Special Meeting Agenda

Location: Council Chambers Conference Room, 240 W. Huntington Drive, Arcadia

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
1. PUBLIC COMMENTS (5 minute time limit per person)
Any individual wishing to speak before the Arcadia Beautiful Commission is limited to five (5)
minutes per person, unless waived by the Arcadia Beautiful Commission. Under the Brown Act,
the Arcadia Beautiful Commission is prohibited from discussing or taking action on any item not
listed on the posted agenda. The matter may automatically be referred to staff for appropriate
response or action or may be placed on the agenda of a future meeting.
2. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine and can be acted on
by one roll call vote. There will be no separate discussion of these items unless members of the
Commission, staff, or the public request that a specific item be removed from the Consent
Calendar for separate discussion and action.

ARCADIA BEAUTIFUL COMMISSION
REGULAR MEETING MINUTES
OCTOBER 10, 2024, at 6:00 p.m.
CALL TO ORDER – Chairperson Brink called the meeting to order at 6:02 p.m. in the Council
Chambers Conference Room.
ROLL CALL OF COMMISSIONERS
PRESENT: Burton Brink, Vivien Watts, Uyen Wong, Gary Brewer, Lisa Walton, Bob
Miller
ABSENT: Sheryl Hunter
A motion was made by Chairperson Brink to excuse Commissioner Hunter.

2. CONSENT CALENDAR
a. Approve the Meeting Minutes of June 27, 2024
Recommended Action: Approve
It was moved by Vice Chairperson Watts, seconded by Commissioner Miller, and carried
on a roll call vote to approve the minutes.
AYES: Brewer, Wong, Walton, Miller, Watts, Brink
NOES: None

3. DEBRIEF ON 2024 WATER SMART HERO AWARDS & OUTREACH EVENTS
a. Discussion of any recommended changes or improvements for 2025.
It was the consensus of the Commission that the timing of the Spring Home Awards and
overall process yielded favorable landscapes for judging. There were no recommended
changes to the process for next year.
Discussion around the summer outreach events included a need for more engagement-
based activities, so education on plants, vegetation, and water conservation can be
better imparted in exchange for the giveaway items. Chairperson Brink and
Commissioner Walton expressed an interest in some type of ‘prize wheel’ to facilitate
this process.
Commissioner Miller requested more youth-oriented giveaways like bubbles and
glowsticks for some of the high-volume events like the Patriotic Festival. There was also
discussion about the location of the ABC-branded E-Z Up Tent, which Staff Liaison
Bruno noted will likely need to be replaced due to water damage occurring at a City
storage space.
4. DISCUSSION OF COMMUNITY CLEANUP DAY (2024)
a. Event overview, date and time.

1. William ‘Bill’ Barton, Arcadia Veteran of Year 2022, Arcadia resident (passed
September 2024)
2. Teri Muse, Waste Management liaison to Arcadia (passed April 2023)
3. Other suggestions
Staff Liaison Bruno provided an overview of the upcoming Community Cleanup Day,
including the expected activity and location (gardening, beautifying, and cleanup
activity), at an Arcadia Park. She highlighted the suggested event dedications and
provided background information on the recommended nominees.
Commissioner Brewer moved to select Bill Barton as the 2024 dedication honoree,
seconded by Chairperson Brink. Seeing no additional nominations or opposition, it was
unanimously approved that the 2024 Community Cleanup Day event would be dedicated
in memory of William ‘Bill’ Barton.
5. DISCUSSION OF THE 2024 HOLIDAY AWARD PROGRAM
a. Program overview, submission deadlines and judging date review.
Staff Liaison Bruno shared the upcoming dates for the Holiday Awards program, which
included a Public Nomination deadline of 12/2; a Zone Judging deadline of 12/9; a
Group Judging date of 12/11; and Santa Squad deliveries on December 19. She also
shared about the platforms that would be used to promote the program, which include
the Hot Sheet (Utility Bill insert), Social Media channels, City Website, and an Over-the-
Street Banner.
The Commission discussed the importance of making the Group Judging and Santa
Squad deliveries as efficient as possible. Several Commissioners discussed an earlier
start time to judging or limiting the total number winning homes, but neither suggestion
took shape as a motion or vote for action.
6. REPORT FROM COUNCIL MEMBER LIAISON
Council Member Wang greeted the Commissioners, as this marked her first meeting as
the new City Council liaison to the ABC. She thanked the Commissioners for their work
throughout the year to support the various beatification and conservation programs in
Arcadia, which the community greatly enjoys. The Commission welcomed Council
Member Wang and expressed their appreciation for her attendance at the meeting.
7. REPORT FROM COMMISSIONERS
Commissioner Miller expressed an interest in having the ABC undertake a Halloween-
themed decorating competition. Chairperson Brink shared his concerns about Halloween
decorations that depict gore, violence, or other sentiments that may not fit within the
mission of the ‘Beautiful’ Commission. Vice Chairperson Watts expressed limiting the
extent of the operation to self-nominations that included pictures, to moderate the level
of commitment needed from ABC to support another competition. Additional questions
were raised and Staff Liaison Bruno committed to undertaking more research on this
type of program and reporting back to the Commission with her findings.
Existing members of the Commission welcomed two new members, Commissioners
Walton and Wong, and expressed their sentiments for a great year ahead with them on
board.
Vice Chairperson Watts inquired about the ABC’s annual budget, which Staff Liaison
Bruno answered totaled $4,000 for FY 2024-25.

Chairperson Brink adjourned the meeting at 7:07 p.m. to Wednesday, December 11, 2024, at 5:00
p.m. in the Council Chambers Conference Room, 240 W. Huntington Drive, Arcadia.
