As part of this project, an easement is required for Southern California Edison to relocate electrical service wires that currently span across the Longley Well facility. Staff recommends that the City Council authorize the City Manager to execute the Grant of Easement to Southern California Edison for the Longley Well facility at 2401 El Monte Avenue, as shown in Attachment A. SUBJECT: APPROVE GRANT OF EASEMENT TO SOUTHERN CALIFORNIA EDISON AT THE LONGLEY WELL FACILITY 2401 EL MONTE AVENUE Recommendation: Approve DISCUSSION Ken Herman, Associate Civil Engineer The construction of the Longley Well facility is a part of the 2008 -2009 Capital Improvements Program and recommended in the Water Master Plan 2008 Update. In order to prepare the site for drilling operations, the site must be cleared of all overhead obstructions. Currently, the electrical service for the residence located at 200 W. Palm Drive which neighbors the well facility on the west side, is supplied by overhead wires that span across the Longley facility property. Staff has met with representatives from Southern California Edison and discussed the need to relocate the electrical wires. Staff and Edison agree that the most feasible option to accomplish this is to construct underground service along the southerly and westerly property lines of the Longley facility and then cross overhead to overhead Page 1 of 2 STAFF REPORT Public Works Services Department Mayor and City Council October 20, 2009 service per resident's request. A site map describing the proposed underground easement and location of the new pole is shown in Attachment B. In order to relocate the existing service, Southern California Edison requires that an easement be granted by the City of Arcadia to construct, use, maintain, operate, alter, add to, replace, reconstruct, or remove the poles, wires, and appurtenances necessary for distributing electrical supply systems. Staff recommends the City Council accept the conditions of the easement as requested by Southern California Edison and authorize the City Manager to execute the Grant of Easement to Southern California Edison for the Longley Well facility, located at 2401 El Monte Avenue. FISCAL IMPACT There is no cost associated with the granting of the proposed easement. RECOMMENDATIONS 1. Accept the conditions of the Grant of Easement to Southern California Edison for the construction of underground service, wires and appurtenances at the Longley Well facility, located at 2401 El Monte Avenue. 2.
