OF $180,457.17

SUMMARY
The Development Services Department identified four unsignalized intersections, two at
Centennial Way and two on El Monte Avenue at Duarte Road and Campus Drive, for
safety enhancements. Willdan Engineering was contracted to perform traffic signal
warrant analyses, which recommended new traffic signals for all four intersections. As
labor and equipment costs continue to increase and material delivery times grow
substantially, it is beneficial to purchase traffic signal poles and cabinets well in advance
of a project. By purchasing traffic signal poles and cabinets directly from the distributor or
manufacturer, the City is able to purchase at a reduced price, receive delivery in a timely
manner, and eliminate contractor markups.
It is recommended that the City Council authorize and direct the City Manager to execute
Purchase Orders with American Right of Way, Inc. in the amount of $91,225.23 for traffic
signal poles, and with Swarco, Inc. in the amount of $89,231.94 for traffic signal cabinets,
for the combined total of $180,457.17.
BACKGROUND
Through annual safety reviews of City streets, the Development Services Department
identified four unsignalized intersections that needed safety enhancements for
pedestrians, cyclists, and motorists. The intersections are as follows:

• El Monte Avenue & Campus Drive
• El Monte Avenue & Duarte Road
Willdan Engineering was contracted to perform traffic signal warrant analyses for the
Centennial Way intersections in 2023 and the El Monte Avenue & Duarte Road/Campus
Drive intersections in 2024. Each analysis recommends that new traffic signals be
installed at each intersection. As a result, the Centennial Way and El Monte Avenue &
Duarte Road/Campus Drive Traffic Signal Project (“Project”) was included in the City’s
Fiscal Year 2024-25 Capital Improvement Program. The Project will install new traffic
signal poles, equipment, and cabinets.
Traffic signal poles and cabinets are traditionally included in traffic signal improvement
projects handled by the contractors. However, in 2022, the City began purchasing traffic
signal cabinets ahead of projects, and it has lowered costs and eliminated procurement
delays. This project requires a significant number of traffic signal poles in addition to
cabinets, and new traffic signal poles have even longer lead times. In order to ensure
timely completion of the Project, the City will procure the poles and cabinets prior to
construction. The City will be saving costs by purchasing the poles and cabinets directly
from the distributor or manufacturer.
DISCUSSION
Arcadia’s Purchasing Policy allows the use of other agencies’ contracts to facilitate
purchases, also known as “piggybacking”, in its procurement process. Essentially,
piggybacking is a form of intergovernmental cooperative purchasing, in which a public
agency uses an existing public contract to procure similar items or services. This method
allows savings in time, resources, and cost by leveraging another agency’s successful
competitive bidding process, with the benefits of volume or bulk pricing.
In 2022, the City purchased traffic signal cabinets by piggybacking on a County of
Riverside competitive bid. In 2023, the County of Riverside readvertised for traffic signal
controller cabinets and the cabinets are still the same ones preferred by the City of
Arcadia. Swarco, Inc. was the low bidder and was awarded a five-year contract to provide
equipment on an as-needed basis. Piggybacking on the County of Riverside’s bidding
process ensures the City will get the best price for the desired equipment.
The City received Swarco, Inc.’s pricing from their contract with the County of Riverside.
The desired cabinet is the 352i-ATC Cabinet anodized (fully loaded), priced at $20,234,
highlighted in green on the Attachment. In total, four (4) cabinets will be purchased at this
price for a total of $89,231.94.

In February 2025, the City advertised for the procurement of traffic signal poles and
received bids from two (2) companies, summarized below.

American Right of Way, Inc. was the low bidder and is fully qualified to purchase and
distribute the poles. Additionally, they may continue to provide traffic signal poles and
other traffic signal equipment, if selected as the low bidder in the future. Swarco, Inc. is
fully qualified to manufacture and distribute the cabinets, and will continue to provide them
and other traffic signal equipment to the City.
ENVIRONMENTAL ANALYSIS
This project is categorically exempt pursuant to the California Environmental Quality Act
("CEQA"), Section 15303 (New Construction or Conversion of Small Structures), as the
project involves the replacement of existing facilities, and limited installation of new, small
structures related to the traffic signal system, with no expansion of use.
FISCAL IMPACT
The cost for new traffic signal poles and traffic signal cabinets, including shipping and
sales tax, is shown below:

The Project was programmed in the Fiscal Year 2024-25 Capital Improvement Plan with
a total budget of $900,000, with $500,000 from Transportation Impact Fees and $400,000
from Measure M funds. Design of the Project is still ongoing, but is being done by City
staff, so there will be no major costs incurred from design, and the remaining balance
after this purchase, will cover construction costs. There are sufficient funds budgeted to
cover this purchase.
RECOMMENDATION
It is recommended that the City Council determine that this project is exempt under the
California Environmental Quality Act (“CEQA”); and authorize and direct the City Manager
to execute Purchase Orders with American Right of Way, Inc. and Swarco, Inc. for the
