MONTHLY REPORT – JANUARY 2025
HIGHLIGHTS
January was a fast-paced month with external and internal happenings. The windstorm and
wildfires brought mandatory evacuations and lack of electricity for Arcadia residents as well as
surrounding communities. On January 8, more than 450 patrons came into the building to use
WiFi and public computers, to charge devices, and to keep informed. In addition, staff busily
fielded phone calls as the Los Angeles County libraries were closed on January 10 for a Day of
Mourning for former President Jimmy Carter. The Library’s generator was a valuable resource as
it powered the Library through the windstorm and served the community at large. The Library
posted wildfire updates and made copies available to those in need. Congressperson Judy Chu
incorrectly announced that Arcadia Public Library would serve as a FEMA site. Library staff quickly
responded by posting notices on the building’s entrance, redirecting patrons to the Live Oak
Library for FEMA services.
Internally, the City moved to an Amazon Business Prime account. Staff are learning processes for
the new account and creating internal procedures for the Library and Museum. Staff have also
learned how the City’s new Oracle enterprise software and cloud computing works, specifically
the modules for purchase orders and daily transactions. These new systems have required
Library staff to survey processes and determine how best to implement these two new citywide
modules within the daily workflows of the Library.
Federal and State income tax forms are now available in the Library. There are also tax assistance
flyers which lists resources where one can obtain additional tax forms and schedules as well as
tax assistance.
Passport Services submitted the required certificates and documents to the Department of State
for the facility’s annual certification. Failure to provide these documents would result in the
Library’s suspension from the Passport Application Acceptance program, preventing the Library
from processing passport applications.

