal served by the Arcadia Fire Department and dessert. b. Report of Recreation and Community Services Director (RCSD) RCSD Somogyi handed out information on the Newcastle Park Brick program where one can purchase a brick to be engraved. The brick will be permanently placed into the pathways of the renovated park. RCSD reported that the Gilb Museum of Arcadia Heritage will be providing a map where all the military banners with individual names are located once completed. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make friends. 169 Blood Pressure Check Free blood pressure checks are available the second Tuesday of the month from 10-11am in the Community Center. 10 Bridge Bridge is available Wednesdays from 10am-1pm. Card games can help improve memory and cognition, it also enhances motor skills and promotes socialization. 72 Classes Exercise plays a vital role in a senior’s health and contributes to bone density, increased muscle strength, flexibility, and can reduce stress. Some of the classes offered are line dancing, cardio plus, and Zumba. 1,758 Coffee with the Mayor On the third Tuesday of the month, seniors listen and chat with the Mayor about City issues and topics of personal interest. 25 Fit & Talk On Thursdays, Fit & Talk meets for a fun and easy workout that is different each week. In the month of November, seniors did a fun dance inspired standing cardio workout and seated Pilates focusing on ab exercises and stretches. 19 Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 274 Visitors Monthly Revenue $ 950.19 Information & Referral Intakes The I&R program assists seniors and their families with issues that affect their quality of life by providing information and referrals that address their daily living concerns. 15 Karaoke Seniors participated in karaoke. Seniors sang along to their favorite tunes in a multitude of languages. Starting November, karaoke will be changed to the first and third Thursday of each month. 63 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors free vision care. Prospective Clients are screened to make the necessary arrangements for their free service. 2 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight. 4 Mahjong Mahjong is a game of Chinese origin usually played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets on Tuesdays from 1- 4pm for American Mahjong and Fridays at 12:30pm for traditional Chinese Mahjong. 104 Monday Dance Monday Dance is held the first, third, and fifth Monday of each month. This program provides a good workout for participants and has a good ratio of male and female dancers. Bands play a variety of music and dancers show off their skills doing tangos, foxtrots, swings, and line dances. A great time for both novice and experienced senior dancers. 11/4- 84 11/18- 103 Total- 187 Monthly Bus Pass Dial-A-Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. 19 Pinochle Pinochle meets every Monday from 9am-2pm. Pinochle is a trick taking ace ten card game of German origin usually played by two to four people with a 48-card deck. 24 Senior Meals Program A nutritious meal is provided Monday-Friday. The cost is $3 per person. For many seniors, this is the only hot meal they have daily. On the second Tuesday of the month birthdays are celebrated with dessert. 716 Sold Meals 47 Averaged Meals Senior Seminars Free seminars on various topics are available each month. The following topics were presented in the month of November: ON the Move Riders Program, Post Acute, and How to use We Chat. 50 Sing along with James Sing along with James meets every Wednesday from 1-3pm. James plays his guitar and sings songs from the 50s-80s with a group of seniors for fun and socialization. 96 Table Tennis Table Tennis is available Monday-Friday, from 8am-4pm. Equipment is available at the front desk for seniors to play and meet new friends. 184 Taste the Town Each month participants meet at a different restaurant to have lunch and socialize. In November, participants had lunch at Little Provence Restaurant. Participants got their choice of sandwich with soup or salad and a cookie. 20 Weekly Movie New movie releases and classic movies are shown on a theater size screen every Wednesday for free. The movies shown this month were Megan Leavy, The Secret: Dare to Dream, Aloha, and Race. 26 “You’ve Got a Friend” This program provides a weekly phone call to individuals who live alone, feel lonely, or need someone to check on them. New friends are made, and great conversations are enjoyed. 3 Veterans Day Lunch On November 8, 65 Arcadia Veterans and their loved ones were honored at the Veterans Day Lunch. The event included lunch, dessert, and entertainment. Mayor Cao presented each Veteran with a special gift as a token of gratitude for their service. Attendees also enjoyed live music from The Alumni Acoustic and a heartfelt rendition of the National Anthem, sung by Ken Feher, a member of the Arcadia Community Center. 120 Fall Bingo On November 23, 77 participants came to play bingo. The program includes seven rounds of bingo, a light lunch, dessert, refreshments, and prizes. 77 Thanksgiving Feast On November 27, 89 participants had a hearty traditional turkey meal and dessert prepared by Chef Mario from Arcadia Gardens. Before the meal, Mayor Cao shared warm wishes for a Happy Thanksgiving. During lunch, seniors were treated to a delightful live piano performance by Michael 89 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering.
