SUBJECT: STUDY SESSION: STRIPING CONCEPT FOR SANTA ANITA AVENUE
NORTH OF FOOTHILL BOULEVARD
City staff is preparing for the rehabilitation of the pavement on Santa Anita Avenue from
Foothill Boulevard to the north city limits. The project is funded by American Recovery
and Reinvestment Act (ARRA) funds and has received State and Federal approval to
proceed.
Santa Anita Avenue north of Foothill Boulevard does not have striping to delineate
travel lanes and generally creates some confusion over how many and where the travel
lanes actually are. Because this project will provide a new paved surface, staff
recommends implementing a plan for roadway striping to provide clear and
understandable delineation for drivers.
Santa Anita Avenue north of Foothill Boulevard is a relatively wide street with a wide
center median. The paved sections range in width from 22 to 28 feet. Both sides of the
street are wide enough to accommodate two lanes of traffic, but two travel lanes would
not allow for on- street parking. Without any striping, vehicles literally make their own
lanes and pass slower moving vehicles both on the right and left. Over the years the
City has received inquiries regarding the number of travel lanes on Santa Anita Avenue
and requests to stripe the appropriate lanes.
Staff retained the traffic engineering services of Willdan Associates to determine if two
lanes for either the southbound or northbound directions of Santa Anita Avenue are
warranted. Willdan Associates performed a study of the roadway characteristics
including obtaining peak hour traffic counts at all stop controlled intersections. They
concluded that there is not enough traffic to warrant two lanes in either direction.

Staff proposes to stripe both sides of the street for one lane of travel. Because there is
more than enough room for parking lanes, staff also recommends adding a bicycle lane
between the parking lane and the travel lane. Staff feels that Santa Anita Avenue is an
important route for bicycles now and in the future. It is an important north /south corridor
and a connection to residential neighborhoods, a school and the national forest. This
street has the potential to be a significant bicycle corridor not only for recreation but for
resident bicycle commuting.
Attached are proposed cross sections for Santa Anita Avenue for the two different street
widths.
