While the City encourages conservation of water through the installation of water efficient landscaping options, artificial turf can only be a small part of an overall balanced and cohesive landscape plan. The current regulations for artificial turf are as follows: • Artificial turf may not exceed 15% of the total area of a front or corner yard on a lot. • Artificial turf is considered “hardscape”, similar to driveways, walkways and other paved areas. The total amount of all hardscape in a front or corner yard may not exceed 40%. • Artificial turf may only be placed on private property and must not encroach upon the City’s landscaped parkway or public right-of-way sidewalk/landscape area adjacent to street. It shall not be installed within 10 feet of a sidewalk or within 20 feet from the curb if there is no sidewalk. • Artificial turf shall resemble natural grass blades and be maintained in a green, fadeless condition with a minimum eight-year no-fade warranty; free of weeds, stains, debris, tears, etc. and must have a minimum blade height of 1.5 inches. • Approval by the Planning Services Division is required prior to installation of any artificial turf. Your property has been identified as being in violation of one or more of the above standards. In the past year, the City of Arcadia has been considering modifications to the artificial turf regulations. Specifically, the City has been considering increasing the amount of turf that is allowed. During this time, the City chose not to enforce the current rules regarding artificial turf on your property considering that it was possible the rules could change. On March 19, 2024, the Arcadia City Council decided to not make a change and leave the current rules in place. Therefore, the rules listed above stand and your property would be considered in violation. Because the City Council may revisit this issue in coming months, a further decision was made to place a hold on any enforcement proceedings on properties that currently have artificial turf applications that exceed the rules. Again, this is because there may be modifications to the rules in the future. As a result, a code enforcement case will be opened relative to your property but will simply be held in abeyance at this time. Despite the hold, it is recommended that you consider bringing your property into compliance with the existing rules on artificial turf. You should be aware that the only aspect of the rules under consideration is the amount of artificial turf on a lot, so if your property is in violation of the location of turf or the material itself, you should bring that into compliance. We will certainly notify you of any changes to this policy or any re- consideration of the rules that takes place.
