CLOSED SESSION a. Confer with legal counsel regarding anticipated litigation. Potential initiation of litigation pursuant to Government Code Section 54956.9(d)(4): one (1) Case. The Closed Session ended at 6:27 p.m. No reportable action was taken on the Closed Session item. Regular Meeting City Council Chambers, 7:00 p.m. 1. CALL TO ORDER — Mayor Cao called the Regular Meeting to order at 7:00 p.m. 2. INVOCATION — Reverend John Scholte, Journey Community Church 3. PLEDGE OF ALLEGIANCE — John Cullen, Navy Veteran and Arcadia Resident 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Cheng, Fu, Wang, Kwan, and Cao ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Maurer reported that prior to the Regular Meeting, the City Council met in a Closed Session to discuss the one item listed on the posted agenda and that no reportable action was taken. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto had nothing to report. 03-04-2025 7. PRESENTATIONS a. Presentation of Mayor's Certificates to the Foothills Middle School Girls Basketball Team for winning the League Championship, b. Presentation of the 2025 Arbor Dav Proclamation. 8. PUBLIC COMMENTS Michelle Wu, an Arcadia resident, appeared and requested that Council Member Wang resign from office, expressing her reasons why she should step down. Elizabeth Vargas, Public Information Officer form the U.S. Small Business Administration ("SBA") Office of Disaster Recovery, announced that the SBA is working with the Federal Emergency Management Agency ("FEMA") to offer disaster relief loans to assist those affected by the recent wildfires. She encouraged impacted Arcadia property owners and businesses to apply for these funds. 9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Mayor Pro Tern Kwan shared a video of Los Angeles City Controller, Kenneth Mejia, overviewing the City of Los Angeles' budget for Fiscal Year 2023-24; she expressed concerns about Arcadia's Operating Budget and emphasized the importance of responsible budgeting. Mayor Cao provided a report on the various events that he attended or will be attending as a representative of the City; and shared two recent stories of Arcadia Police Officers apprehending alleged burglars, expressing his gratitude for the Police Department's service. Council Member Fu announced that on March 2 he attended the Arcadia Chinese Association's 42nd Annual Gala, noting Fire Chief Suen's presentation at the event; he highlighted the potential benefits of a local training facility for use by Arcadia firefighters; he commended City staff for prioritizing the best interests of the City; and he thanked residents for collaborating with staff to keep the City safe. Council Member Wang addressed comments made during Public Comment regarding the FBI activity that occurred in Arcadia on December 19, 2024; and provided a report on the various events that she attended or will be attending as a representative of the City. Council Member Cheng thanked his colleagues for recognizing the efforts and commitment of City staff; he expressed his gratitude to City staff for their continued service to the community; and thanked residents who have lived in Arcadia for generations, reminding them that the City Council is here to serve them. 10. CONSENT CALENDAR a. Regular Meeting Minutes of February 18 2025. CEQA: Not a Project Recommended Action: Approve b. Ordinance No. 2403 amending Article V, Chapter 6 of the Arcadia Municipal Code and adopting by reference the Los Angeles County Health Code; and authorizing the City Manager to enter into a Public Services Contract with the Los Angeles Count Department of Public Health. 2 03-04-2025 CEQA: Not a Project Recommended Action: Introduce, Approve, and Set Public Hearing Date c. Contract with Carter Enterprises Group, Inc. for the Americans with Disabilities Act Curb Ramp Proiect in the amount of $211,000. CEQA: Exempt Recommended Action: Approve d. Extension to the contract with Crosstown Electrical & Data, Inc. for extraordinary traffic signal maintenance services in the amount of $91,855. CEQA: Not a Project Recommended Action: Approve e. Police Department lease of two vehicles from Longo Toyota for three years with the option to renew for three additional one-year periods, in an amount not to exceed $38, 407. CEQA: Not a Project Recommended Action: Approve f. Purchase Order with Granite Data Solutions for the purchase of 75 Dell computer workstations in the amount of $75.000. CEQA: Not a Project Recommended Action: Approve Mayor Pro Tern Kwan pulled Item 10.e for separate discussion. It was moved by Council Member Cheng, seconded by Council Member Wang, and carried on a roll call vote to approve Consent Calendar Items 10.a through 10.d and 10.f. AYES: Cheng, Wang, Fu, Kwan, and Cao NOES: None ABSENT: None Regarding Consent Calendar Item 10.e, Mayor Pro Tern Kwan requested an update on the number of police employees and more background information on the lease of these two vehicles. In response to Mayor Pro Tern Kwan's inquiries, City Manager Lazzaretto stated that the lease is not due to additional staffing. He explained that the vehicles are used for investigative and administrative roles, and further noted that they are replacing existing vehicles that have reached the end of their useful life. In response to Mayor Pro Tern Kwan's inquiry, Police Chief Nakamura reiterated that the number of budgeted police officers has not increased, but recruitment efforts are ongoing. He stated that with the current number of officers, the department is able to maintain its service to the community. In response to Council Member Fu's comment, City Manager Lazzaretto confirmed that the previous lease had expired and that it was time to return the old vehicles to the vendor, necessitating the need for replacements. Council Member Cheng commended the Police Department for their efforts in keeping the City safe. A motion was made by Council Member Fu, seconded by Council Member Cheng, and carried on a roll call vote to approve the Police Department lease of two vehicles from Longo Toyota for 3 03-04-2025 three years, with the option to renew for three additional one-year periods, in an amount not to exceed $38,407. AYES: Fu, Cheng, Wang, Kwan, and Cao NOES: None ABSENT: None 11. CITY MANAGER a. Resolution No. 7619 amending the Fiscal Year 2024-25 General Fund Budget and authorizing a supplemental budget appropriation for the expansion of the Basic Life Support Peak Hours Ambulance Program in the amount of $23,900, offset- by additional revenues from the expanded program. CEQA: Not a Project Recommended Action: Adopt Fire Chief Suen presented the staff report. After discussion, a motion was made by Council Member Wang, seconded by Council Member Cheng, and carried on a roll call vote to adopt Resolution No. 7619, amending the Fiscal Year 2024-25 General Fund Budget and authorizing a supplemental budget appropriation for the expansion of the Basic Life Support Peak Hours Ambulance Program in the amount of $23,900, offset by additional revenues from the expanded program. AYES: Wang, Cheng, Fu, Kwan, and Cao NOES: None ABSENT: None 12. ADJOURNMENT The City Council adjourned in memory of longtime Arcadia volunteer Dianne Chapman at 8:19 p.m. to Tuesday, March 18, 2025, at 6:00 p.m., in the City Council Conference Room.