The Friends of the Library hosted a Classical Kaleidoscope Concert in which violinist Paul Stein,
pianist Stephanie Lan, and celloist David Mergen performed Dvorak’s Joy and Sorrow.
In preparation for the Classical Kaleidoscope Concert, it was noted that there was a broken piano
key on the Bosendorfer piano. Upon further inspection, some repair work will be needed to get it
back into tip top shape for future piano rentals. The piano was gifted to the Library many years
ago.
Adults learned about the art of scented candles during the DIY Candle Making program. Each of
the 19 participants were able to craft and take home their own candle. Fellow book lovers took
part in a lively discussion of the Last Russian Doll written by Kristen Loesch. The Winter Reading
Challenge concluded with 126 adults, teens, and kid participants reading, logging, and completing
challenges for the opportunity to win prizes.
The Teen Librarian hosted a Graphic Design Vinyl Sticker Lab program in which eight young
adults learned about decal design and vinyl cutting from teen volunteers. The Library partnered
with Sustainable Arcadia and presented a Compost Workshop for Teens. The twelve attendees
learned about the inner-workings of composting and how they can make a difference in creating
a healthier and eco-friendly community.
The Children’s Services Principal Librarian hosted a Lunar New Year celebration with 105
attendees. The event featured read alouds, a Lunar New Year interactive game, and reader’s
theater about the Chinese Zodiac. Children wrote wishes on a Wishing Tree, made paper chain
snakes, and took photos at a photobooth. Each child received a red envelope with a chocolate
gold coin. Visitors continued to write their wishes and hang them on the Wishing Tree in the
Children’s Room as part of the Lunar New Year celebration.
Storytimes resumed during the week of January 14. There were ten early literacy programs
offered in January with 360 children and their caretakers in attendance. An assortment of middle
school programming was also offered during the month, including Booking Together where middle
schoolers came together to discuss the book Simon Sort of Says written by Erin Bow as well as
Game Day Unplugged which offered Nintendo Switch games, board games, and snacks for the
32 participants to enjoy, and there was also a free play session with the Nintendo Switch which
drew ten attendees.
PARTNERSHIPS AND COMMUNITY ENGAGEMENT
The Local History Librarian set up a display at the Arcadia Community
Center, highlighting vintage photographs of Santa Anita Park. The
display will remain in place for two months.
Sandra Mackintosh, the English Language Development Coordinator
at Hugo Reid Elementary School, invited the Children’s Services team
to present English language resources available at the Library. During
the presentations, Library staff shared about how to obtain a library
card, electronic resources for children, and upcoming library programs.
Middle school teacher, Ray Sierra, and eight students from First Avenue Middle School visited the
Library. The Children’s Librarian introduced them to available electronic resources and provided
a tour of the Children’s Room. The students also learned to use the self-check out machine and
had some reading time.
COLLECTIONS
The Library’s local history collection was enhanced with twelve books previously housed at the
Arcadia Historical Society and donated as part of their effort to consolidate surplus collections
held in storage.
Cataloguing and Acquisition Services staff condensed and re-organized the adult periodicals
(including those in the international language section). The number of materials discarded this
month was higher in number than past months due to the annual process of weeding out back
issues of every periodical in the collection. For the first time in more than ten years, the periodicals
collection was thoroughly reviewed for usage, retention, and potential new and obsolete titles.
Because of a lack of circulation of older editions, the Library’s periodical retention policy has been
changed this year and now only the current year is retained instead of the current year and
previous.In addition, many titles are now available through OverDrive on Libby. Cataloguing and
Acquisition Services staff also continued to work on special projects, including weeding the Adult
non-fiction collection and updating the juvenile Popular Fiction Collection in the Children’s Room
by changing the location of book series that are no longer popular and replacing them with titles
that are in high demand. The online catalog record as well as the labels for each book must be
changed during this process.
TECHNOLOGY
The Information Systems Supervisor installed a new digital display on behalf of the Friends of the
Library and replaced another display at the Account Services desk.
There were 9,902 visits to the Library Catalog and 6,400 unique Wi-Fi users with a total of 6.9TB
of data downloaded and uploaded this month.
STAFFING
Teen Services Librarian, Claudia A., was nominated for the American Library Association’s “I Love
My Librarian Award”, which honors librarians across the country for their impact in their
community. Claudia was nominated by a teen who interviewed her for an English project. As part
of her nomination the teen wrote, “[Claudia] organized wonderful, fun events such as the Boba
Crawl and organized amazing artwork on display in the library … She's a hardworking, kind
individual that helped me commit to being a librarian. That project, and her interview, was what
made me realize that I wanted to be a public librarian. It was my epiphany. I hope to one day be
a librarian working in Teen Services like she does, and I hope to help others one day too. She's
an inspiration and an overall awesome person, and I know that such a terrific librarian deserves
an award of some sort.”
Part-time Library Technician I, Annie H., began in Children’s Services on January 27.
Due to staffing shortages in Shelving Management, three Shelving Aides have agreed to work an
additional hour each week to assist the section.
The Library has been training the part-time Aides to assist with a variety of duties including
providing support to public desks, answering directional questions,
answering phones, assisting with audiovisual technology for public and
staff-run programming, and attending outreaches, such as the Downtown
Arcadia Lunar New Year Festival.
TRAININGS
Staff completed various trainings throughout January - “Professionalism
in the Workplace,” iRead Summer Reading Program webinars, new
paper purchasing procedures, a webinar on intellectual property, and
passport recertification training.

SUMMARY
The Robert G. Low Estate has donated an additional $12,926.28 to the Arcadia Public
Library, specifically to supplement regularly budgeted funds for the purchase of books for
children and young readers. It is recommended that the City Council accept this generous
donation to the Arcadia Public Library.
DISCUSSION
Mr. Robert G. Low passed on June 18, 2020, in Los Angeles County, CA, and was a
resident of Los Angeles County. According to his will and subsequent probate orders, the
estate assets were to be distributed to several organizations, including the Arcadia Public
Library, specifically 5.5556% of the adjusted share. This distribution was presented to
City Council and accepted on July 19, 2022.
On December 13, 2024, a supplemental distribution was made based on a recent
discovery of additional estate assets, which significantly increased the amount of the
distribution by $12,926.28. The conditions for use of this supplemental distribution are
subject to the terms and conditions of the previous distribution. The funds are to be used
to improve, encourage, and expand reading skills and literary interests of young readers,
and for the purchase of books and not for the purchase of computers, tapes, or videos.
The Arcadia Public Library has set up a trust fund entitled the Robert G. Low Estate Trust
Fund, and this additional gift will be added to the principal. The interest earned yearly will
be used to purchase books and help supplement the Jerry Broadwell Children’s Room
book collection. This is a very welcome and generous donation that will help the Library
continue offering books for children and young readers beyond the current levels of City
funding. A special book plate will be placed in each book purchased from this trust.

Arcadia City Charter Section 1218 and City Council Resolution No. 7514.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the
environment.
FISCAL IMPACT
The Arcadia Public Library has a finite budget and the additional donation of $12,926.28
from the Robert G. Low estate enables the Library to offer new books that improve,
encourage, and expand reading skills and literary interests, above and beyond the current
level of City funding.
RECOMMENDATION
It is recommended that the City Council determine this action does not constitute a project
under the California Environmental Quality Act (“CEQA”); and accept a donation from the

CALL TO ORDER: Chair Connie Liao called the meeting to order at 4:32 p.m. in the Library’s
Conference Room.

REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Trustee Carter shared that Arboretum
volunteers will do a seed bank presentation. The site will also host a Kids Care Camp for families
displaced by the recent wildfires. Trustee Delphey announced that the Friends of the Library
hosted a classical concert on January 15. The Friends group did not meet in November,
December, or January. The Friends are trying different ways to earn money and sold a 1981
Encyclopedia Britannica set through eBay for $300. Chair Liao acknowledged that the Arcadia
Chinese Association delivered lunch and dinner to Fire and Police workers to show appreciation
for their work in combatting the recent wildfires. Council Liaison Cheng sent his personal
apologies for not making the meeting. It was noted by the Board that Trustee Akalamkam’s
meeting attendance was at least three absences.

Director Bradley thanked the Trustees for their cookie giving during the holidays.
Director’s Update: Director Bradley reported on the recent windstorms and wildfires. On
Tuesday, January 7 the City went into a modified EOC. On Wednesday, January 8 there were
eight staff members who called out. All electrical outlets in the building were in use and the phones
were ringing non-stop with patron questions. The Auditorium was opened as an additional space
for patrons and a television was set up in the room for patrons to view the news. The Library
served as a place for people to access information. There were 2,759 people who entered the
building on Wednesday, January 8 and 1,309 people who entered on Thursday, January 9.
Monrovia Public Library and Pasadena Public Library were closed. Arcadia Public Library was
the only Library functioning in the local area. Pasadena City College serves as a place to find
information and resources. Director Bradley is printing and posting daily updates. There is also a
PIO board placed outside the Library which provides daily updates.
Monthly Statistical Report: November 2024: Chair Pro-Tempore Chen questioned the
cumulative statistics not reflected for the English Conversation Class. The oversight was noted
and the November and December statistical reports will be revised to include the correct data.
Monthly Report Narrative: November 2024: Trustee Delphey commented on the importance of
financial literacy for teens and adults. She also inquired about the status of Baker & Taylor.
Director Bradley explained that Baker & Taylor is not providing pre-published best sellers in a
timely manner. The Library has opted to use Ingram as a secondary vendor to bring in more
materials. Sixty percent of the Library’s books and materials funding will be used with Baker and
Taylor and forty percent used with Ingram. Director Bradley responded to inquiries about staffing,
explaining that recruitments have been pro-longed due to vacations, holidays, and requirements
by labor unions. The part-time Library Technician I position has been filled. The recruitment for
the part-time Librarian I is in progress and will likely be filled using an existing list. Recruited
substitute staff will work when there is a scheduling need by Library sections. Director Bradley
also explained that there are some retired annuitant staff serving as substitutes who can no longer
work long term.
Monthly Statistical Report: December 2024: No comments.
Monthly Report Narrative: December 2024: Director Bradley reviewed programming – the
Winter Concert, Gingerbread Decorating program, International Film program, and Destress Fest.
Trustee Delphey inquired about which magazines were weeded from the collection. Director
Bradley explained that 32 periodicals were pulled from the Adult and Teen Services collection
due to low checkout. Due to limited or no availability of uniform and varying sizes of magazine
covers for purchase, staff are considering different ways to display the magazines. There has
been an uptick in the use of eBooks and eMagazines for adults.
Financial Report: December 2024: Director Bradley acknowledged that the credit card
expenses have not fully caught up so financial numbers spent may be higher than what is reflected
in the report. Trustee Delphey asked about the new financial platform, Oracle. Director Bradley
explained that every City department is learning the new platform. Library staff have received
some training and staff have been working on Library and Museum internal procedures to adapt
to this new platform.
Staff Reports: Director Bradley shared that the Library received a $130,000 donation from the
Robert E. Lowe estate two years ago and a trust account specifically for the purchase of children’s
materials had been set up. There was a final distribution from the estate this past year, reflected
in the staff report which will be provided at the next Library Board meeting.
Seed Library: Director Bradley shared that the Hill Branch Library in Pasadena offers a seed
library with a need to provide heirloom seeds to prevent cross-pollination. Talk ensued about the
Arboretum’s seed exchange program in which seeds were displayed but could not be taken.
Trustee Carter shared her vision for a program at the Arcadia Public Library in which patrons
could check out seed packages, plant the seeds, then bring seeds back to the Library and donate
them. Chair Pro-Tempore Chen acknowledged that problems might arise with receiving hybrid
seed donations. Director Bradley suggested that a master gardener might be needed to ensure
receipt of heirloom seeds. Trustee Carter said that kids and teen volunteers could be used to
package the seeds. She will contact someone from the Huntington Beach Public Library to pull
information about their seed library. Library Services Manager Morris suggested that Trustee
Carter partner with Children’s Services staff to host a storytime series program in May about
seeds and planting. Trustee Carter expressed interest in the idea. Trustee Carter shared that the
Huntington Beach Public Library has assigned a parent council to determine what children’s
books are housed in the Library. Director Bradley acknowledged that some of the Huntington
Beach Public Library staff have since resigned from the Library and that the Arcadia Public Library
has a strong collection development policy in place as voted on by the Library Board of Trustees.
Gilb Museum of Arcadia Heritage: There will be a Lunar New Year Red Envelope exhibit. The
Arcadia Historical Society is cleaning out their storage facility. The Gilb Museum Curator collected
some materials from the storage and the Local History Librarian has also pulled some books for
the Library & Museum collections.
Calendar of Activities for Adult and Teen Services: February 2025: Directed Bradley
reminded the Board of the Library’s Smart Squad which offers teen volunteer assistance with their
electronic devices. Trustee Carter shared that she visited Teen Zone and observed teens studying
and eating snacks. She was impressed with the behavior of the teens.
Calendar of Activities for Children’s Services: February 2025: Director Bradley highlighted
various children’s programs including Game Day Unplugged, the start of weekly storytimes, and
Bilingual Storytime.
Flyers/Articles/Posters/Attachments: Director Bradley shared that the Bookish Book Club
would be coming up and that she will be hosting the January selection. Trustee Delphey inquired
about the new Bookmarked Book Club and Director Bradley explained that the program attempted
to connect the younger community and is spearheaded by the Adult Services Librarian.

The motion to approve the Regular Meeting Minutes of November 21, 2024, as amended, was
moved by Chair Pro Tempore Chen, seconded by Trustee Carter, and carried on a unanimous
voice vote.

June 20, 2024 minutes with the two members who were present was moved by Chair Liao,
seconded by Trustee Carter, and carried on unanimous vote.

REPORTS FROM LIBRARY TRUSTEES / LIAISONS:
Trustee Akalamkam shared that he attends meetings relating to project management and invited
other Trustees to attend. Trustee Liao announced that the Arcadia Chinese Association approved
a donation to the Library of $1,500 for shelving, $500 for the English Conversation Class program,
and $300 for children’s books. The Board members and Library staff thanked the Arcadia Chinese
Association for the donation. Trustee Liao also announced that the Arcadia Chinese Association
donated $5,000 to the Arcadia Unified School District for an electric score board. The Arcadia
Chinese Association will also be working with the City of Arcadia and Chamber of Commerce to
provide a Moon Festival event on September 14, 2024 from 5:00 p.m. to 8:00 p.m. Trustee Carter
attended the Serving with a Purpose event and was impressed by the presenters and the
information provided.
City Council Liaison Cao apologized for missing the May Library Board meeting due to being
notified that the meeting had been cancelled. Council Liaison Cao announced that there will be
a Health Seminar about prostatic hyperplasia with Dr. Mark Feng on June 26, 2024. On August
10, 2024 from 9:00 a.m. to noon there will be a Community Health Fair with screenings and
consultations as well as information booths. U.S. Army Surgeon General and Commanding
General, Lieutenant General Mary K. Izaguirre, will be the event’s Keynote Speaker. City Council
Liaison Cao will not be able to attend the July 18 Board Meeting as there will be a special City
Council meeting on that day.

