1.PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON)
Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes
per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior
Citizen Commission is prohibited from discussing or taking action on any item not listed on the
posted agenda. The matter may automatically be referred to staff for appropriate response or
action or may be placed on the agenda of a future meeting.

SENIOR COMMISSION REGULAR MEETING
CALL TO ORDER – Chairperson Bolster called the meeting to order at 4:00pm.

1. PUBLIC COMMENTS - None
REPORTS FROM SENIOR CITIZENS COMMISSIONERS
Vice-Chairperson Joyce Platt reported the trip scheduled for March 6, to the Santa Ana Zoo was
cancelled due to the rain. The trip was rescheduled for April 4. Vice-Chairperson Platt reported
on the following upcoming day trips: On June 10, participants will visit Catalina Island with Curt
Tucker who will lead the tour. Participants will be able to eat, shop, and enjoy the City of Avalon.
After lunch, everyone will enjoy an open-air tram tour of the beautiful sights of the island. On June
24, participants will visit the original Farmers Market followed by a tour of Paramount Studios for
a behind-the-scenes experience where they will explore all the magic Hollywood has to offer.
Participants will also explore sound stages, historic backlots, and more. On October 22-24, 2025,
participants will visit the City of Cambria for a three-day, two-night trip. There will be plenty to do,
and they will be able to enjoy the Scarecrow Fest. The next general meeting will be held on Friday,
March 28, 2025 at 10am. The guest speaker will be Ed Andersen from the Arcadia Historical
Society.
Commissioner Cris Arzate reported he attended the Lunar New Year celebration at Le Meridien
Hotel in February and was impressed with the entertainment and performances.
Commissioner Shirely Curley reported the Assistance League will be celebrating its 70th birthday
this year. Commissioner Curley reported the Assistance League completed their annual February
book drive where books are collected for distribution through the Operation School Bell program
where they are also partnered with Chase Bank. Commissioner Curley reported the month of
March is “Our Links to Learning Program”, where second graders from Garvey School District will
receive their own books.
Commissioner Ethel Laczko asked if there was information on the upcoming free sewing class
that will be provided by Pasadena City College (PCC). Recreation Supervisor, Annie Sumioka
(RS) reported the class will be starting in the fall.
Commissioner Cynthia Salazar reported the Golden Senior Club is doing great and will be
celebrating St. Patrick’s Day with lunch and refreshments. Commissioner Salazar reported there
will be a physical therapist guest speaker on March 20, 2025, who will talk to the members about
knee and back problems and how to treat them.
Commissioner Steve Sherman reported that the Men’s Club members meet every week from 9am
to 2:30pm at the Arcadia Community Center to play pinochle. Commissioner Sherman reported
a new person stopped by to play cards with them and they are currently at six members who play
each week.
Commissioner Margaret Swope reported the Friendship Club is doing well. The Friendship Club
meets every week on Wednesdays at 11am. During their meetings, Club members can celebrate
birthdays, have snacks, play Bingo, and more.
Chairperson Robert Bolster reported he contacted Public Works for an update on Wilderness
Park. After speaking with Carmen Masud, Chairperson Bolster was informed that the Park
remains closed and although the Public Works Services Department would like to begin restoring
the park, it will take some time.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Mayor Dr. Michael Cao reported that the Arcadia Fire Department Basic Life Support (BLS)
ambulance service program assists the community during peak hours. The program will now
operate Monday through Sunday from 8am to 8pm. The BLS program also serves as a secondary
transportation source for the City of Monrovia and the Los Angeles County Fire Department when
needed.
Mayor Cao reported he will be presenting the State of the City on Thursday, March 20, 2025, at
Le Meridien Hotel in Arcadia. The presentation will begin promptly at 4pm and light refreshments
will be served. Mayor Cao asked those who would like to attend please RSVP by calling the
Arcadia Recreation and Community Services Department by March 6. Mayor Cao reported that
the office of Mayor and Mayor Pro Tem is filled automatically by rotation among City Council
Members every nine months and his term as Mayor will end April 15, 2025.

