HomeMy WebLinkAboutItem 07a - Library Board of Trustees AppointmentLibrary Board of Trustees Appointment April 1, 2025 Page 2 of 2 DATE: April 1, 2025 TO: Honorable Mayor and City Council FROM: Dominic Lazzaretto, City Manager By: Linda Rodriguez, City Clerk SUBJECT: APPOINTMENT TO THE LIBRARY BOARD OF TRUSTEES CEQA: Not a Project Recommendation: Make Appointment to Fill Unexpired Term SUMMARY At the City Council Meeting on June 20, 2023, the City Council appointed Pardha Akalamkam to serve on the Library Board of Trustees for a four-year term, which expires June 30, 2027. On March 18, 2025, the City Council declared a vacancy on the Library Board of Trustees due to three consecutive unexcused absences by Trustee Akalamkam. This agenda item will enable the City Council to take action to fill the vacancy. It is recommended that the City Council make an appointment to the Library Board of Trustees to fill a vacancy, with a term expiring June 30, 2027, from the four attached resumes that have been submitted for consideration. DISCUSSION At the City Council Meeting on June 20, 2023, the City Council made annual appointments to fill vacancies for City Boards and Commissions. During the meeting, the City Council appointed Pardha Akalamkam to serve on the Library Board of Trustees for a four-year term, which expires June 30, 2027. On March 10, 2025, the City Clerk’s Office notified Mr. Akalamkam that, due to three consecutive unexcused absences, in accordance with the City Charter and established protocols, his seat on the Board would be presented to the City Council for vacation. At the City Council Meeting on March 18, 2025, the City Council declared a vacancy on the Library Board of Trustees. Due to the vacancy, it is recommended that the City Council make an appointment to the Library Board of Trustees from the list of attached resumes. These four applications were received during the Spring 2024 Board and Commission Recruitment effort and remain Library Board of Trustees Appointment April 1, 2025 Page 2 of 2 on file with the City Clerk’s Office. The individuals on the attached list were contacted and have expressed an interest in serving on the Library Board of Trustees. To facilitate the City Council’s appointment to the Library Board of Trustees, attached are the Citizen Service Resumes (in alphabetical order). Applicants have been verified as residents and registered voters of Arcadia. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT There is no fiscal impact resulting from the City Council appointing a new member to the Library Board of Trustees. RECOMMENDATION It is recommended that the City Council determine this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and make an appointment to the Library Board of Trustees to fill a vacancy, with a term expiring June 30, 2027.
