Casalou, Human Resources Administrat SUMMARY BACKGROUND STAFF REPORT Administrative Services Department SUBJECT: Classification Specifications for Recreation Supervisor, Senior Citizens Supervisor, Youth Services Supervisor, Locker Room Attendant (Part Time), Camp Manager (Part- Time), Activity Leader I II (Part- Time), Storekeeper /Buyer, Police Officer /Police Officer (Lateral), Dispatcher I II, Police Cadet (Part -Time) and Classification Specifications and Compensation Level for Fire Prevention Aide Recommendation: Approve It is recommended that the City Council approve the revisions to the existing classification specifications for Recreation Supervisor, Senior Citizens Supervisor, Youth Services Supervisor, Locker Room Attendant (Part- Time), Camp Manager (Part Time), Activity Leader I II (Part- Time), Storekeeper /Buyer, Police Officer /Police Officer (Lateral), Dispatcher I II, Police Cadet (Part-Time) and the classification specifications and compensation level for Fire Prevention Aide. Periodically, classification specifications are revised to insure employees for the City are meeting and performing duties accurately reflected in their job specifications. Staff is recommending relatively minor adjustments to the classification specifications presented in this report in addition to one new classification. The classification specifications for Police Officer /Police Officer (Lateral), Dispatcher I II, and Fire Prevention Aide were approved by the Human Resources Commission on August 27, 2009. The classification specifications for Recreation Supervisor, Locker Room Attendant (Part- Time), Camp Manager (Part- Time), Activity Leader 1 II (Part Time) and Storekeeper /Buyer and Police Cadet (Part -Time) were approved on October 8, 2009. Mayor and City Council October 20, 2009 Page 2 of 4 DISCUSSION Recreation Supervisor /Senior Citizens Supervisor /Youth Services Supervisor The Recreation and Community Services Department currently has three management level supervisors that report to the Director of Recreation and Community Services: Recreation Supervisor, Senior Citizens Supervisor and Youth Services Supervisor. The Recreation and Community Services Director along with Human Resources is recommending consolidating the three positions into one classification specification titled Recreation Supervisor. This past year the Recreation and Community Services Director has been working on redistributing job assignments within each classification to insure the general responsibilities of each position are equitable. A single classification specification would allow for more flexibility and assist in recruiting and retaining qualified employees by providing an opportunity for employees in these positions to gain experience in other areas of the department. Additionally, both the Recreation Supervisor and Youth Services Supervisor require a Bachelor's degree, while the Senior Citizens Supervisor requires only an Associate's degree. Staff is proposing the new classification require a Bachelor's degree. The salary range for all three classifications are currently the same so a change in compensation will not be necessary. The existing classification specifications for Senior Citizens Supervisor and Youth Services Supervisor are included with this report along with a revised Recreation Supervisor specification with the changes tracked. Locker Room Attendant/ Camp Manager, Activity Leader I II The only recommended changes to these part-time classification specifications is to add language requiring the possession of, or ability to obtain, CPR and first aid certification. Storekeeper /Buyer The Storekeeper /Buyer reports to the Management Analyst in the Public Works Department and is responsible for the procurement of parts, supplies and equ ipment for the Public Works Department. The current experience level for this position requires four years of purchasing and storekeeping experience preferably in a water utility. Staff is recommending lowering the number of years required from four years to two years and making water utility experience and inventory control computer experience highly desirable. The intent of these changes is to increase the pool of applicants while maintaining the experience requirements needed for the position. Police Officer /Police Officer (Lateral) The Police Department has long required applicants for Police Officer (Lateral) to be currently employed as a California Peace Officer, and applicants from other states must Mayor and City Council October 20, 2009 Page 3 of 4 be currently employed as a Peace Officer and possess a California P.O.S.T Waiver of Attendance Certificate. The current classification specification does not include what the minimum requirements are for a Police Officer (Lateral). The Department would like to revise the classification specification to include the minimum requirements for Police Officer (Lateral) and also add some police assignments currently not in the specification. Dispatcher I II The Dispatcher II position is the