It was moved by Commissioner Sherman, seconded by Commissioner Arzate, and unanimously
carried on roll call vote to approve Consent Calendar Item 2.a.

3. REGULAR ITEMS
a. Senior of the Year Selection
Senior Citizen Commissioners received 25 nominations for the 2024 Senior of the Year. After a
group discussion and careful consideration, a vote was made. RS Sumioka announced the
honoree for the 2024 Senior of the year is Arlene Weiss. The City Council will present Arlene
Weiss with a plaque at a City Council meeting in May. Chairperson Robert Bolster, RS Sumioka,
and a guest of Arlene Weiss will meet for a special lunch. Additionally, the Los Angeles County
Commission on Aging hosts an annual Older Americans Recognition Day Awards luncheon to
honor senior citizen volunteers which Arlene will be invited to with a guest. Deputy Director of
Recreation and Community Services (DDRCS) Candice Cheung added that a news release will
be out soon to announce the 2024 Senior of the Year and will also be advertised with her photo
in the monthly Connection Newsletter. Lastly, Arlene Weiss will have her name plaque added to
the Senior of the Year City Plaque located at the Arcadia Community Center.
b. Report of Recreation Supervisor Annie Sumioka (RS)
RS Sumioka reported on the following events and programs that took place during the month of
February. On February 7, participants attended Bunco with a valentine’s sweetheart theme. The
program includes three rounds of Bunco, a light lunch, and raffle prizes. On Friday, February 14,
the annual Lunar New Year lunch in partnership with the Arcadia Chinese Association was held
at the Arcadia Community Center. The event was a success and included traditional Chinese
food, entertainment, red envelopes, and much more. RS Sumioka reported on the upcoming
programs and events. On March 7, the popular sold-out Bingo program will be held with a
Shamrock theme. On Thursday, March 13, there will be a Billiard Tournament held in the billiards
room from 11am to 2pm. On Friday, March 21, from 4pm to 6pm, a new event will be held, A
Night at the Rodeo, where participants will enjoy a nice dinner, music, and plenty of line dancing,
which is very popular with our senior patrons. The event will also include a dance competition with
wonderful prizes. Recreation line dance instructors Willard (Bill) Berry and Pam Wagoner will be
leading and teaching line dance moves and will also be judges for the line dance competition.
c. Report of Recreation and Community Services Director (RCSD)
DDRCS Cheung handed an invitation to each Commissioner for the upcoming Volunteer Dinner
where Arcadia volunteers, board members and commission members will be honored for their
outstanding volunteer work throughout the year. The dinner will be held at Le Meridien Hotel on
April 3, 2025, starting at 5:30pm. DDRCS Cheung asked everyone to RSVP on or before March
21, 2025.

Chairperson Bolster adjourned the meeting at 4:46pm to Thursday, April 3, 2025, at 4:00pm in

Arcadia Senior Services play an integral part in the wellbeing of the senior community. The multitude of
programs, services, and activities offered supports the healthy and independent lifestyle of the
participants. A brief description with program attendance is listed below.

Billiard Room
Three pool tables are available Monday through Friday from
7:30am-4:30pm for seniors to enjoy themselves and make new
friends.

Blood Pressure
Check
Free blood pressure checks are available the second Tuesday of
the month from 10-11am in the Community Center. 12
Bridge
Bridge is available Wednesdays from 10am-1pm and Fridays
from 1-4pm. Card games can help improve memory and
cognition. It also enhances motor skills and promotes
socialization.

Classes
Exercise plays a vital role in a senior’s health and contributes to
bone density, increased muscle strength, flexibility, and can
reduce stress. Some of the classes offered are line dancing,
cardio plus, Zumba, and more.

Fit & Talk
On Thursdays, Fit & Talk meets for a fun and easy 30-minute
workout. In April, the following workouts were provided: Line
Dance, Seated Disco, Circuits, and a Walk around the
Community Center.

