FOR THE 2008 -09 WATER MAIN REPLACEMENT PROJECT AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS Recommendation: Approve SUMMARY On April 7, 2009 the City Council awarded a contract to MNR Construction, Inc. in the amount of $369,097 for the 2008 -09 Water Main Replacement Project. The terms and conditions of this project have been complied with and the work has been performed to staff's satisfaction for a total project cost of $386,695.51. This amount reflects the original contract amount of $369,097 plus contract change orders for additional and deleted work, totaling $17,598.51, or 4.77% of the original contract price. Staff recommends that the City Council accept all work performed by MNR Construction, Inc. as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of $38,669.55. DISCUSSION Many of the pipes in Arcadia's water distribution system were installed in the early 1900's and are small in diameter in comparison to modern standards in water distribution systems. The existing four inch (4 cast iron water main along the north side of Foothill Boulevard had reached the end of its service life. It was installed in 1936 and had reduced flow due to corrosion on the inside of the pipe. Replacement of the pipeline was necessary to increase water flow in the distribution system. The project was designed to abandon the existing four inch (4 water line and reconnect all the services to the exiting twelve inch (12 cast iron water line along the south side of Foothill Boulevard. This solution was more economical with less interference to traffic on Foothill Boulevard. Page 1 of 3 Mayor and City Council October 20, 2009 The work also involved replacement and addition of several fire hydrants on Foothill Boulevard to meet current fire protection requirements and the replacement of inoperable water main line valves on Old Ranch Road. On January 20, 2009, the City Council also authorized the addition of the Longden Blending Pipeline Project to the Water Main Replacement Program and appropriated $90,000 for design, inspection and construction of the project to correct high nitrate concentration levels in the water pumped from the facility. The final construction cost of the Project is $386,695.51. This amount reflects the original contract amount of $369,097 plus contract change orders for additional and deleted work, totaling $17,598.51, or 4.77% of the original contract price. ENVIRONMENTAL IMPACT: This project involves the replacement, operation and minor alteration of existing utility systems and mechanical equipment therefore, it is categorically exempt per 15301(b), of the California Environmental Quality Act. Per the California Department of Health Services requirement a Notice of Exemption for the Longden Blending Pipeline has been filed with the State Clearinghouse as a part of their approval process. FISCAL IMPACT: Funds in the amount of $570,000 have been budgeted as a part of the 2008 -09 Capital Improvement Program, for the design, inspection, and construction of Water Main Replacement Project. On January 20, 2009, the City Council allocated an additional $90,000 to the project for the design, inspection and construction of the Longden Blending Pipeline. The total cost of the project including construction, inspection, material testing and change order is $386,695.51. RECOMMENDATION: 1. Accept all work performed by MNR Construction, Inc. for the Water Main Replacement Project as complete. 2. Authorize final payment to be made in accordance with the contract documents, subject to retention of $38,669.55.