full journey level position in the Dispatcher class series. Positions at this level are expected to perform a variety of duties involved in the operation of emergency services systems and various communication devices used to dispatch calls for law enforcement, ambulance, fire and other services. Candidates for this position are required to have two years of recent emergency services dispatching experience and be currently employed as a Dispatcher. Recently, the Department has been receiving applications from candidates with other dispatching experience such as emergency road side assistance, which duties may differ from those performed as a Dispatcher II here in Arcadia. Therefore, the Department would like to clarify the minimum requirements in this class specification to two years of experience as a Public Safety /Law Enforcement Dispatcher. Police Cadet The Police Cadet (Part-Time) classification assists various divisions throughout the Police Department. A review of the classification specification for Police Cadet was recently conducted and a few duties have changed over the years requiring minor revisions to the existing job specification. Fire Prevention Aide In 2005, the Fire Department utilized a Volunteer to assist in inspections of low- hazard occupancies and translation duties to service the City's Asian community. As the education, training, and workload of the Volunteer increased, it was decided in 2008, and approved by the City Council through the budgetary process, to hire the Volunteer as a part -time Administrative Intern to assist in meeting the demands placed upon the Fire Prevention Bureau. Since that time, the job duties of the Administrative Intern have become increasingly specialized with respect to fire prevention knowledge and application. After a job audit conducted by the Human Resources Division and Fire Department Staff, it has been determined that the Administrative Intern is working outside the scope of the position. Therefore, the new classification specificat ion for the position of Fire Prevention Aide is being proposed and recommended. It should also be noted that the Fire Department staff reviewed the possibility of hiring a contract inspector to assist with the rising demands of the Fire Prevention Bureau, and Mayor and City Council October 20, 2009 Page 4 of 4 found that the rate for contract fire inspectors varies from $50.00 to $100.00 dollars per hour. This rate is much higher than the proposed $13.16 to $16.00 per hour which the Fire Prevention Aide will receive if approved. The proposed $13.16 to $16.00 per hour is at the PT14 level on the current Part Time Salary Schedule. FISCAL IMPACT The proposed changes to the classification specifications have no fiscal impact. The Fire Prevention Aide position will be funded from the same temporary account approved by the City Council in the FY 2009 -2010 Operating Budget which is currently funding the Administrative Intern position. RECOMMENDATION It is recommended that the City Council: Approve the attached classification specifications for Recreation Supervisor, Locker Room Attendant (Part- Time), Camp Manager (Part- Time), Activity Leader I II (Part- Time), Storekeeper /Buyer, Police Officer /Police Officer (Lateral), Dispatcher I II, Police Cadet (Part-Time) and classification specifications and compensation level for Fire Prevention Aide. CITY OF ARCADIA RECREATION SUPERVISOR Under direction from the Director of Recreation and Community Services, to supervise, assign, review, the w ork of staff responsible for providing recreation services and activities in the department. Current programs by the department are: Contract classes, senior programs and services, youth programs and services, volunteer programs, aquatic programs, facility maintenance and reservations, park and field allocations, excursions, nature center reservations and activities and department and community wide special events, Exercises direct supervision over professional technical staff, volunteers and indirectly supervises clerical staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Plan, prioritize, assign, supervise, and review the work of staff responsible for providing conununity and recreation services and activities. Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. Maintain and review records of schedules, program participation, monies received, expenditures, accidents, vandalism, and contract programs. Supervise the operation of programs and activities under areas of responsibility. Make recommendations for new /improved programming as necessary. Supervise the preparation and distribution of recreation publicity including press releases, brochures, pamphlets, flyers, and printed schedules. Research, requisition, purchase, deliver, and issue equipment and supplies for program operation. Develop clear and concise reports including information for staff reports, analysis of programs, new program proposals, information for grants, and financial reports. Organize various programs and special events.
