ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, DECEMBER 3, 2024
1. CALL TO ORDER – Mayor Cao called the Regular Meeting to order at 7:05 p.m.

5. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that, regarding Agenda Item 6.a - Resolution No. 7607
certifying the results of the November 5, 2024, election, updated copies of the Resolution were
provided to the City Council; he noted for the record the number of votes cast for Districts 1 and
4, as well as for each Council candidate; he congratulated Council Members Paul Cheng and
David Fu on their election to the City Council and expressed his gratitude to Council Member
Verlato for her service.
6. CITY CLERK
a. Resolution No. 7607 reciting the facts of the General Municipal Election in Arcadia on
Tuesday, November 5, 2024, declaring the results and such other matters as provided
by law.

Recommended Action: Adopt
A motion was made by Council Member Verlato, seconded by Mayor Pro Tem Kwan, and carried
on a roll call vote to adopt Resolution No. 7607 reciting the facts of the General Municipal Election
in Arcadia on Tuesday, November 5, 2024, declaring the results and such other matters as
provided by law.

8. ADMINISTRATION OF THE OATH OF OFFICE AND CITY COUNCIL TRANSITION
a. Administration of the oath of office to newly elected members of the City Council.
b. Remarks by newly elected members of the City Council.
Council Member Cheng welcomed Council Member Fu to the City Council; he thanked
Arcadia residents, his family, and the volunteers that served on his campaign; he
thanked City staff for their service during the COVID-19 pandemic; and that his goal is
to connect with all residents in his District.
Council Member Fu thanked former Council Member Verlato for her service and focus
on Arcadia’s fiscal condition; he thanked City staff and first responders; he thanked
his family for their support; he thanked those that voted for him; and commented that
he works on behalf of Arcadia as a whole, not just District 1, and that he will serve on
the City Council with a “One City” approach.

9. PUBLIC COMMENTS
Wang Yuxin Dong appeared and expressed her opposition to the Elara Affordable Housing
Project in unincorporated Los Angeles County.

Mayor Thomas Wong, Mayor Pro Tem Vinh Ngo, and Council Member Yvonne Yiu from the City
of Monterey Park appeared to congratulate Council Members Fu and Cheng on their election to
the City Council; they expressed their eagerness to work together to build a stronger region; and
they noted that they believe Arcadia is the first to have an all-Asian City Council.
John S., Arcadia resident, appeared and expressed his safety concerns, commenting on recent
crimes in the City; he stated that he hopes the new City Council will improve crime prevention; he
encouraged the City Council to stop the Elara Project; and recommended they take action to
prevent the State from further reducing local control.
Feng Lam Lim appeared and spoke about the legacy and impact former Council Member Verlato
had during her term; she addressed Council Member Kwan about an alleged incident that
occurred at the November 19, 2024, Special Meeting; and stated that Council Members in support
of homelessness shelters will be voted out.
10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
Mayor Pro Tem Kwan congratulated Council Member David Fu on his election to the City Council
and wished him success during his term.
Council Member Fu commended City staff for their support and guidance during his transition to
the City Council; and he stated that he looks forward to learning and working with them in the
years to come.
Council Member Cheng offered words of encouragement to Council Member Fu as he embarks
on his new role; he expressed his gratitude to his colleagues; and he shared his excitement for
the next four years of his term.
Council Member Wang expressed her gratitude to former Council Member Verlato for her public
service; she congratulated Council Members Fu and Cheng on their election; she thanked her
colleagues and City staff for their dedication; she also thanked the volunteers who supported
Council Member Cheng during his campaign; and she provided a report on the various events
that she attended or will be attending as a representative of the City.
Mayor Cao congratulated Council Members Cheng and Fu on their election to the City Council;
he noted that Council Member Fu served as Chair of the Judicial Nominees Evaluation (“JNE”)
Commission and that Council Member Cheng epitomizes the values of the community; and he
provided a report on the various events that he attended or will be attending as a representative
of the City. Mayor Cao further reported that the City Council continues to receive comments about
the Elara Project and he requested City Council support to create a committee in order to explore
options regarding the Elara Project. Council Member Wang and Council Member Cheng
concurred.
City Manager Lazzaretto recommended that Mayor Cao form a City Council Ad Hoc Committee.
City Attorney Maurer clarified that in order to form a formal committee, an item would need to be
placed on the next meeting agenda; however, Mayor Cao can appoint a two-person Ad Hoc
Committee of the City Council for a single purpose.
Mayor Cao amended his request to form an Ad Hoc Committee and appointed Council Member
Wang and himself to serve on the Committee.

City Attorney Maurer clarified that, as a procedural matter, the City Council cannot discuss items
that will appear on a future agenda. However, Council Members can propose adding an item to a
future agenda, and if three members agree, the item will be brought back to a future agenda for
discussion.
City Manager Lazzaretto noted for the record that Mayor Cao established a sub-committee of the
City Council, appointing Council Member Wang and himself to serve on the committee for the
purpose of exploring options for the Elara Project.
11. CONSENT CALENDAR
a. Special and Regular Meeting Minutes of November 19, 2024.

to Government Code Section 66006.

e. Purchase Order with Haaker Equipment Company for the purchase of one 2025 Elgin
CNG Crosswind Street Sweeper in the amount of $574,543.62.

Chevrolet Silverado 1500 pickup truck in the amount of $56,881.14.

(“ALPR”) camera subscription (“Phase 1”) for Fiscal Year 2024-25 in an amount not to

roll call vote to approve Consent Calendar Items 11.a. through 11.h.

The City Council adjourned at 8:52 p.m. in memory of longtime Arcadia resident Dora Fowler to
