Wray, Deputy Director of Development Services /City Engineer By: Tim Kelleher, Assistant Engineer SUBJECT: AUTHORIZE THE EXECUTIVE DIRECTOR TO ENTER INTO A CONTRACT WITH PANORAMA GENERAL ENGINEERING FOR THE RECONSTRUCTION OF PARKING LOT AT 21 MORLAN PLACE IN THE AMOUNT OF $155,470 WITH A 10% CONTINGENCY AND APPROPRIATE A TOTAL OF $41,000 FROM REDEVELOPMENT FUNDS Recommended Action: Approve SUMMARY In September 2008, the Redevelopment Agency purchased the property at 21 Morlan Place from the Church in Arcadia to facilitate the expansion of the Rusnak/Arcadia Mercedes Benz dealership. In February 2009, the Church in Arcadia moved out of the building into temporary facilities while they pursue the construction of their new building at 630 East Live Oak Avenue. In September 2009, the City demolished the Church in Arcadia building making way for the construction of a new parking lot. Staff completed plans and specifications for the new parking lot and advertised the project for bids in October. On November 17, 2009 the City received 14 bids with Panorama General Engineering being the successful low bidder in the amount of $155,470. Including contingencies, material testing, inspection and construction administration, the total project cost is estimated at $191,000. The fiscal year 2009/2010 Capital Improvement Program only appropriated $150,000 of Redevelopment funds for this project. Therefore, staff is requesting that the Agency Board appropriate an additional $41,000 of Redevelopment funds to complete this project. Staff has investigated Panorama General Engineering and found them to be qualified to perform the work. A breakdown of the project cost is as follows: Construction $155,470 10% Contingency $15,547 Materials Testing $10,000 Engineering Inspection $10,000 TOTAL $191,017 The Capital Improvement Program has appropriated $150,000 of Redevelopment Agency funds for the fiscal year 2009/2010. However, staff is requesting an additional $41,000 to cover the difference. ENVIRONMENTAL IMPACT This project is categorically exempt per Section 15301(L)(3) of the requirements of the California Environmental Quality Act (CEQA). FISCAL IMPACT The construction cost is $155,470 and the total project costs including contingency, materials testing, engineering and inspection is $191,000 Redevelopment Funds of $150,000 have been appropriated in the 2009 -2010 Capital Improvement Program. The current appropriation is inadequate to cover the entire cost. Therefore, staff is requesting an additional appropriation of $41,000 from Redevelopment funds to cover the difference. RECOMMENDATION It is recommended that the Redevelopment Agency Board authorize the Executive Director to enter into a contract with Panorama General Engineering in the amount of $155,470, approve a 10% contingency and approve an appropriation of $41,000 from the Redevelopment Fund.
