To ensure that the City is receiving competitive pricing, a formal bid process was conducted. George Chevrolet was deemed the only responsive bidder; therefore, it is recommended that the City Council approve a Purchase Order with George Chevrolet for the purchase of a 2024 Chevrolet Silverado 1500 4WD Trail Boss in the amount of $70,087. DISCUSSION The Fire Department’s existing 2013 Chevrolet Silverado ½ ton pick-up truck has reached the end of its useful life. The FY 2024-25 Equipment Replacement Budget has allocated funding for its replacement to purchase a new 2024 Chevrolet Silverado 1500 4WD Trail Boss ½-ton pick-up truck. This vehicle is needed to support the daily operations of transporting personnel and equipment to meet the ongoing operational needs of the Fire Department. A Notice Inviting Bids was published in accordance with City Council Resolution No. 7483, and bid packages were distributed to local vendors. On November 26, 2024, a sealed bid was conducted, and two bids were received with the following result: Bidder Location Bid Amount Winner Chevrolet* Colfax, CA $ 63,126.88 George Chevrolet Bellflower, CA $ 70,086.38 *Non-responsive bid due to bidder’s inability to meet the vehicle’s bid specification requirements Purchase of 2024 Chevrolet Silverado 1500 4WD Trail Boss December 17, 2024 Page 2 of 2 One of the required items in the City’s bid was the vendor’s ability to offer a timely delivery of a new utility vehicle with a red exterior color. Although Winner Chevrolet provided the lowest bid, they offered a different color, thus, their bid was deemed unresponsive. Conversely, George Chevrolet’s bid has met all the Fire Department’s vehicle specifications and can provide immediate delivery. After carefully reviewing all bids, it was confirmed that George Chevrolet was responsive, and the price was within marketplace expectations. Additionally, the Fire Department has done business with George Chevrolet for more than 15 years, and they have consistently been responsive to the needs of the Department and provided quality customer service. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT The total bid to purchase a new 2024 Chevrolet Silverado 1500 4WD Trail Boss ½-ton pick-up truck is $70,086.38. Sufficient funds in the amount of $75,900 have been allocated in the FY 2024-25 Equipment Replacement Budget for the purchase of this vehicle with upfitting costs. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve a Purchase Order with George Chevrolet for the purchase of one 2024 Chevrolet Silverado 1500 four- wheel drive (“4WD”) Trail Boss in the amount of $70,087.
