SPECIAL MEETING MINUTES
DECEMBER 11, 2024, at 5:00 p.m.
CALL TO ORDER — Chairperson Brink called the meeting to order at 5:03 p.m. in the Council
Chambers Conference Room.

Walton, Bob Miller

CONSENT CALENDAR
a. Approve the Meeting Minutes of October 10. 2024
Recommended Action: Approve
It was moved by Commissioner Brewer, seconded by Commissioner Miller, and carried
on a roll call vote to approve the minutes.
AYES: Brewer, Miller, Hunter, Wong, Walton, Watts, Brink

3. REGULAR ITEMS
a. Conduct Final Judging for the 2024 Holiday Decoration Awards.
Prior to commencing judging, the Commission agreed to add a property that was
submitted via public nomination in Zone 3; the property in question was 411 San Luis
Rey Road.
Chairperson Brink and Commissioner Miller discussed the new process of assigning the
public nominations to individual zones/judges before undertaking judging as a group,
and the Commission agreed that this was an effective method to reduce the amount of
time spent on judging overall.
Depending on the amount of time spent on Santa Squad deliveries in 2024, the
Commission agreed to reevaluate the number of winning properties. In 2023, Santa
Squad deliveries occurred until 10:30 p.m., which the Commission agreed was too late,
especially considering the number of young kids who participate. The Commission
committed to revisiting the number of winning properties and potentially reducing the
number of winners, if the Santa Squad deliveries required a similar amount of time again
this year.
The ABC reviewed and judged 32 submissions for the 2024 Holiday Decoration Awards,
and the following were the selected winners:
