PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON) Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS REPORT FROM CITY COUNCIL MEMBER LIAISON 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES February 6, 2025 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Bolster called the meeting to order at 4:00pm. PLEDGE OF ALLEGIANCE – Chairperson Bolster ROLL CALL OF COMMISSIONERS PRESENT: Robert Bolster, Shirley Curley, Ethel Laczko, Joyce Platt, Cynthia Salazar, and Steve Sherman EXCUSED: Cris Arzate ABSENT: Margaret Swope SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Vice-Chairperson Joyce Platt reported the next general meeting will be held on Friday, February 28, which includes special treats, and the guest speaker is Mayor Dr. Michael Cao who will talk about City updates. Vice-Chairperson Platt reported extended trips are doing well, and many people look forward to travelling out of state. Vice-Chairperson Platt reported on the following extended trips: The Best of Eastern Canada trip in May is sold out. Falling for Cambria trip will take place in October for three days with Curt Tucker Tours. Cuba Discovery is also a trip in October and will be for six days. Christmas in Victoria and Vancouver will take place in December 2025 for seven days. Vice-Chairperson Platt reported on the following day trips: On May 7, participants will tour the Yakult Probiotic drink factory where they make over 400,000 bottles per day. On May 22, participants will visit the San Diego Zoo where participants will get to see giant pandas, visit the Panda Ridge, and be transported around the park. Vice-Chairperson Platt reported that on March 5, 2025, the Women’s Club will be presenting a quilt of valor to each WWII Veteran, Jim Helms and former City Clerk Gene Glasco. Commissioner Ethel Laczko reported she visited the country of Peru where she is involved in educational programs for those in need. Commissioner Laczko asked if there was any information on free classes through Pasadena City College (PCC). Deputy Director of Recreation and Community Services, Candice Cheung (DDRCS) reported there was a meeting scheduled with PCC, however, they cancelled, and their meeting will be rescheduled. Recreation Supervisor, Annie Sumioka (RS) added that a free sewing class will be provided by PCC closer to the end of the year as PCC will have to raise money to be able to provide materials and sewing machines. DDRCS Cheung added that in the past there was a sewing class, and knitting was very popular at the Community Center before the pandemic. DDRCS Cheung concluded by saying that the Department of Recreation and Community Services as well as the City of Arcadia Library offer many free educational seminars, classes, and programs throughout the year. DDRCS Cheung said that part of the goal of the Recreation and Community Services Department is to provide affordable and revenue generated classes. Chairperson Robert Bolster asked if there was an update on Wilderness Park. DDRCS Cheung reported that there has not been an update. Chairperson Bolster said he will contact Public Works directly for updates on Wilderness Park. DDRCS Cheung added that during Coffee with the Mayor, there are guest speakers from City Departments for the public to ask questions of interest or concerns. In January, the Deputy Director of Public Works Services Department was the guest speaker. Commissioner Steve Sherman reported that the Men’s Club members meet every week from 9am to 2:30pm at the Arcadia Community Center to play pinochle. Commissioner Sherman reported a new person stopped by to play cards with them and they are currently at six members who show up to play each week. Commissioner Shirely Curley asked if the Senior Citizens Commissioner for the two senior clubs be mentioned in the monthly newsletter Connection. DDRCS Cheung said it was a good idea, and it will be added to each month’s newsletter starting in March. Commissioner Cynthia Salazar sadly reported that a long-time Golden Senior Club member Estelle Sykes passed away in January. Estelle never missed a meeting and was a regular attendee at many of the Arcadia senior services programs and events. Commissioner Salazar reported that the Golden Senior Club is doing well, many members are in their 80s and she encourages everyone to participate in light balance exercises for a few minutes each week before their programs begin. The Golden Senior Club meets every Thursday at the Assistance League at 11am. There are plenty of activities available and Bingo is one of their popular weekly games to play. REPORT FROM CITY COUNCIL MEMBER LIAISON – None 2. CONSENT CALENDAR a. Regular meeting minutes of January 2, 2025. Recommended Action: Approve It was moved by Vice-Chairperson Platt, seconded by Commissioner Sherman, and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. AYES: Bolster, Curley, Platt, Salazar, Sherman NOES: None ABSENT: Arzate and Swope ABSTAIN: Laczko 3. REGULAR ITEMS a. Report of Recreation Supervisor Annie Sumioka (RS) Recreation Supervisor, Annie Sumioka (RS) reported on programs and events during the month of January 2025. New Year’s Bingo was held on January 17, with 50 participants. Senior Social Hour was held on January 24, with 14 participants. The Senior Social Hour is a new program held in order for seniors to meet new people, socialize, and have a fun afternoon getting to know each other. RS Sumioka reported on upcoming programs and events. The popular game of Bunco will be back on February 7, registration can be made online or in person at the Community Center. The weekly senior cinema now takes place each Tuesday in February, during Black History Month the following movies will be shown: Selma, Fatherhood, Hair