Gift Shop
The gift shop sells jewelry, hand crafts, and unique items made
by senior crafters for a great price. The Gift Shop is located at the
Community Center and open to the public.

Referral Intakes
The Information & Referral (I&R) program assists seniors and
their families with issues that affect their quality of life by providing
I&R referrals that address their living concerns.

Karaoke
On the first and third Tuesday of each month, seniors can
participate in karaoke. Karaoke is a popular program where
senior participants enjoy singing to their favorite tunes in many
languages.

Lions Sight
The Lions Sight program is offered in conjunction with the Arcadia
Lions Club. The program offers low-income seniors free vision
care. Prospective Clients are screened to make the necessary
arrangements for their free service.

Mahjong
Mahjong is a popular game of Chinese origin played by four
people with 144 tiles that are drawn and discarded until a player
secures a winning hand. Participants are welcome every Friday
from 12:30 to 3pm.

Monday Dance
Monday Dance is held the first, third, and fifth Monday of each
month. The program provides a good atmosphere for participants
to show off their dance skills and to meet new dancers. Live
bands play a variety of popular music to dance to. Refreshments
are provided.

Monthly Bus
Pass
Dial-A-Ride bus passes are sold at the Community Center and
can also be mailed to seniors. Bus passes are $5 per month. 36
Pinochle
Pinochle meets every Monday from 9am-2pm. Pinochle is a trick
taking ace ten card game of German origin usually played by two
to four people with a 48-card deck.

Tax Assistance
Program
On Thursdays and Fridays, AARP Tax Aide volunteers assist
seniors with their Income Tax filing. This program is free for
individuals who are 50 years and older with low to moderate
income. Their last day at the Community Center is April 11.

Senior Meals
Program
A nutritious meal is provided Monday-Friday for $3 for individuals
age 55+ and $4 for individuals ages 50-54. Lunch is served
promptly at 11:30am, and patrons have the option to pay for their
lunch meal online between the hours of 7:30-10am.

Senior Seminars
Free seminars are available every month on various topics. The
following topics were resented in April: Hearing Life, Breathing
Exercises, and Asthma.

Sing along with
James
Sing along with James meets every Wednesday from 1-3pm.
James plays his guitar and sings songs from the 50s-80s with a
group of seniors for fun and socialization.

Table Tennis
Table Tennis is available Monday-Friday, from 8am-4pm.
Equipment is available at the front desk for seniors to play and
meet new friends.

Taste the Town
Each month participants meet at a different restaurant to have
lunch and socialize. This month lunch was held at Ding’s Garden
restaurant in Arcadia featuring authentic Chinese gourmet meal.

Weekly Movie
A weekly movie is available for seniors to watch every Tuesday
at 12:30pm. The following movies were shown during the month
of April: Father Figures, Ferris Bueller’s Day off, Big, Free Guy,
and Barbie. The short film shown was For the Birds.

APRIL HIGHLIGHTS
Sweet Oranges Bunco
On April 11, the Bunco program took place with an orange theme. Participants enjoyed 3 rounds of
Bunco, a light lunch, dessert, and raffle prizes.
Spring Fling Royal Ball
On April 18, the annual Spring Fling event took place at the Community Center with a royal ball theme.
The event included lunch, live music, games, and an award for the “Belle of the Ball”.
You’ve Got
a Friend
This program provides a weekly phone call to individuals who live
alone, feel lonely, or need someone to check in on them. New
friends are made, and great conversations are enjoyed.

Legal
Assistance
The Neighborhood Legal Services of Los Angeles Organization
is available once a month at the Community Center to provide
seniors with legal insight.

Tech Talk
Tech Talk is provided for individuals who need assistance with
their electronic devices. Volunteens are available every month
from 4-5pm to assist with their questions and devices.

Royal Ball
On April 18, the annual Spring Fling event took place at the

Travelers Club
Support services include registering members for trips, signing up
new members, and handling the Club’s correspondence. A
monthly club meeting is held at the Community Center to discuss
future trips and provide a social gathering.