Director’s Update: Director Bradley shared that on Friday, June 14, 2024 there was an issue
with sewer water and waste flooding the Library’s basement, the Friends’ storage space, and the
staff lounge. On Saturday, June 15, 2024 there was a plumbing issue with the Library’s restrooms
so the building closed at 5:30 p.m. On Monday, June 18, 2024, Public Works assessed the matter
and building plans. They also snaked the plumbing line with a camera. It was determined that the
cleanout had not been cleared for more than 30 years and the line had been clogged with grease
and flushable wipes. The line would be cleared and flushed with a stream of high-powered water.
Monthly Statistical Report: May 2024: There was an increase in the number of materials
catalogued as ordering with the Library’s primary vendor, Baker and Taylor, ended in May.
Trustee Akalamkam questioned the decrease in overdue fees. Director Bradley explained that
several notifications are sent to patrons in the hopes that materials will be returned on time. This
then contributes to lower overdue fines.
Monthly Report Narrative: May 2024: Trustee Carter inquired about the primary materials
vendor selection. Director Bradley explained that the staff considered Ingram as well as Baker
and Taylor. There was concern about Ingram’s invoicing process but will still use Ingram for
smaller orders as the service can provide materials with a quicker delivery time. Trustee
Akalamkam added that Ingram is a big company and is more responsive. Director Bradley shared
that the Library’s HVAC system has been replaced. Trustee Akalamkam asked if there had been
a walkthrough to see the 3D printer and Trustee Carter confirmed there had been a walkthrough
at a prior meeting.
Financial Report: May 2024: Director Bradley explained that there is an increase in eBook usage
and requested additional eBook and eResource funding from City Council which was approved.
$10,000 will be used for adult eBooks and $9,000 will be used for children’s eBooks. Pricing for
eBooks and eAudio has increased. Director Bradley had to submit the funding increase for these
materials as a new program and thanked Council for the approval.
Staff Update: A conditional employment offer was extended for the part-time Adult and Teen
Services Principal Librarian position. Part-time Librarian, Helen Seto, began in May and Gilb
Museum Education Coordinator, Lauren Porras, was also hired in the same month. Focus will
now be given to filling the vacant Library Aide positions. Trustee Akalamkam inquired about
Security and Director Bradley acknowledged that the new Security team has been in place for a
year. The Guard is stationed at the Library entrance and sets the tone. The Security company is
supportive and responsive and makes Library staff feel safe.
Gilb Museum of Arcadia Heritage: Winners of the 14th Annual Photography Contest are on
display at the Museum. Staff applied for and received two Getty interns for the summer. Gilb
Museum staff is readying for the Summer Enrichment program series. And Dino Day will take
place in August. Curator Acevedo is expecting and will go on maternity leave in July. Curator
Acevedo is working with Director Bradley on a Military Banner project which will soon launch as
a new program. The team is seeking a vendor for the project and surveying what other cities do.
The plan is to accept up to 125 applications. The new Museum Educator Coordinator, Lauren
Porras, has provided 32 class visits highlighting Arcadia history.
Calendar of Activities for Adult and Teen Services: July 2024: The Walking Book Club meets
every other Saturday. The International Film program continues to come together monthly. The
July Bookish program will be a One Book, One County book group and will discuss L.A. Weather
written by Maria Amparo Escandon.
Flyers/Articles/Posters/Attachments: Director Bradley mentioned that The Covenant of Water
by Abraham Verghese will be the Bookish selection discussed in September 2024 and is a
fascinating read.
Announcements: Director Bradley highlighted the Library’s summer reading program and
encouraged Board members to participate. Library Services Manager Morris shared about
outreach efforts at the Recreation Department’s Summer Concerts and Movies in the Park as well
as the recruitment and assistance of summer teen volunteers. Library Services Manager Alba
discussed her recent work with City contracts and upcoming team building training for staff. There
was discussion about City Council Liaison Cao being misinformed that last month’s Board
Meeting would not take place as there was not a quorum. Trustee Carter acknowledged that City
Council Liaison Cao may not continue attending meetings as he will become the Mayor. Council
Liaison Cao expressed that he has not yet determined if he will continue attending the Board
meetings.
