SUBJECT: ACCEPT ALL WORK PERFORMED BY ENVIRONMENTAL
CONSTRUCTION, INC FOR THE CONSTRUCTION OF THE
COLORADO WELL WELLHEAD FACILITIES AS COMPLETE AND
AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE
WITH THE CONTRACT DOCUMENTS
Recommendation: Approve
On May 20, 2008 the City Council awarded a contract to Environmental Construction,
Inc. in the amount of $595,172 for the construction of the Colorado Well Wellhead
Facilities (Attachment). The terms and conditions of this project have been complied
with and the work has been performed to staff's satisfaction for a total project cost of
$572,647.95. This amount reflects the original contract amount of $595,172 plus five (5)
contract change orders for additional and deleted work, totaling $(22,524.05), or
-3.8% of the original contract price.
Staff recommends that the City Council accept all work performed by Environmental
Construction, Inc. as complete and authorize the final payment to be made in
accordance with the contract documents, subject to retention of $57,264.80.
Construction of the Colorado Well facility was completed in two phases. Phase one
involved the drilling and construction of the well hole and was completed in August
2007. Phase two involved the construction of the site facilities, installation of the pump,
piping, electrical and control equipment and is the subject of this staff report.
Phase two also included landscaping of the medians on either side of Baldwin Ave.,
where traffic loops around to meet Colorado Street. The landscaping was designed by

The construction of the landscaping features was completed by City crews, with
assistance from CLS Landscaping. (See attached photos).
The final construction cost of the Colorado Well Wellhead Facilities is $572,647.95. This
amount reflects the original contract amount of $595,172.00 plus five (5) contract
change orders for additional and deleted work, totaling $(22,524.05), or -3.8% of the
original contract price. A summary of the items included in the change orders is as
follows:

Change Order No.1 was issued at the direction of staff to make funds available at the
close of the project for landscaping of the medians on either side of Baldwin Ave.
including the well facility. Change Order No. 2 was made at the direction of staff to
accommodate improvements in drainage behind the retaining wall. Change Order Nos.
3 and 4 were issued to compensate the contractor for time lost due to rainy or wet
weather that made working conditions unsafe or unproductive. Change Order No.5 was
issued to direct the contractor to make minor alterations in equipment plumbing and
electrical connections necessary to accommodate last minute chemical storage and
water quality sampling recommendations made by the California Department of Public
Health (CDPH).
The terms and conditions of this contract have been complied with and the work has
been performed to staff's satisfaction. Staff recommends that the City Council accept all
work performed by Environmental Construction, Inc. as complete and authorize the final
payment to be made in accordance with the contract documents, subject to retention of
$57,264.80.
ENVIRONMENTAL IMPACT:
Pursuant to the provisions of the California Environmental Quality Act (CEQA), an Initial
Study was prepared for the proposed project and a Mitigated Negative Declaration was
approved by the City Council on October 3, 2006.

FISCAL IMPACT:
Water Funds in the amount of $1,500,000 were budgeted in the 2004 -2005 Capital
Improvement Program for the design and construction of the new well. On May 20,
2008 an additional appropriation of $235,000 was approved to be added to the project
budget for completion of the wellhead facilities. All work has been completed within the
project budget.
RECOMMENDATIONS:
1. Accept all work performed by Environmental Construction, Inc. for the
construction of the Colorado Well Wellhead Facilities as complete.
2. Authorize final payment to be made in accordance with the contract
documents, subject to retention of $57,264.80.