Love, the new version of The Color Purple, and One Night in Miami. RS Sumioka reported that the senior Tax Assistance Program is available by appointment every Thursday and Friday at the Arcadia Community Center through April 11. The months of February and March are currently booked with a waiting list. b. Report of Recreation and Community Services Director (RCSD) DDRCS Cheung handed out flyers for February and March of the Health Education Series seminars. DDRCS Cheung reported the Arcadia Community Center was a staging area during the wildfires that began on January 7, 2025. The Community Center served as a location where residents were able to charge their devices and connect to Wi-Fi before figuring out their next step. DDRCS Cheung handed out a Federal Emergency Management Agency (FEMA) resource flyer that provides information for individuals affected by wildfires. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make friends. 102 Blood Pressure Check Free blood pressure checks are available the second Tuesday of the month from 10-11am in the Community Center. 8 Bridge Bridge is available Wednesdays from 10am-1pm and Fridays from 1-4pm. Card games can help improve memory and cognition, it also enhances motor skills and promotes socialization. 201 Classes Exercise plays a vital role in a senior’s health and contributes to bone density, increased muscle strength, flexibility, and can reduce stress. Some of the classes offered are line dancing, cardio plus, Zumba and more. 2,404 Coffee with the Mayor On the third Tuesday of the month, seniors can stop by the Community Center to listen and chat with the Mayor about City issues and topics of personal interest. 29 Fit & Talk On Thursdays, Fit & Talk meets for a fun and easy 30-minute workout. Each week there is a new inspired workout. 22 Gift Shop The gift shop sells jewelry, hand crafts, and unique items made by senior crafters for a great price. The Gift Shop is located at the Community Center and open to the public. Shoppers: 128 Revenue: $457 Information & Referral Intakes The Information & Referral (I&R) program assists seniors and their families with issues that affect their quality of life by providing I&R referrals that address their living concerns. 89 Karaoke On the first and third Tuesday of each month, seniors can participate in karaoke. Karaoke is a popular program where senior participants enjoy singing to their favorite tunes in many languages. 112 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors free vision care. Prospective Clients are screened to make the necessary arrangements for their free service. 4 Mahjong Mahjong is a popular game of Chinese origin played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Participants are welcome every Friday from 12:30 to 3pm. 72 Monday Dance Monday Dance is held the first, third, and fifth Monday of each month. The program provides a good atmosphere for participants to show off their dance skills and to meet new dancers. Live bands play a variety of popular music to dance to. Refreshments are provided. 97 Monthly Bus Pass Dial-A-Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. 15 Pinochle Pinochle meets every Monday from 9am-2pm. Pinochle is a trick taking ace ten card game of German origin usually played by two to four people with a 48-card deck. 18 Senior Meals Program A nutritious meal is provided Monday-Friday for $3 for individuals age 55+ and $4 for individuals ages 50-54. Lunch is served promptly at 11:30am, and patrons have the option to pay for their lunch meal online between the hours of 7:30-10am. Meals: 720 Average Meals: 41 Senior Seminars Free seminars are available every month on various topics. The following topic was presented in February: How to Use We Chat and Knee Pain 30 Sing along with James Sing along with James meets every Wednesday from 1-3pm. James plays his guitar and sings songs from the 50s-80s with a group of seniors for fun and socialization. 127 Table Tennis Table Tennis is available Monday-Friday, from 8am-4pm. Equipment is available at the front desk for seniors to play and meet new friends. 130 Taste the Town Each month participants meet at a different restaurant to have lunch and socialize. This month participants had lunch at Omar’s NY Pizza restaurant. Participants had a few options to choose from including salad and dessert. 28 Weekly Movie A weekly movie is available for seniors to watch every Tuesday at 12:30pm. A short film is also shown before the start of the movie. The following movies were shown this month: Selma, Fatherhood, The Color Purple, and One Night in Miami. These months short movie was Hair Love. 30 You’ve Got a Friend This program provides a weekly phone call to individuals who live alone, feel lonely, or need someone to check in on them. New friends are made, and great conversations are enjoyed. 2 Tech Talk Tech Talk is provided for individuals who need assistance with their electronic devices. Volunteens are available every month from 4-5pm to assist with their questions and devices. 10 Sweetheart Bunco On February 7, the Sweetheart Bunco program was held. The program includes three sets of six rounds, a light lunch, and raffle prizes. 27 Lunar New Year On February 14, the Arcadia Community Center, and the Arcadia Chinese Association held the Annual Lunar New Year celebration. Guests enjoyed the event which included a traditional Chinese meal and entertainment. 162 Musical Moments On February 21, seniors enjoyed an afternoon with Jazz Pianist, Sabine Pothier. Sabine talked about the history of jazz music, the instruments, and played popular songs on the piano. 27 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the Club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering.
