SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH GENTRY BROTHERS INC. IN THE AMOUNT OF $646,115 FOR
THE ROAD REHABILITATION OF SANTA ANITA AVENUE FROM
GRANDVIEW AVENUE TO FOOTHILL BOULEVARD
Recommendation: Approve
SUMMARY
On February 17, 2009, the President signed into law the American Recovery and
Reinvestment Act of 2009 (ARRA), of which a portion of the act will fund infrastructure
improvement projects throughout the nation. The City of Arcadia will receive
approximately $2 million for road improvement projects. The Road Rehabilitation of
Santa Anita Avenue from Grandview Avenue to Foothill Boulevard is the second project
that has been approved and bid. Staff recommends that the City Council award a
contract in the amount of $646,115 to Gentry Brothers Inc. for the Road Rehabilitation
of Santa Anita Avenue from Grandview Avenue to Foothill Boulevard.
DISCUSSION
On February 17, 2009, the President signed into law the American Recovery and
Reinvestment Act of 2009 (ARRA). The ARRA provides $27.5 billion in supplemental
funding to Federal Highway Administration (FHWA) projects to be apportioned to the
states after certain takedowns. California's share is estimated to be $2.57 billion. The
City of Arcadia's share is approximately $2 million.
City personnel have submitted applications for various road improvement projects to the
California Department of Transportation (Caltrans). Caltrans together with the Federal
Highway Administration (FHWA) and the Metropolitan Transit Authority (MTA) has
reviewed and approved the project.
The project will incorporate a new striping scheme that designates one travel lane in
each direction and includes a bike lane between the travel lane and the parking lane.

The Council reviewed the plan for striping at an October 20, 2009 Study Session and
recommended proceeding.
A Notice Inviting Bids was published and bid packages were distributed to
contractors. The following nine (9) bids were received on October 27, 2009:

Because this project is funded by Federal ARRA funds, it must follow the Federal
funding guidelines and requirements. Staff established a Disadvantaged Business
Enterprise (DBE) participation goal for this project of 3 Although contractors must
make a good faith effort to meet the City's DBE goal, it is not an absolute requirement.
The low bidder does meet the City's DBE goal.
Staff has reviewed the bid documents for content and has investigated the contractor's
background and their recent projects for competency. It is staff's opinion that Gentry
Brothers Inc. can satisfactorily perform the work required and recommends that the City
Council award a contract in the amount of $646,115 to Gentry Brothers Inc. for the
Road Rehabilitation of Santa Anita Avenue from Grandview Avenue to Foothill
Boulevard.
FISCAL IMPACT
This project will be funded 100% by Federal ARRA funds. State approval of the
Program Supplemental Agreement No. 010 -N allows reimbursement to the City of up to
$757,000 for this approved ARRA project.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to enter into a
contract with Gentry Brothers Inc. in the amount of $646,115, approve a 10%
contingency and waive any abnormality in the bid or bidding process for the Road
Rehabilitation of Santa Anita Avenue from Grandview Avenue to Foothill Boulevard.
