Senior Civil Engineer SUBJECT: ACCEPT ALL WORK PERFORMED BY DOMINGUEZ GENERAL ENGINEERING, INC. FOR THE WATER MAIN REPLACEMENT PROJECT AS COMPLETE CEQA: Exempt Recommendation: Approve SUMMARY On July 16, 2024, the City Council approved a contract with Dominguez General Engineering, Inc. in the amount of $323,450 for the Water Main Replacement Project along Camino Real Avenue, between Tenth Avenue and Loganrita Avenue. The terms and conditions of this project have been complied with and the work has been performed to the satisfaction of the Project Manager for a total project cost of $269,860. This amount reflects the original contract amount of $323,450, minus quantity changes totaling $53,590, or 16.6%, less than the original contract amount. It is recommended that the City Council accept all work performed by Dominguez General Engineering, Inc. for the Water Main Replacement Project as complete, and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $13,493. BACKGROUND The 6-inch cast iron water main along Camino Real Avenue, between Tenth Avenue and Loganrita Avenue, was installed in 1954. In recent years, Public Works Services maintenance crews have made several emergency repairs to this water main, primarily due to the age and material of the pipe. Cast iron was a common pipe material used for municipal water mains due to its strength and corrosion resistance. Unfortunately, as cast iron ages, it becomes brittle and susceptible to leaks, limiting its durability and reliability. Pressure fluctuations combined with minor geological movement and settlement can cause cast iron pipes to break. Accept Water Main Replacement Project December 17, 2024 Page 2 of 3 The Fiscal Year 2023-24 Capital Improvement Program (“CIP”) included the replacement of the existing 6-inch cast iron water main along Camino Real Avenue, between Tenth Avenue and Loganrita Avenue, with a 10-inch ductile iron water main. This Project was intended to improve the reliability of the City’s water distribution system, as ductile iron has corrosion resistance and strength characteristics of cast iron, but can tolerate movement or deflection without breaking. DISCUSSION On July 16, 2024, the City Council approved a contract with Dominguez General Engineering, Inc. for the Water Main Replacement Project. During the course of work, the City received credits for reducing the quantities of several bid items. Below is a breakdown of the contract change orders. CCO Description Amount 1. Deleted (3 LF) - Installation of 10-Inch Ductile Iron Pipe ($960) 2. Added (4 LF) – Installation of 8-inch Ductile Iron Pipe $640 3. Deleted (29 LF) – Installation of 6-Inch Ductile Iron Pipe ($4,060) 4. Deleted (1,050 SF) – Asphalt Pavement ($15,750) 5. Deleted (635 SF) – Concrete Pavement ($25,400) 6. Deleted (44 LF) – Curb and Gutter ($5,280) 7. Deleted (1) – Temporary Water Service ($2,500) 8. Deleted (28 LF) – Removal and Disposal of Existing or Abandoned Pipe ($280) Total: ($53,590) The change orders listed reduced the overall contract amount by $53,590, or 16.6%, less than the original contract amount. All terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Manager. Dominguez General Engineering, Inc. completed the work as defined in the project plans and specifications, in an efficient and timely manner. ENVIRONMENTAL ANALYSIS This project involved the replacement and minor alteration of an existing utility system with no expansion of the system, and therefore, qualifies as a Class 2 categorical exemption per Section 15302(2) of the California Environmental Quality Act (“CEQA”). Accept Water Main Replacement Project December 17, 2024 Page 3 of 3 FISCAL IMPACT Funds in the amount of $520,000 were budgeted in the Fiscal Year 2023-24 Capital Improvement Program for the Water Main Replacement Project. The total cost for the Water Main Replacement Project is $269,860. This amount reflects the original contract amount of $323,450, minus quantity changes totaling $53,590, or 16.6%, less than the original contract amount. RECOMMENDATION It is recommended that the City Council determine that this project is exempt under the California Environmental Quality Act (“CEQA”); and accept all work performed by Dominguez General Engineering, Inc. for the Water Main Replacement Project as complete; and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $13,493.
